Income Tax Refund Bank Account Pre-Validation Name Mismatch in Jharkhand: Why It Fails and the Fix
Taxpayers in Ranchi, Dhanbad, Jamshedpur and Bokaro file their return, wait for the refund, and then find the bank account marked failed on the e-filing portal. A common reason is that the name in the bank does not match the name in PAN. For this failure, the Income Tax Department's My Bank Account help page says: "Contact branch to update the name as per PAN. Then, re-validate, update the details and submit request for re-validation." So the fix is usually at your bank branch, not at the tax office. We publish Gazette notices, and we say this first: a bank name slip needs no Gazette notice.
Five points, in the order you will need them. First, open My Bank Account on the e-filing portal and read the failure reason. Second, if it says name mismatch, compare the name on your PAN card with the name in your bank passbook, letter by letter. Third, if PAN is right, ask the branch to update the account name as per PAN. Fourth, if PAN is wrong, fix PAN first, then the bank. Fifth, click Re-Validate, and once the account is validated, raise a refund reissue request if the refund already failed. We publish Gazette notices, and we say plainly that a refund name mismatch needs none.
How Income Tax Refund Bank Account Pre-Validation Works
When you add a bank account on the e-filing portal, the Department sends it to your bank to check. The Department's My Bank Account FAQ sets out the basic rules.
| Point | What the source says |
|---|---|
| What you need | "a valid PAN registered with e-Filing, and an active bank account linked with the PAN" |
| How long | The status is updated "within 10 - 12 working days" |
| If it fails | The account shows under Failed Bank Accounts, and you click Re-Validate |
| Which accounts | Savings, current, cash credit, overdraft and NRO accounts. Not a loan or PPF account |
| Refund reissue | Needs a "Validated bank account on e-filing Portal", per the refund reissue user manual |
Which Bank Validation Failure You Have
The portal shows a reason for each failed account. The fixes below are quoted from the Department's My Bank Account help page.
| Failure reason | What the Department says to do |
|---|---|
| Name mismatch | "Contact branch to update the name as per PAN." Then re-validate |
| PAN-Bank Account-IFSC linkage failed | "Contact branch to link your PAN with the bank account", then Re-Validate |
| Account holder name invalid | Re-Validate and "Contact your branch to update the Name as per PAN." |
| Bank account number mismatch | Re-Validate with the correct account number |
| Account closed or inactive | "Try with a different bank account number." |
| Validation cannot be done | Add another integrated bank account, or an ECS mandate form with the refund reissue request |
How to Fix a PAN and Bank Account Name Mismatch
First decide which record is wrong: PAN or the bank. This table is our practical advice, built on the Department's help page and the RBI KYC rule.
| Situation | What usually fixes it |
|---|---|
| PAN is right, bank has a spelling slip or initials | Ask the branch to update the account name as per PAN. Take your PAN card and Aadhaar |
| Bank has your maiden name, PAN has your married name | Update the bank with the marriage certificate. See married women |
| PAN has the wrong name | Correct PAN first. See PAN card name change |
| PAN and Aadhaar also differ | See PAN and Aadhaar name mismatch |
| You have genuinely changed your name | Gazette notice, then Aadhaar, PAN and the bank. See bank not accepting a Gazette |
Income Tax Refund Reissue After Fixing the Bank Name
If your refund was already sent and failed, fixing the bank name does not send it again by itself. You raise a refund reissue request. The Department's user manual says you can do this "if there is a failure of refund issued".
| Point | What the source says |
|---|---|
| Who can raise it | A registered user whose filed return shows a refund failure |
| What you need | A validated bank account, and Aadhaar OTP, DSC or EVC to verify |
| Where | Services, then Refund Reissue, then Create Refund Reissue Request |
| What you get | A Transaction ID as confirmation |
Does a Refund Bank Name Mismatch Need a Gazette Notice?
No, for a slip. The Department's own fix is to update the bank name as per PAN. A spelling slip or missing initials is corrected at the branch. A Gazette notice is for a genuine change of name.
| Situation | What usually applies |
|---|---|
| Spelling slip or initials at the bank | Branch update as per PAN. No Gazette |
| PAN not linked to the account | Branch links PAN. No Gazette |
| Married name | Marriage certificate, per the RBI KYC rule. Usually no Gazette |
| Genuine new name | A Central Gazette notice, then Aadhaar, PAN and the bank |

Central Gazette Process for a Name From Jharkhand, and Where It Fits an Income Tax Refund
No district in Jharkhand has a gazette counter, so a genuine file goes from Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar or anywhere else in the state to the Department of Publication, Civil Lines, Delhi 110054, and the notice publishes in Part IV of the Gazette of India. As reported in July 2025 the Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect, so there is no state alternative to fall back on.
The Eight Steps of a Name File Sent From Jharkhand
Settle the final name first
Letter by letter, with the spacing you want, and then use exactly that everywhere, Aadhaar included. A corrigendum after publication is a second fee and a second wait.
Pick the category, then its proforma
A genuine change of name is change of Name Adult or Major. A wrongly typed spelling is the public notice for a wrongly written name. Twelve categories exist and only one is yours.
Type the proforma in duplicate
Two originals with two witnesses giving signature, full name, address and mobile number on both copies. A change of name is signed in the old name; a public notice is signed in your own name.
Fill the employment field if it is a change of name
The adult proforma asks for the post of the applicant and the office or company name. A student or a homemaker should still complete it rather than leaving it blank, because a blank field brings the file back.
Publish and keep the original paper
One of the daily local leading newspapers, carrying both names in full, the father or husband name and the residential address. The whole original paper goes in the file, not a cutting.
Pay only through BharatKosh
The Non Tax Receipt Portal and nowhere else since October 2018. Select the Department of Publication by name, read the amount the portal shows on the day, pay in your own name and print the e-receipt.
Check every date, then post it yourself
Nothing in the file older than one year. Personally or by post or courier only, never through an agent or advocate. Photocopy everything first, because nothing sent in comes back.
Read the notice, then update in the right order
Check every word the day it publishes and download the e-Gazette copy. Then update Aadhaar, then PAN, then the bank, and re-validate the account on the e-filing portal.
The Five Papers in the File, and What Is Checked in Each
| The paper | What is checked in it, clause by clause |
|---|---|
| 1. The proforma, in duplicate | That it is the right category format; the existing full name exactly as your documents carry it; the new full name exactly as settled; the father or husband name; the full address with pin code; the post and office or company name where it is a change of name; the signature in the right name for the category; two witnesses complete with signature, full name, address and mobile number |
| 2. The affidavit or undertaking | The same names and address as the proforma, word for word, with wording matching the category. On Rs 100 non-judicial stamp paper as our safe default |
| 3. The original newspaper | The original paper, not a cutting; the paper name and date of publication visible; both names carried; the father or husband name and residential address; dated within the last year |
| 4. Photographs, identity proof and any category paper | Two self attested passport photographs; self attested identity and address proof matching the proforma address; both witnesses proofs; and, in a public notice file, the attested photocopy of the connected document carrying the error |
| 5. The CD, its certificate and the BharatKosh receipt | MS Word, without the witness portion, with the name typed in place of the signature; the certificate that the hard copy and the soft copy are the same; the forwarding letter to the Controller of Publication with a telephone number and email; the e-receipt |
The posting detail is on the sending the file to Delhi page, the change of name wording on the proforma format page and the public notice wording on the public notice proforma page, the charge by category on the fee and undertaking page, the reasons files come back on the rejection reasons page, and the download on the download page.
What Fixing a Refund Bank Name Mismatch Costs
We know of no fee on the e-filing portal to add, re-validate a bank account, or raise a refund reissue. The cost is time, and a refund that waits. It is usually not a Gazette notice.

|---|---|
| Re-validation and refund reissue | No fee that we know of |
| Bank name update | Ask your branch. We print no bank charge |
| PAN correction | The PAN agency's current fee. Check on the day you apply |
| Affidavit, if the bank asks | Stamp paper, Rs 100 as our safe default, plus the notary's fee |
| Gazette notice | Only for a genuine new name. Paid on BharatKosh, revised each year and non-refundable |
| What we charge | Quoted on the call. For telling you which record to fix, nothing |
