RC Address Change in Jharkhand: Form 33, Address Proof and Name Mismatch
When you shift house, the address on your vehicle's RC must change too. The Jharkhand Transport Department asks for Form 33, the original RC, insurance, pollution certificate and an "address proof of the registered owner", and says to apply within 14 days. Trouble starts when the names do not match: the rent agreement or electricity bill is in a spouse's or landlord's name, or your Aadhaar spells you differently from the RC. We publish Gazette notices, and we say this first: a spelling slip here needs no Gazette notice.
Five points, in the order you will need them. First, find an address proof in your own name, spelt as the RC. Second, if the only proof is in a spouse's or parent's name, carry proof of the relation and an affidavit. Third, get the financier's consent on Form 33 if the vehicle is on loan. Fourth, apply within 14 days, the shorter of the two limits. This is our advice. Fifth, a spelling slip here does not need a Gazette. We publish Gazette notices, and we say this plainly.
What Jharkhand Asks for an RC Address Change
We read Section 49 of the Motor Vehicles Act, the 2019 amendment to it, Form 33, and the Jharkhand Transport Department's vehicle registration page, which gives its own list and fee. The Act and the Jharkhand page give different time limits, and we print both. The name fixes further down are our advice.

So the key paper is the address proof, and Jharkhand wants it to be the registered owner's. If yours is in someone else's name, or spells you differently from the RC, the office may stop. This is our reading.

How to Fix a Name Mismatch in an RC Address Change
Each paper is corrected by the office that issued it. The transport office records your new address; it does not correct your rent agreement or bill. The table below is our practical advice.

Start with the address proof. Jharkhand asks for the registered owner's address proof, so a bill in your spouse's or father's name may not be enough on its own. The simplest fix is often your own Aadhaar updated to the new address. If that is not possible, carry the relation proof and a one-and-the-same affidavit or a residence affidavit. Whether the office accepts it is its decision. This is our advice.
If the RC itself spells you wrongly, keep that as a separate request. An address change records a new address; it does not correct your name. Asking for both on one form can slow both. This is our advice.

Does an RC Address Change Need a Gazette Notice?
No, for a spelling slip or a short form. Those are fixed at the issuing office, or tied with an affidavit. A Gazette notice is for a genuine change of name, and shifting house is not a change of your name at all. It is a change of address.

Central Gazette Process for a Name From Jharkhand, and Where It Fits an RC Address Change
No district in Jharkhand has a gazette counter, so a genuine file goes from Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar or anywhere else in the state to the Department of Publication, Civil Lines, Delhi 110054, and the notice publishes in Part IV of the Gazette of India. As reported in July 2025 the Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect, so there is no state alternative to fall back on.
The Eight Steps of a Name File Sent From Jharkhand
Settle the final name first
Letter by letter, with the spacing you want, and then use exactly that everywhere, Aadhaar included. A corrigendum after publication is a second fee and a second wait.
Pick the category, then its proforma
A genuine change of name is change of Name Adult or Major. A wrongly typed spelling is the public notice for a wrongly written name. Twelve categories exist and only one is yours.
Type the proforma in duplicate
Two originals with two witnesses giving signature, full name, address and mobile number on both copies. A change of name is signed in the old name; a public notice is signed in your own name.
Fill the employment field if it is a change of name
The adult proforma asks for the post of the applicant and the office or company name. A student or a homemaker should still complete it rather than leaving it blank, because a blank field brings the file back.
Publish and keep the original paper
One of the daily local leading newspapers, carrying both names in full, the father or husband name and the residential address. The whole original paper goes in the file, not a cutting.
Pay only through BharatKosh
The Non Tax Receipt Portal and nowhere else since October 2018. Select the Department of Publication by name, read the amount the portal shows on the day, pay in your own name and print the e-receipt.
Check every date, then post it yourself
Nothing in the file older than one year. Personally or by post or courier only, never through an agent or advocate. Photocopy everything first, because nothing sent in comes back.
Read the notice, then update in the right order
Check every word the day it publishes and download the e-Gazette copy. Then update Aadhaar and PAN, and then your bank account and residence papers, with the original Gazette notification.
