The central rule
- Gross annual income of the parents of Rs 8 lakh or more for three consecutive years places the family in the creamy layer; salary and agricultural income are excluded from that computation under the DoPT's clarifications, and are counted only where the other income crosses the line.

The Cut-Off Rule for an OBC Certificate: What the Jharkhand High Court Has Held
The Jharkhand High Court's reported OBC certificate cases are about format and date. In May 2026 a Division Bench dismissed a batch of appeals by candidates whom JPSC and JSSC had treated as general because the particulars they gave in the online form were of a certificate in the central format, or from an officer other than the prescribed one, or issued after the cut-off, and held that eligibility is judged as on the last date of application and that the advertisement's conditions are mandatory. Earlier single-judge decisions had refused relief where the non-creamy layer certificate was not produced within the cut-off. The practical rule is simple: apply for the fresh certificate, in the right format and in the anchor spelling, before the notice is out, and enter its number and date in the form.
