The EWS certificate is the one JharSewa certificate that expires by design: it is issued for a financial year, on the central Annexure-I format, by the Sub-Divisional Officer or the Deputy Commissioner, and a recruiter or a counselling board reads its year as closely as its name. That makes a name correction on it the easiest of all, because the certificate is reissued anyway, and the most often botched, because the fresh one is applied for in the wrong year or the wrong format. The Income and Asset Tests the SDO Applies to an EWS Certificate in Jharkhand

Income

  • Gross annual income of the family below Rs 8 lakh, from all sources, salary, agriculture, business, profession and the rest, for the financial year prior to the year of application.
  • Family means the applicant, the parents, siblings under 18, and the applicant's spouse and children under 18.
  • Proof: salary slips or Form 16, the income tax return, the income certificate from the BDO or Circle Officer, a self-declaration where there is no formal income.

  • Agricultural land of five acres and above disqualifies.
  • A residential flat of 1,000 square feet and above disqualifies.
  • A residential plot of 100 square yards and above in a notified municipality, or 200 square yards and above elsewhere, disqualifies.
  • Proof: the khatiyan or land record from JharBhoomi for every holding the family has, in whichever name it stands, or a no-land declaration.
The khatiyan is where the father's name gets settled. The land record is usually in the father's or grandfather's name, and the SDO reads that name against the one on your form. The Financial-Year Rule: Why an EWS Certificate Is Rejected for Its Year as Often as Its Name

The DoPT memorandum ties the certificate to a financial year, and its FAQ gives the worked rule: for an application closing in a given year, the income is computed for the previous financial year and the certificate must be for that year. A central recruiter or a counselling board reads the year printed on the certificate against its own crucial date; a certificate that is valid on its face but for the wrong year is rejected, and a "valid for one year from issue" line, where a state prints one, does not override the rule.

Read the notice first

Every JSSC, JPSC, SSC and counselling notice names the financial year and sometimes the issue window. Apply for that year, after 1 April where the notice wants the current one.

For a chosen new name, the SDO wants an instrument linking the old and new names before a certificate issues in the new one, and the Gazette of India notification. There is no Gazette office in Jharkhand and no State Gazette route; the file goes to the Department of Publication in Delhi in your own name. Sworn on non-judicial stamp paper before a notary at your district court, in the OLD name as on your current Aadhaar: old name, new name, father's or husband's name, address with pin code, reason, verification clause, notary seal and register number. Common reasons

A holding over an asset ceiling found in the khatiyan; income above Rs 8 lakh once every source is added; a father's name that does not match the land record; an applicant whose community is on the OBC list; the wrong financial year selected.
