The Financial-Year Rule: Why an EWS Certificate Is Rejected for Its Year as Often as Its Name
The DoPT memorandum ties the certificate to a financial year, and its FAQ gives the worked rule: for an application closing in a given year, the income is computed for the previous financial year and the certificate must be for that year. A central recruiter or a counselling board reads the year printed on the certificate against its own crucial date; a certificate that is valid on its face but for the wrong year is rejected, and a "valid for one year from issue" line, where a state prints one, does not override the rule.
Read the notice first
Every JSSC, JPSC, SSC and counselling notice names the financial year and sometimes the issue window. Apply for that year, after 1 April where the notice wants the current one.
