UPSC Application Name Mismatch for Jharkhand Candidates: Class 10 Name and the Gazette Notification
UPSC's online application asks for your name "exactly as per the 10th Class/ Matriculation/ Equivalent Board Examination Certificate". In its notice for the Civil Services and Forest Service Preliminary Examinations 2025, "Name (as per Class X)" is listed among the details that cannot be edited once saved. If your name has changed since Class 10, UPSC is clear about the proof. "In case, a candidate's name has changed and there is a mismatch with the name given in his/her matriculation or higher educational certificate, the candidate is required to submit a Gazette Notification to that effect." The identity profile even asks for the state and district the Gazette Notification was issued from, its number and date. For a Jharkhand candidate, that last detail matters, because the Jharkhand Government Press stopped publishing personal name changes in 2025.
Five points, in the order you will need them. First, enter your name exactly as on Class 10. UPSC's identity profile says to "provide the name exactly as per the 10th Class/ Matriculation/ Equivalent Board Examination Certificate", and its 2025 notice lists "Name (as per Class X)" as a field you cannot edit later. Second, if your name changed after Class 10, UPSC wants a Gazette Notification. Its notice says the candidate "is required to submit a Gazette Notification to that effect." Third, you may not need it on day one. The same notice says if it is "not available with them at present, they may upload the copy of the same during the window, which will be made available to the candidates AFTER the declaration of the result of CS (Prelim) Exam." Fourth, have the details ready: the profile asks for the state and district the notification was issued from, its number and date, and a PDF of 50 to 300 KB named "name_change". Fifth, for a Jharkhand candidate, use the Gazette of India. As reported in July 2025, the Jharkhand Government Press stopped personal name change notifications. We publish Gazette notices, and we say so plainly.
Your UPSC Application Name Must Follow Your Class 10 Certificate
UPSC's identity profile instruction is: "provide the name exactly as per the 10th Class/ Matriculation/ Equivalent Board Examination Certificate". And its 2025 notice for the Civil Services and Forest Service Preliminary Examinations lists "(a) Name (as per Class X)" among the details that cannot be edited. So type it once, correctly.
| Field | What goes there |
|---|---|
| Name as per Class X | Exactly as on your JAC, Bihar Board, CBSE or other Class 10 certificate. Not editable later |
| "Have you ever changed name?" | Yes or no. The 2025 notice lists this as editable until submission and in the correction window |
| Current name, if changed | Your present name, with the Gazette Notification details |
| Aadhaar details | Keep Aadhaar consistent with your records. See JAC marksheet and Aadhaar |
UPSC Gazette Notification Rule for a Changed Name
UPSC's 2025 notice says: "In case, a candidate's name has changed and there is a mismatch with the name given in his/her matriculation or higher educational certificate, the candidate is required to submit a Gazette Notification to that effect."
The identity profile then asks for four details: "State from which Gazette Notification is issued", "District from which Gazette Notification is Issued", "Gazette Notification number", and "Gazette Notification Issued on". And the upload: "change name Gazette document and format should be in pdf file 50-300KB", named "name_change".
| UPSC asks | What to have ready |
|---|---|
| A Gazette Notification | "required" where the name has changed |
| State and district of issue | Where the notification was issued from |
| Number and date | From the published notification |
| The PDF | 50 to 300 KB, named "name_change" |
Uploading the Gazette Notification After the UPSC Prelims Result
You do not have to miss an exam cycle because the notice is not yet out. UPSC's 2025 notice says: "However, if the Gazette Notification is not available with them at present, they may upload the copy of the same during the window, which will be made available to the candidates AFTER the declaration of the result of CS (Prelim) Exam."
| Your situation | What it means |
|---|---|
| Notification already published | Enter the details and upload the PDF with the application |
| Notification applied for, not yet published | Apply now; upload in the window after the Prelims result |
| Not yet applied for | Start now. A Central Gazette file takes weeks |
| The window is only for those who pass Prelims | It opens after the result, so plan for it to be ready by then |
Which Gazette to Use for UPSC: Jharkhand Gazette or Gazette of India
UPSC's form asks for the state and district the notification was issued from. For a Jharkhand candidate today, the practical answer is the Gazette of India, Part IV, published by the Department of Publication in Delhi. As reported in July 2025, the Jharkhand Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect.
| Your situation | What usually applies |
|---|---|
| No notice yet | The Gazette of India, Part IV |
| An old Jharkhand Gazette notice | Keep it. If an office cannot verify it, a Central Gazette notice is the fallback. See Jharkhand Gazette against Gazette of India |
| State and district fields | Fill them as the published notification shows; we could not confirm how UPSC expects a Central Gazette entered there, so check the form's help text |
| Notice from another state | Enter that state and district as issued |
A Spelling Slip Is Not a Change of Name for UPSC
UPSC's Gazette rule is for a candidate whose "name has changed". A misspelling in Aadhaar, or initials on one document, is not a change of name. In that case, enter the Class 10 name as instructed and bring your other records to it.
| Situation | What usually applies |
|---|---|
| Aadhaar spelt differently from Class 10 | Enter the Class 10 name; correct Aadhaar |
| Degree spelt differently from Class 10 | Enter the Class 10 name; carry an affidavit. See spelling correction affidavit |
| You now use a different name entirely | A change of name: the Gazette Notification applies |
| Married and using a new surname | A change of name in UPSC's terms; check the current notice for any alternative proof |

Central Gazette Process for a Name From Jharkhand, and Where It Fits a UPSC Candidate
No district in Jharkhand has a gazette counter, so a genuine file goes from Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar or anywhere else in the state to the Department of Publication, Civil Lines, Delhi 110054, and the notice publishes in Part IV of the Gazette of India. As reported in July 2025 the Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect, so there is no state alternative to fall back on.
The Eight Steps of a Name File Sent From Jharkhand
Settle the final name first
Letter by letter, with the spacing you want, and then use exactly that everywhere, Aadhaar included. A corrigendum after publication is a second fee and a second wait.
Pick the category, then its proforma
A genuine change of name is change of Name Adult or Major. A wrongly typed spelling is the public notice for a wrongly written name. Twelve categories exist and only one is yours.
Type the proforma in duplicate
Two originals with two witnesses giving signature, full name, address and mobile number on both copies. A change of name is signed in the old name; a public notice is signed in your own name.
Fill the employment field if it is a change of name
The adult proforma asks for the post of the applicant and the office or company name. A student or a homemaker should still complete it rather than leaving it blank, because a blank field brings the file back.
Publish and keep the original paper
One of the daily local leading newspapers, carrying both names in full, the father or husband name and the residential address. The whole original paper goes in the file, not a cutting.
Pay only through BharatKosh
The Non Tax Receipt Portal and nowhere else since October 2018. Select the Department of Publication by name, read the amount the portal shows on the day, pay in your own name and print the e-receipt.
Check every date, then post it yourself
Nothing in the file older than one year. Personally or by post or courier only, never through an agent or advocate. Photocopy everything first, because nothing sent in comes back.
Read the notice, then update in the right order
Check every word the day it publishes, download the e-Gazette copy, and then update the Aadhaar first, because the system leverages it for unique identification, and let the PAN, the bank account and any investment records follow after it in that order. Upload the notice to UPSC as "name_change", a PDF of 50 to 300 KB, with its number and date.
The Five Papers in the File, and What Is Checked in Each
| The paper | What is checked in it, clause by clause |
|---|---|
| 1. The proforma, in duplicate | That it is the right category format; the existing full name exactly as your documents carry it; the new full name exactly as settled; the father or husband name; the full address with pin code; the post and office or company name where it is a change of name; the signature in the right name for the category; two witnesses complete with signature, full name, address and mobile number |
| 2. The affidavit or undertaking | The same names and address as the proforma, word for word, with wording matching the category. On Rs 100 non-judicial stamp paper as our safe default |
| 3. The original newspaper | The original paper, not a cutting; the paper name and date of publication visible; both names carried; the father or husband name and residential address; dated within the last year |
| 4. Photographs, identity proof and any category paper | Two self attested passport photographs; self attested identity and address proof matching the proforma address; both witnesses proofs; and, in a public notice file, the attested photocopy of the connected document carrying the error |
| 5. The CD, its certificate and the BharatKosh receipt | MS Word, without the witness portion, with the name typed in place of the signature; the certificate that the hard copy and the soft copy are the same; the forwarding letter to the Controller of Publication with a telephone number and email; the e-receipt |
The posting detail is on the sending the file to Delhi page, the change of name wording on the proforma format page and the public notice wording on the public notice proforma page, the charge by category on the fee and undertaking page, the reasons files come back on the rejection reasons page, and the download on the download page.
What a UPSC Name Change Gazette Notification Costs
For UPSC, the main cost of a changed name is the Central Gazette notice, because UPSC names it. For a spelling slip, there is no such cost.
| Item | What we can and cannot tell you |
|---|---|
| Central Gazette notice, for a genuine change | Paid only through BharatKosh. The Department's guidelines printed Rs 1,100 for an adult for 2016 to 2017; revised each financial year, never refunded |
| Newspaper advertisement | Charged by the paper. We print no figure |
| Affidavit for the Gazette file | Stamp paper, Rs 100 as our safe default, plus the notary's fee |
| Uploading to UPSC | No fee mentioned in what we read |
| A spelling slip | No Gazette needed; correct Aadhaar or carry an affidavit |
| Aadhaar update | Charged by UIDAI. See Aadhaar name change |
| What we charge | Quoted on the call. For a slip, we will say you need no notice and charge nothing |
