Public Notice for a Name Wrongly Written on a JAC Certificate
This page is about the notice itself: how it is worded, what goes in the file, and what the published notice gets you afterwards. It is not the page that decides whether you need one. That decision belongs to the school admission register, and it is on the JAC register page. Come here once you know the register carries the same wrong spelling, so the board has nothing correct to copy from. Two rules make or break this notice. You have to quote the wrong spelling exactly as the certificate prints it, and you have to name each certificate separately, because a notice that says "my documents" does not tell an office which paper it is talking about.
A public notice is the route when the Jharkhand Academic Council cannot correct your certificate, because the school admission register it works from carries the same wrong spelling. The notice belongs to the Department of Publication's public notice category, not to change of name, and its proforma opens with the words that a name has been wrongly written as. That single phrase is why it fits your case: nothing about your name changed, a record was written wrongly. The file goes to the Department of Publication at Civil Lines, Delhi 110054, because no district in Jharkhand has a gazette counter, and publishes in Part IV of the Gazette of India. The papers are the proforma in duplicate signed by you in your own name and by two witnesses, an undertaking, the original newspaper carrying the matter with the details of the case, a soft copy in MS Word prepared without the witness portion, two self-attested photographs with identity proof, the certificate that the hard and soft copies are the same, a request letter with the fee paid through BharatKosh, and an attested photocopy of the certificate that carries the error. That last one is the paper people forget, and it is the heart of the file, because a correction has to show that the error exists. Wording matters more than anything else here. Quote the wrong spelling letter for letter, give the correct spelling, and name each certificate you want covered: the Class 10 marksheet, the Class 10 certificate, the Class 12 marksheet, the migration certificate, whichever apply. Be clear about what the notice then does. It settles which spelling is correct so no office can argue with you. It does not by itself make the board print a fresh marksheet, and any page promising that is selling you something the board never agreed to.
When a JAC Certificate Name Error Needs a Public Notice
Do not spend a rupee on a notice until you have asked one question at the school: what name does the admission register carry? Everything turns on that answer, because the board prints from the register and corrects against it.
| What the admission register carries | The route | Where to read it |
|---|---|---|
| The correct spelling, and the certificate is wrong | A board correction through the school. No gazette at all. This is cheaper and faster, and it is the route most families should be on | The JAC certificate correction page |
| The same wrong spelling as the certificate | A public notice, because the board has nothing correct to copy. This page. | The decision is set out on the JAC register page |
| The correct spelling, but the school will not forward the correction | Escalation before any gazette. The DEO handles secondary, so Class 10 and Class 12 complaints go to him | The school refuses page |
| The school has closed and no register can be traced | A public notice, with the district education office asked in writing first so you have the refusal on paper | The old certificates page |
| Your name genuinely changed after schooling | Not this category at all. That is a change of name, and the certificate keeps the old name with a linking letter | The correction against change page |
Public Notice Wording for a JAC Certificate Name Error, Line by Line
The Department's public notice proforma opens with a fixed sentence. Here it is in its own words, with the blanks the way the form carries them.
Now read each part against your own case, because each blank has a rule attached to it that files get returned for.
The Applicant's Name and Relationship
You fill your own correct name here, the one you want every record to carry at the end. Then the relationship line tells the reader whose name the error is about. This is what makes one notice able to cover a father's name on your marksheet as well as your own, and it is why the father's name cases sit in this category too.
The Address
The full residential address with the pin code, and it has to match the address on the identity proof you attach and on the undertaking. A Ranchi address on the proforma and a Dhanbad address on the Aadhaar is a mismatch a counter will pick up.
The Wrong Spelling, Quoted Exactly
This is the rule people get wrong. You are not describing the error, you are reproducing it. Copy it from the certificate letter for letter, including a missing letter, a doubled letter, a joined word or a dropped surname.
| What the certificate prints | What to write in the notice | What not to write |
|---|---|---|
| RAJIB KUMAR MEHTA, correct is RAJIV KUMAR MAHATO | Wrongly written as RAJIB KUMAR MEHTA, correct name RAJIV KUMAR MAHATO | "Spelling mistake in my name" with no versions given |
| SUNITA KUMARI with no surname, correct is SUNITA DEVI | Wrongly written as SUNITA KUMARI, correct name SUNITA DEVI | "Surname missing", which tells nobody what to look for |
| ANJALIKUMARI joined as one word | Wrongly written as ANJALIKUMARI, correct name ANJALI KUMARI | ANJALI KUMARI in both columns, which shows no error at all |
| Father printed as RAM PRASAD, correct is RAM PRASHAD | Name of my father has been wrongly written as RAM PRASAD, correct name RAM PRASHAD | Your own name in the notice, when the error is in his |
| HEMBRAM on the marksheet, HEMBROM everywhere else | Wrongly written as HEMBRAM, correct name HEMBROM | Both spellings called correct, which is the alias route and a different form |
The Newspaper Wording
The Department asks for the matter to be published in one of the daily local leading newspapers showing details of the case. So the newspaper text is not a one-line change of name announcement. It carries the same content as the proforma: your correct name, your father's name, your address, the wrong version exactly as printed, the correct version, and which certificate carries the error. Keep the newspaper wording and the proforma wording the same, word for word, because a counter that finds a difference between them sends the file back.
Naming Each JAC Certificate in One Public Notice
A JAC student does not hold one document. He holds a Class 10 marksheet, a Class 10 certificate, possibly a Class 12 marksheet and certificate, a migration certificate and a registration card, and the same wrong spelling usually runs through all of them because they were all printed from the same register entry. The notice can cover all of them, but only if each one is named.
List the documents by name
Class 10 marksheet with its roll number and year, Class 10 certificate, Class 12 marksheet and certificate where they exist, migration certificate, registration card. An office reads its own document's name in your notice and stops arguing.
Give the roll number and year of passing
This is what ties the notice to you rather than to somebody with a similar name. Without it a verification panel has to take your word for the link.
Add the other records if they carry it too
If the caste certificate, the residence certificate or the birth entry carry the same wrong spelling, name them in the same notice. One fee, several records covered.
The Order to File a JAC Public Notice In
Get the register page in writing
Ask the school for a certified photocopy of the admission register page and the original admission form. If the school refuses, an RTI to the school's public information officer costs Rs 10 and has a thirty-day reply time, though it is weak against a private unaided school.
Decide the final spelling
Match the majority of your live documents unless you have a strong reason not to. Write it down and use exactly that version everywhere after this.
List every document to be covered
With roll numbers and years. This list becomes part of the notice text, so build it before you type the proforma.
Type the proforma in duplicate
Public notice category, the error quoted exactly, signed by you in your own correct name, with two witnesses giving their names, addresses and mobile numbers.
Swear the undertaking and publish the newspaper matter
The undertaking signed by you, and the newspaper matter carrying the details of the case. Keep the whole original paper, not a cutting.
Prepare the soft copy exactly as asked
MS Word, without the witness portion, with the name typed where the signature goes, plus the signed certificate saying the hard and soft copies are the same.
Attach the marksheet and pay on BharatKosh
An attested photocopy of the certificate carrying the error, two self-attested photographs, identity and address proof, and the e-receipt. Then post the whole set yourself.
Read the notice, then start the offices
Check every letter of both versions and the document names. Then take the gazette copy to the board through the school, and afterwards to the offices that were refusing you.
Documents Required for a JAC Certificate Public Notice
This is the Department's own list for the public notice category, with what it means for a JAC case written beside it.
| The paper | What it means for a JAC case |
|---|---|
| Prescribed proforma in duplicate | Typed, two original copies, signed by you in your own correct name and by two witnesses with their addresses and mobile numbers. The public notice proforma, not the change of name one |
| Undertaking signed by the applicant | Your signed statement that the contents are true and that you accept responsibility if a legal issue arises later |
| Original newspaper | The whole original paper, the matter published in one of the daily local leading newspapers showing the details of the case, with the paper's name and date visible |
| Attested photocopy of the connected legal document | The JAC marksheet or certificate that carries the wrong spelling. This is the paper that proves the error exists, and it is the one people leave out |
| CD with the print matter | MS Word, without the witness portion, with the name typed in place of the signature |
| Certificate about the soft copy | Signed by you, declaring that the hard copies and the soft copy carry the same matter |
| Two passport photographs | Recent, self-attested |
| Identity and address proof | Self-attested, with the address matching the proforma and the undertaking |
| Witness proofs | Self-attested identity and address proof for each of the two witnesses |
| Request letter with the fee | Addressed to the Controller of Publication, with a telephone number and an email address, and the BharatKosh e-receipt |
Central Gazette Public Notice Process From Jharkhand, Step by Step, Before the JAC Papers Move
No district in Jharkhand has a gazette counter, so a student in Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh or any other district sends the file to the Department of Publication, Civil Lines, Delhi 110054, and the notice publishes in Part IV of the Gazette of India. As reported in July 2025 the Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect, so there is no state alternative to consider. A widely copied listing prints a Jharkhand address with the Delhi pin code, and the gazette office page shows how to spot it.
The Eight Steps of a Central Gazette File Sent From Jharkhand
Settle the correct spelling first
Letter by letter, and then use that version in every paper in the file. The Gazette publishes what is written. One wrong letter means a corrigendum, a second fee and a second wait.
Use the public notice proforma
The Department runs twelve separate notice categories, each with its own proforma. Yours is notification of public notice. A JAC correction filed on the change of name proforma is returned, because that form swears a change you never made.
Quote the error and name the certificates
The wrong spelling exactly as printed, the correct spelling, and each document with its roll number and year. This is the content that does the work later.
Sign in your own name, with two witnesses
A public notice is signed in your correct name, because nothing of yours is changing. Two witnesses sign both original copies with their addresses and mobile numbers.
Publish and keep the original paper
One of the daily local leading newspapers, the matter showing the details of the case. The whole original paper goes in the file, not a cutting and not a website PDF.
Pay only through BharatKosh
The Government fee goes through BharatKosh, the Non Tax Receipt Portal, and nowhere else since October 2018. Print the e-receipt. No agent can pay it on another portal and nobody at the Department takes cash.
Post the complete set in your own name
Personally or by post or courier only. The Department rules out an agent, advocate, tout, friend or relative carrying an authority letter. Photocopy everything first, because nothing sent in comes back.
Read the notice, then download it
Check it the day it publishes and note the page and issue number. Download the e-Gazette copy of that Part IV issue and keep it permanently with your marksheet.
The Five Papers in the File, and What Is Checked in Each
| The paper | What is checked in it, clause by clause |
|---|---|
| 1. The proforma, in duplicate | That it is the public notice proforma; the wrong version quoted exactly as the certificate prints it; the correct version; the relationship line, where the error is in a parent's name; the father's name; the full address with pin code; your signature in your own name; two witnesses complete with mobile numbers |
| 2. The undertaking | Signed by you; the same names and address as the proforma, word for word; the declaration that the statement is true and that you take responsibility if a legal issue arises later |
| 3. The original newspaper | The original paper, not a cutting; the paper's name and date of publication visible; the details of the case shown; the same spelling as the proforma in every place |
| 4. The attested marksheet, photographs and identity proof | The attested photocopy of the JAC document carrying the error, which is what proves the error exists; two self-attested photographs; identity and address proof matching the proforma address; both witnesses' proofs |
| 5. The CD, its certificate and the BharatKosh receipt | MS Word, without the witness portion, name typed in place of the signature; the signed certificate that hard and soft copies are the same; the request letter with a telephone number and email; the e-receipt showing payment to the Department of Publication |
The posting detail from Jharkhand is on the sending the file to Delhi page, the payment walkthrough on the BharatKosh page, the wording line by line on the proforma format page, the download on the download page, and the fix for a published error on the corrigendum page.
What a Published JAC Public Notice Gets You, and What It Does Not
This is the section most pages on this subject leave out, and it is the one that decides whether you feel cheated afterwards.
What it does
It ends the argument about which spelling is correct. A Government publication now says the certificate carries a wrong version and states the right one. A verification panel, an employer, a college, a bank or a passport office reads it and accepts the link between the two versions. That is genuinely valuable, because the usual problem is not that anyone doubts you, it is that no official paper connected the two names.
What it does not do
It does not by itself make the Jharkhand Academic Council print a fresh marksheet. The board works from its own register and its own rules. Where the register carries the error and cannot be corrected, the realistic outcome is that your gazette notice travels with the old certificate for the rest of your life, and where the board does act, it is usually a linking entry rather than a reprint.
| Where to take it | What to expect |
|---|---|
| The board, through the school | Submit the gazette copy with the correction application. Ask in writing what the board will do: a fresh certificate, an endorsement, or a refusal in writing. A refusal in writing is itself useful, because it explains the old certificate forever |
| The verification panel or employer | Carry the gazette copy, the newspaper, the certificate and your Aadhaar together. Panels test consistency, not correctness, and the notice is what supplies the consistency |
| A college or university | The realistic outcome on an old degree is a linking letter recording the correct name alongside the earlier one. The college refuses page covers what to do when it is resisted |
| Aadhaar | A spelling correction is treated as a minor edit and is limited to twice in a lifetime, so do not spend an update on a version you are not sure about. The rules are on the Aadhaar page |
| The caste or residence certificate | Issued afresh through JharSewa rather than amended, and the fresh one follows the corrected spelling. The caste certificate page has the route |
JAC Public Notice Fee and Time in Jharkhand
| Item | What to expect |
|---|---|
| What the guidelines print | The Department's public notice guidelines state printing charges of Rs 1,400 for the financial year 1 April 2016 to 31 March 2017, and add that it varies each financial year and varies from case to case |
| What applicants commonly pay now | Commonly around Rs 1,350 for a public notice with the undertaking, against Rs 1,100 for a plain adult change of name and Rs 1,700 for a minor. These are revised each financial year, so read the amount on BharatKosh on the day you pay rather than trusting any website, this one included |
| Extra names or extra matter | The Department publishes a separate note on details where additional charges are applicable. Covering several certificates or several children can raise the amount, which is what varying from case to case means |
| How it is paid | BharatKosh only, since 1 October 2018. Non-refundable, whether the notice publishes or the file comes back |
| Newspaper cost | Paid to the paper, not the Department, and it varies with the size of the matter. A public notice showing the details of the case runs longer than a one-line change of name, so it costs more than people expect |
| Affidavit and notary | Rs 100 non-judicial stamp paper is the safe default in Jharkhand, plus the notary's charge |
| The board's own fee | The Jharkhand Academic Council charges for a correction or a duplicate, and the amount and the form differ by case. We do not print a JAC figure, because the amounts circulating online belong to other boards. We confirm it for your case before you pay |
| Time to publish | Part IV publishes weekly. Allow several weeks from posting, and more if the file travels back and forth. The six-month window to make good a shortcoming is the outer limit before a fresh application is needed |
| Our charge | Quoted on your papers before you pay anything, and confirmed in writing. We print no service price on any page of this site |
The whole journey cost, including the document updates afterwards, is on the name change cost page, and the gazette stage on its own is on the time and fees page.
Myths About the JAC Certificate Public Notice
"A gazette gets me a fresh marksheet"
It does not, on its own. The board prints from its own register under its own rules. The notice settles which spelling is correct so no office can argue; a reprint is a separate decision by the board, and often the outcome is an endorsement instead.
"Every JAC spelling error needs a gazette"
Most do not. If the admission register carries the correct version, the board corrects the certificate through the school and no gazette is needed. Check the register before you spend anything.
"I can just write spelling mistake in my name"
The proforma asks you to state that the name has been wrongly written as something. The wrong version has to be reproduced exactly. A vague notice gives an office nothing to match against your certificate.
"One notice covers all my papers automatically"
Only the documents you actually name in it. A certificate left out of the text is a certificate the notice does not speak to, and covering it later means publishing again at the full fee.
"A change of name notice does the same job"
It does the opposite. It swears you used to be called something else, which is untrue here, and then an office asks why your other records were never in that earlier name. The two categories are compared on the correction against change page.
"An agent will submit it at the Delhi counter"
The Department states that only personal submission or post and courier are entertained and rules out agents and advocates by name. Anyone promising counter submission is promising something already ruled out.
"A photocopy of the newspaper is fine"
The original paper goes into the file, with its name and date visible. A cutting, a photocopy or a PDF downloaded from the paper's website is not accepted.
"There is a gazette office in Ranchi for this"
There is not. No district in Jharkhand has a counter for personal notices, and as reported the state press stopped these notifications in July 2025.
"My date of birth can be fixed in the same notice"
No. A date is settled by the registrar, the board against its register, or a court, never by a notice about a name. The date of birth page has the real routes.
Key Terms in a JAC Public Notice File
| Term | What it means in practice |
|---|---|
| Public notice | The Department of Publication's category for declaring that a name has been wrongly written. The right category for a JAC misprint |
| Admission register | The school's own record of what your name was when you joined. The board prints from it and corrects against it, so it decides your route |
| Connected legal document | In this file, the attested photocopy of the JAC marksheet or certificate carrying the error. The paper that proves the error exists |
| Proforma in duplicate | Two original typed copies, both signed by you and by two witnesses. Not one signed copy photocopied |
| Undertaking | Your signed statement that the contents are true and that you accept responsibility if a legal issue arises later |
| Part IV | The weekly Part of the Gazette of India that carries personal notices |
| Endorsement or linking entry | A note recording the correct name alongside the printed one, which is often what a board or university gives instead of a reprint |
| Corrigendum | A follow-up notice correcting a mistake in a notice already published |
| DEO and DSE | The District Education Officer handles secondary, so Class 10 and Class 12 matters go to him. The District Superintendent of Education handles primary |
| BharatKosh | The Non Tax Receipt Portal, the only channel for the Government fee since October 2018 |
