DBT Aadhaar Seeding and NPCI Mapper Name Mismatch in Jharkhand: Why Scheme Money Fails and How to Fix It
Much Government scheme money in Jharkhand, from pensions and scholarships to Maiyan Samman and MGNREGA wages, now arrives by Direct Benefit Transfer (DBT). Many payments use your Aadhaar number as the address. For that, your bank must seed your Aadhaar in the NPCI mapper. Name trouble shows up in two ways: your bank account name differs from Aadhaar, so seeding or payment fails, or your money goes to a different account than you expect, because the mapper keeps only the last bank that seeded your Aadhaar. Match your bank name to Aadhaar, then seed the right account. We publish Gazette notices, and we say this first: a spelling slip here needs no Gazette notice.
Five points, in the order you will need them. First, check your bank seeding status on myAadhaar or the NPCI site, to see which bank your Aadhaar is mapped to. Second, match your bank account name to Aadhaar, since a slip or initials can make seeding fail, as reported. Third, fill the mandate and consent form at the bank you want the money in. Fourth, do not seed a second bank by mistake: the last one wins. Fifth, a spelling slip here does not need a Gazette. We publish Gazette notices, and we say this plainly.
How Aadhaar Seeding and the NPCI Mapper Work for DBT
The points below come from UIDAI's own DBT answer and the Aadhaar Payments Bridge operating procedure published on the DBT Bharat portal. Where a point is our own reading, we say so.
| Point | What the source shows |
|---|---|
| How to get DBT in your account | UIDAI: "visit the bank branch where you have opened the account and request the bank to link your Aadhaar with your account by filling up the mandate and consent form" |
| What the bank does | It seeds your account with the NPCI mapper for DBT, per UIDAI |
| Checking your status | On myAadhaar, with data from NPCI, or on the NPCI website, per UIDAI |
| Consent | "It is mandatory for the banks to obtain the consent of the customer" before updating the mapper, per the APB procedure |
| Two banks | If more than one bank seeds your Aadhaar, "the mapper will hold good only the last record updated", per the APB procedure |
| Failure reasons | Include "Aadhaar Number not Mapped to Account Number" and "Aadhaar number not mapped to IIN", per the APB procedure |
The APB procedure we read does not mention name matching at the seeding stage. But a payments guide reports that a bank name that differs from Aadhaar, even by initials, can make seeding fail. So we advise matching the names before you seed. This is our advice, based on that report.
Which DBT Aadhaar Seeding Case You Have
DBT seeding problems fall into a few kinds. This sorting is ours, based on the cases families bring us.
| What happens | What it usually is |
|---|---|
| Seeding request fails | Bank name differs from Aadhaar, as reported |
| Money goes to another account | A newer bank seeded your Aadhaar |
| "Aadhaar not mapped" | Your Aadhaar was never seeded, or the seeding was removed |
| Scheme record name differs | The department has a different spelling from Aadhaar |
| Name before marriage in bank | Aadhaar updated, bank not, or the other way |
| Account closed or dormant | The mapped account cannot receive money |
| Genuine change of name | A deliberate new name, not yet in Aadhaar or the bank |
How to Fix a DBT Aadhaar Seeding Name Mismatch
Seeding is done by your bank. The scheme office and UIDAI cannot seed for you. The table below is our practical advice.
| Situation | What we usually advise |
|---|---|
| Bank name differs from Aadhaar | Correct the bank name first. See bank records name change |
| Aadhaar itself is wrong | Correct Aadhaar first. See Aadhaar name change |
| Money goes to another account | Fill the mandate and consent form at the bank you want it in |
| "Aadhaar not mapped" | Ask your bank to seed it, with the consent form |
| Scheme record name differs | Ask the scheme office to correct its record to Aadhaar |
| Name before marriage | See name change after marriage |
| Genuine change of name | A Gazette notice, then Aadhaar, then the bank, then seed again |
Order matters. Correct Aadhaar if it is wrong. Then bring the bank account name to match it. Only then fill the mandate and consent form. Seeding before the names match invites a failed request. This is our advice.
Remember there are two names in a DBT payment: the one in the scheme's own list and the one in your bank. Even with perfect seeding, a scheme office holding your name in a different spelling may hold up the payment. Ask the scheme office which name it has, and correct it to Aadhaar. This is our advice.
Jharkhand Schemes Paid by DBT and Their Name Records
Each scheme keeps its own list of names. If your name differs there, correct it with that scheme's office. This list is our advice.
| Scheme | Where to fix the name |
|---|---|
| Maiyan Samman Yojana | See Maiyan Samman name mismatch |
| Old age and widow pensions | See widow pension and old age pension |
| Scholarships | See scholarship and e-Kalyan |
| MGNREGA wages | See MGNREGA job card |
| PM-Kisan | See PM-Kisan and farmer registry |
| LPG subsidy | See gas connection |
Does a DBT Aadhaar Seeding Name Mismatch Need a Gazette Notice?
No, for a spelling slip, initials or a name after marriage. Those are fixed at Aadhaar, the bank and the scheme office. A Gazette notice is for a genuine change of name, and even then seeding still has to be done at the bank.
| Situation | What usually applies |
|---|---|
| Bank name differs from Aadhaar | Bank correction. No Gazette |
| Money going to another bank | Fresh consent form. No Gazette |
| Scheme record spelt differently | Scheme office correction. No Gazette |
| Name before marriage | Marriage certificate. No Gazette |
| Genuine change of name | A Central Gazette notice, then Aadhaar, the bank and seeding |

Central Gazette Process for a Name From Jharkhand, and Where It Fits DBT Seeding
No district in Jharkhand has a gazette counter, so a genuine file goes from Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar or anywhere else in the state to the Department of Publication, Civil Lines, Delhi 110054, and the notice publishes in Part IV of the Gazette of India. As reported in July 2025 the Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect, so there is no state alternative to fall back on.
The Eight Steps of a Name File Sent From Jharkhand
Settle the final name first
Letter by letter, with the spacing you want, and then use exactly that everywhere, Aadhaar included. A corrigendum after publication is a second fee and a second wait.
Pick the category, then its proforma
A genuine change of name is change of Name Adult or Major. A wrongly typed spelling is the public notice for a wrongly written name. Twelve categories exist and only one is yours.
Type the proforma in duplicate
Two originals with two witnesses giving signature, full name, address and mobile number on both copies. A change of name is signed in the old name; a public notice is signed in your own name.
Fill the employment field if it is a change of name
The adult proforma asks for the post of the applicant and the office or company name. A student or a homemaker should still complete it rather than leaving it blank, because a blank field brings the file back.
Publish and keep the original paper
One of the daily local leading newspapers, carrying both names in full, the father or husband name and the residential address. The whole original paper goes in the file, not a cutting.
Pay only through BharatKosh
The Non Tax Receipt Portal and nowhere else since October 2018. Select the Department of Publication by name, read the amount the portal shows on the day, pay in your own name and print the e-receipt.
Check every date, then post it yourself
Nothing in the file older than one year. Personally or by post or courier only, never through an agent or advocate. Photocopy everything first, because nothing sent in comes back.
Read the notice, then update in the right order
Check every word the day it publishes and download the e-Gazette copy. Then update Aadhaar and PAN, and then your bank account, then seed it again for DBT, with the original Gazette notification.
The Five Papers in the File, and What Is Checked in Each
| The paper | What is checked in it, clause by clause |
|---|---|
| 1. The proforma, in duplicate | That it is the right category format; the existing full name exactly as your documents carry it; the new full name exactly as settled; the father or husband name; the full address with pin code; the post and office or company name where it is a change of name; the signature in the right name for the category; two witnesses complete with signature, full name, address and mobile number |
| 2. The affidavit or undertaking | The same names and address as the proforma, word for word, with wording matching the category. On Rs 100 non-judicial stamp paper as our safe default |
| 3. The original newspaper | The original paper, not a cutting; the paper name and date of publication visible; both names carried; the father or husband name and residential address; dated within the last year |
| 4. Photographs, identity proof and any category paper | Two self attested passport photographs; self attested identity and address proof matching the proforma address; both witnesses proofs; and, in a public notice file, the attested photocopy of the connected document carrying the error |
| 5. The CD, its certificate and the BharatKosh receipt | MS Word, without the witness portion, with the name typed in place of the signature; the certificate that the hard copy and the soft copy are the same; the forwarding letter to the Controller of Publication with a telephone number and email; the e-receipt |
The posting detail is on the sending the file to Delhi page, the change of name wording on the proforma format page and the public notice wording on the public notice proforma page, the charge by category on the fee and undertaking page, the reasons files come back on the rejection reasons page, and the download on the download page.
