Name Change in Senior Citizen Card and Old Age Pension in Jharkhand
On every other page of this website the name is the whole subject. Here it is not. The Maintenance and Welfare of Parents and Senior Citizens Act 2007 defines a senior citizen as "any person being a citizen of India, who has attained the age of sixty years or above", and an old age pension rests on the same idea. So the date of birth is the gate, and the spelling is only the label on it. A wrongly written name is an irritation. A date of birth that is two years out can cost a household two years of pension, and nobody pays those back. That reversal decides the order of everything on this page, and it is the first thing we tell anybody who calls us about an elderly parent's papers.
Check the date of birth before you check the spelling, and find out which of three papers you are actually holding. Families ring us about a wrong name on an elderly parent's pension and we nearly always find one of two other things instead: a date of birth that does not agree across the papers, or a confusion between three different documents that all get called the same thing. The Act's own words set the gate at "the age of sixty years or above", so a year in the wrong place matters more here than a letter does. The three papers are these. A senior citizen card, issued by a State as an identity and concession card. A social assistance pension, paid because a person is old and in need, under a scheme run by a State with central support. And a service pension, paid because somebody worked for an employer, which is a completely different subject and has its own page on this website. They are corrected in three different places. Now the part worth knowing even if none of your papers are wrong. The 2007 Act gives a senior citizen a Maintenance Tribunal in every sub-division, an application that "shall be disposed of within ninety days", an appeal within sixty days, and a rule that "no party to a proceeding before a Tribunal or Appellate Tribunal shall be represented by a legal practitioner". That tribunal is for maintenance from children, not for correcting a pension record, and this page is careful to keep the two apart.
In Old Age Pension Records the Date of Birth Outranks the Name
We say this at the start because it changes what you should look at first, and because families almost always look at the wrong thing.
| The point | What follows from it |
|---|---|
| The Act defines a senior citizen as "any person being a citizen of India, who has attained the age of sixty years or above" | Sixty is a gate, not a preference. Below it the description does not apply at all, whatever the papers say about anything else |
| A wrong spelling is usually argued down by producing the other papers | An office can see that Ramdeo and Ram Deo are one man when the address, the photograph and the family names all agree. It is an irritation, and it is fixable |
| A wrong date of birth cannot be argued down the same way | It either clears the gate or it does not. A person shown as two years younger than they are simply waits two years, and nothing is paid for the years that were lost |
| Many elderly people in this State have no birth certificate at all | Registration was not universal when they were born, so the date on their papers came from a school record, an estimate at an Aadhaar counter, or somebody's memory. That is where the disagreements come from, and it is nobody's fault |
| Different papers were made at different times by different people | So the Aadhaar, the voter card, the ration card and the bank record may each carry a different year. Read all of them before you decide which one is wrong |
| What to do about it | Settle the date of birth first and the spelling second. Our date of birth correction page sets out that route, and it is the page most readers of this one actually need |
Three Different Papers People Call a Senior Citizen Pension
The commonest reason a family spends months getting nowhere is that they are asking the wrong office. These three are separate things, made by separate authorities, and corrected in separate places.
| What it is | Why it exists, and where a correction goes |
|---|---|
| 1. The senior citizen card | An identity and concession card issued by a State to a person who has crossed sixty. It does not pay anything. It is shown to get a concession or a priority, and a correction goes back to whichever State office issued it |
| 2. A social assistance pension, the old age pension most people mean | Paid because a person is old and in need, under schemes run by the State with central support under the National Social Assistance Programme. A correction goes to the block or district social security office, not to a bank and not to an employer |
| 3. A service pension, paid to a retired employee | Paid because somebody worked. Completely different law, completely different office, and the record is the service record. Our pension and family pension records page deals with that one in full |
| Why the confusion is so common | All three arrive in old age, all three involve a monthly sum or a card, and in a village all three are called pension. Ask which office issued the paper and the confusion ends in one question |
| What is the same across all three | The Aadhaar and the bank account sit underneath every one of them, because that is how money moves and how identity is checked. Correcting those two often repairs more than one paper at once |
| The quickest way to tell them apart | A card that pays nothing is the first. A monthly amount with no employer behind it is the second. A monthly amount with a service record and a pension payment order behind it is the third |
The Senior Citizen Card in Jharkhand and the Limits of What We Verified
We would rather be useful about what we know than confident about what we do not, so this section is short and it says both.
| Position | Our note |
|---|---|
| The age that makes a person a senior citizen is sixty years or above | Verified, from the Act's own definition. This is the one fact on the subject that does not vary from office to office |
| The senior citizen card is issued by a State, and the issuing office differs from State to State | We did not verify Jharkhand's own issuing office, its form, its fee or its correction route, so we print none of those. Ask at the district social security office and get the answer in writing |
| The old age pension is a State run scheme with central support under the National Social Assistance Programme | The national portal for that programme would not open for us. So we describe the shape of the scheme and we print no pension amount at all, because we could not verify a current figure from a Government source |
| Any amounts you have seen quoted on other websites | Treat them with care. These figures are revised, and a State's own contribution sits on top of the central one. The amount that matters is the one the block office tells you in writing today |
| What a correction request needs, whichever of the three papers it is | The paper as it stands, the Aadhaar, and whichever documents show the correct name and date. Plus a written application and a dated acknowledgement, which is the part families skip |
| Where the household name also appears | The ration card is usually the record that ties an elderly person to a household, and it is worth reading in the same sitting. Our ration card name change page covers it |
What the Senior Citizens Act 2007 Gives You, and What It Does Not
Almost nobody in a village has been told that this Act exists, and it gives a senior citizen a good deal more than a card does. It also does not do one thing that people assume it does, and we will be plain about that.
| What the Act says | What it means in practice |
|---|---|
| A Maintenance Tribunal is to be constituted for each sub-division, presided over by an officer not below sub-divisional rank | A forum in your own sub-division, not in a distant city. That is deliberate, and it is the single most useful thing in the Act for a family with no money for travel |
| An application "shall be disposed of within ninety days from the date of the service of notice", with an extension of no more than thirty days | A real outer limit, written into the statute. Very little else on this website carries one, and an elderly applicant is entitled to point at it politely |
| An Appellate Tribunal may be constituted for each district, "presided over by an officer not below the rank of District Magistrate" | So there is a step above, and it is senior. An appeal is not a request for a favour, it is a route the Act laid down |
| An appeal is filed "within sixty days from the date of the order" | Sixty days, and then the door closes. Note the date on any order the day you receive it, and count from there |
| The Act defines maintenance as "provision for food, clothing, residence and medical attendance and treatment" and welfare as "provision for food, health care, recreation centres and other amenities necessary for the senior citizens" | These are broad words and they are the Act's own. Maintenance is not only money, and residence is expressly part of it |
| "children" for this purpose means "son, daughter, grandson and grand-daughter but does not include a minor" | So the obligation reaches a grandchild, and it never reaches a child who is still a minor |
| And now the limit, stated plainly | This tribunal is for maintenance from children and relatives. It is not a forum for correcting a pension record or a card. Do not take a spelling problem there. A record correction goes to the office that issued the record, and that is a different queue |
No Legal Practitioner May Represent You Before the Tribunal
This website tells readers to take an advocate on several subjects, most of all on land records. Here the statute says the opposite, and it is worth reading twice.
Why the law is written that way
An elderly applicant with no money cannot be out-lawyered by a family member who can afford counsel. Removing lawyers from both sides levels a room that would otherwise be very uneven, and it keeps the proceeding quick.
What it means for you
You will speak for yourself. So the preparation matters more than the argument, and preparation is paper: what you asked for, when, and what answer you got.
What to take, and in what order
Your own identity papers, the dates, and a one page statement of what you want. Put the ask in the first three lines rather than at the end of a long history.
Somebody may still help you prepare
The bar is on representation in the proceeding. Getting help to organise papers and write clearly before you go is an ordinary thing and it is what a documentation desk does.
Keep the tone even
These matters are family matters and the officer knows it. A calm, dated, documented account carries further than an angry one, particularly where the other party is your own child.
Do not confuse the forums
Say it again, because it is the mistake we see. Maintenance goes to the tribunal. A wrong name or date on a record goes to the issuing office. Taking the second to the first wastes a trip that an elderly person should not have to make.
How to Correct a Senior Citizen Card or Old Age Pension Record in Jharkhand
Check the date of birth first
Before the spelling, every time. Sixty years or above is the gate, and a wrong year costs whole years of pension that are never paid back.
Lay out five papers and read them together
The Aadhaar, the voter card, the ration card, the bank passbook and the pension paper. Write down the name and the date from each.
Work out which of the three papers you hold
A card that pays nothing, a social assistance pension, or a service pension. Three different offices, and asking the wrong one costs an elderly person a wasted journey.
Ask which office issued it, in those words
Block office, district social security office, treasury or bank. That single question settles the route faster than any amount of reading.
Decide which record is the odd one out
Not the easiest to change. Whichever disagrees with everything else the household holds is the wrong one, and correcting a right record to match a wrong one is the expensive mistake.
Correct the Aadhaar if the Aadhaar is the odd one
It charges a fee per attempt with no refund and limits how often a name may be updated, so get the request right the first time.
Fix the bank account early, it is often the real problem
The money moves through it. A closed, dormant or wrongly named account stops a payment that has been correctly sanctioned, and a branch is a place somebody can walk into.
Put the request in writing, however friendly the counter
One page. What the papers show, what the record shows, copies attached, and one clear ask. Take a dated acknowledgement away with you.
Send somebody who can travel, and say so
Where the pensioner cannot easily attend, say that in the application and ask what may be done on their behalf. Do not let an eighty year old make four trips that one letter could have settled.
Check the household records in the same round
The ration card, the spouse's name, the names of the children where they appear. One round now beats four errands across a year, and our one notice for several certificates page explains when a family can go together.
Keep the tribunal separate in your mind
If the real problem is that a family is not supporting a parent, that is the maintenance route with its ninety days and its bar on lawyers. It is not the route for a wrong spelling, and the two should never be mixed in one application.
Keep every paper in one folder, permanently
Sanction letters, acknowledgements, the old card, every version of every document. The person who needs this folder later may not be the pensioner, and they will need to find it quickly.
Central Gazette Process for a Name From Jharkhand, and Where It Fits a Pension Record
No district in Jharkhand has a gazette counter, so a genuine file goes from Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar or anywhere else in the state to the Department of Publication, Civil Lines, Delhi 110054, and the notice publishes in Part IV of the Gazette of India. As reported in July 2025 the Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect, so there is no state alternative to fall back on.
The Eight Steps of a Name File Sent From Jharkhand
Settle the final name first
Letter by letter, with the spacing you want, and then use exactly that everywhere, Aadhaar included. A corrigendum after publication is a second fee and a second wait.
Pick the category, then its proforma
A genuine change of name is change of Name Adult or Major. A wrongly typed spelling is the public notice for a wrongly written name. Twelve categories exist and only one is yours.
Type the proforma in duplicate
Two originals with two witnesses giving signature, full name, address and mobile number on both copies. A change of name is signed in the old name; a public notice is signed in your own name.
Fill the employment field if it is a change of name
The adult proforma asks for the post of the applicant and the office or company name. A student or a homemaker should still complete it rather than leaving it blank, because a blank field brings the file back.
Publish and keep the original paper
One of the daily local leading newspapers, carrying both names in full, the father or husband name and the residential address. The whole original paper goes in the file, not a cutting.
Pay only through BharatKosh
The Non Tax Receipt Portal and nowhere else since October 2018. Select the Department of Publication by name, read the amount the portal shows on the day, pay in your own name and print the e-receipt.
Check every date, then post it yourself
Nothing in the file older than one year. Personally or by post or courier only, never through an agent or advocate. Photocopy everything first, because nothing sent in comes back.
Read the notice, then update in the right order
Check every word the day it publishes, download the e-Gazette copy, and then work through the Aadhaar and the bank account first, because every one of these records reads both, and let the card and the pension record follow after them.
The Five Papers in the File, and What Is Checked in Each
| The paper | What is checked in it, clause by clause |
|---|---|
| 1. The proforma, in duplicate | That it is the right category format; the existing full name exactly as your documents carry it; the new full name exactly as settled; the father or husband name; the full address with pin code; the post and office or company name where it is a change of name; the signature in the right name for the category; two witnesses complete with signature, full name, address and mobile number |
| 2. The affidavit or undertaking | The same names and address as the proforma, word for word, with wording matching the category. On Rs 100 non-judicial stamp paper as our safe default |
| 3. The original newspaper | The original paper, not a cutting; the paper name and date of publication visible; both names carried; the father or husband name and residential address; dated within the last year |
| 4. Photographs, identity proof and any category paper | Two self attested passport photographs; self attested identity and address proof matching the proforma address; both witnesses proofs; and, in a public notice file, the attested photocopy of the connected document carrying the error |
| 5. The CD, its certificate and the BharatKosh receipt | MS Word, without the witness portion, with the name typed in place of the signature; the certificate that the hard copy and the soft copy are the same; the forwarding letter to the Controller of Publication with a telephone number and email; the e-receipt |
The posting detail is on the sending the file to Delhi page, the change of name wording on the proforma format page and the public notice wording on the public notice proforma page, the charge by category on the fee and undertaking page, the reasons files come back on the rejection reasons page, and the download on the download page.
What a Senior Citizen and Old Age Pension Name Correction Costs in Jharkhand
| Item | Cost | Time |
|---|---|---|
| Reading five papers together and writing down the dates | Nothing, and it decides everything. The Aadhaar, the voter card, the ration card, the bank passbook and the pension paper. In most households four agree and one does not | Half an hour |
| Asking which office issued the paper | Nothing. One question that tells you whether you are dealing with a card, a social assistance pension or a service pension, and therefore which office the letter goes to | One telephone call |
| A written correction request to the issuing office | Paper and postage. With a dated acknowledgement taken away the same day, which is the step families skip and later need | Set by the office |
| Correcting the date of birth, where that is the real problem | Its own process with its own evidence, and on this subject it is the job that actually matters. Our date of birth page sets out what is involved | Longer than a spelling, and worth starting early |
| Correcting the Aadhaar | Aadhaar charges a fee per attempt with no refund and limits how often a name may be updated. Every record on this page reads it, so it is worth getting right once | Set by the enrolment centre |
| Fixing the bank account | The bank's own process at the branch. We print no charge because banks differ and we verified none. Often the fastest fix on this page, because a stopped payment is frequently an account problem | Set by the branch |
| The pension amount itself | We print no figure, because we could not verify a current one from a Government source. The national programme portal would not open for us, amounts are revised, and a State adds its own share. Ask the block office and get the answer in writing | Not applicable |
| An application to the Maintenance Tribunal, which is a different matter entirely | No legal practitioner may represent any party, which removes the largest cost a family would otherwise face. We print no court fee because we verified none | The Act sets ninety days for disposal, extendable by no more than thirty |
| Government printing charge, only in a genuine change of a person's own name | The guidelines print Rs 1,100 for an adult change of name and Rs 1,400 for a public notice, for FY 2016 to 2017, each with the caveat that the charge varies each financial year and from case to case. What BharatKosh shows on the payment screen the day you pay is the figure that counts | Part IV publishes weekly, so allow several weeks from posting |
| Our charge | Quoted on your papers before you pay anything, and confirmed in writing. We print no service price on any page of this site | |
Myths About Senior Citizen Card and Old Age Pension Name Corrections
| What families are told | What is actually so |
|---|---|
| The spelling is the problem, so fix the spelling | Usually it is the date of birth. The Act sets the gate at "the age of sixty years or above", and an office can see past a spelling far more easily than past a year. Check the date first |
| A gazette notification is needed to correct an old person's pension record | It is not, and this is sold to elderly households more often than to anybody else. A gazette declares a change of name. It does not correct a clerk's spelling and it does nothing whatever about a date of birth |
| All old age pensions are the same thing | There are three different papers: a senior citizen card that pays nothing, a social assistance pension paid because a person is old and in need, and a service pension paid because somebody worked. Three offices, three routes |
| The tribunal under the Senior Citizens Act can fix the pension record | No. That tribunal hears maintenance claims against children and relatives. A wrong name or date goes to the office that issued the record. Taking the second to the first wastes a journey an elderly person should not make |
| You need a lawyer to go to the tribunal | You may not have one. The Act states that "no party to a proceeding before a Tribunal or Appellate Tribunal shall be represented by a legal practitioner", and the bar applies to both sides |
| There is no time limit, so it will take as long as it takes | For a maintenance application the Act says it "shall be disposed of within ninety days", extendable by no more than thirty, and an appeal runs within sixty days from the date of the order |
| The pension has stopped, so the name must be wrong | Very often the bank account is the problem: dormant, closed, or in a form that no longer matches. Check the account before assuming the record is wrong, because that is the cheaper and faster thing to rule out |
| The amount is fixed and everybody knows it | We print no amount, because we could not verify a current figure from a Government source. Amounts are revised and a State adds its own share. Ask the block office in writing |
| An older person can simply state their age, nothing more is needed | The gate is an age and an office needs something behind it. Many elderly people in this State have no birth certificate at all, which is nobody's fault, and that is exactly why the papers disagree and why the date has to be settled properly |
| Adjusting the year on one paper is a harmless shortcut | It is not, and we will not help with it. A date of birth is a fact and the record carrying it is evidence. We correct genuinely wrong entries with documents that show what is right, and nothing else |
Key Terms in a Senior Citizen and Old Age Pension Correction
| Term | What it means in practice |
|---|---|
| Senior citizen | In the Act's own words, "any person being a citizen of India, who has attained the age of sixty years or above". The definition that makes the date of birth the gate |
| Senior citizen card | A State issued identity and concession card for a person over sixty. It pays nothing, and its correction goes back to the State office that issued it |
| Social assistance pension | The old age pension most people mean. Paid because a person is old and in need, under a State run scheme with central support |
| Service pension | Paid because somebody worked for an employer. A different law, a different office and a different record, covered on our pension and family pension page |
| Maintenance | Defined in the Act as "provision for food, clothing, residence and medical attendance and treatment". Notice that residence is in the list |
| Welfare | Defined as "provision for food, health care, recreation centres and other amenities necessary for the senior citizens" |
| Children, under this Act | "Son, daughter, grandson and grand-daughter but does not include a minor." The obligation reaches a grandchild and never reaches a minor |
| Maintenance Tribunal | Constituted for each sub-division, presided over by an officer not below sub-divisional rank. Close to home, deliberately |
| Appellate Tribunal | For a district, "presided over by an officer not below the rank of District Magistrate". The step above, and a senior one |
| Ninety days | The Act's limit for disposing of a maintenance application, extendable by no more than thirty. A real outer limit, rare on this website |
| Sixty days | The period for filing an appeal, running from the date of the order. Note that date the day you receive it |
| Issuing office | The office that actually made the paper you are holding. The single question that decides where a correction goes |
Senior Citizen and Old Age Pension Name Help Across Jharkhand
This is the subject where travelling to an office is itself the hardest part of the job, so almost everything we do here is meant to save a journey. We read the pension paper against the Aadhaar, the voter card, the ration card and the bank passbook, tell you whether the real problem is the date of birth or the spelling, tell you which of the three documents the household is actually holding and therefore which office the letter goes to, and draft the request so that it is not sent back. Where the pensioner cannot easily attend in person, tell us that in the first message, because it changes how we draft. All of it on scans over WhatsApp, for every district, and a family member can send them on the pensioner's behalf.
District pages are linked from the services page.
Send the pension papers and the Aadhaar
Send five things if the household has them: the pension paper or card exactly as it stands, the Aadhaar, the voter card, the ration card and the bank passbook page that carries the name. A son, a daughter or a neighbour can send these on the pensioner's behalf, and most of the people who write to us about this subject are doing exactly that. Tell us in one line what has happened: the payment has stopped, the name is written wrongly, or the household was never put on the list. Our first reply tells you whether the real problem is the date of birth or the spelling, which of the three documents you are holding, which office issued it and therefore where the letter goes, and what the application should say. If the pensioner cannot easily travel, say so, because it changes how we draft. And if the answer is that one branch visit settles it, we will tell you that and charge you nothing.
