School Leaving and Transfer Certificate Name Correction in Jharkhand
A transfer certificate (TC), also called a school leaving certificate (SLC), is the paper a school gives when a child leaves. It copies the child's name from the school's admission register. If that register has a slip, the TC carries it to the next school, and from there to the board registration and the matric certificate. The best time to fix it is before the child joins the next school. We publish Gazette notices, and we say this first: a spelling slip on a TC needs no Gazette notice.
Five points, in the order you will need them. First, read the TC before you leave the school office, letter by letter, against the birth certificate and Aadhaar. Second, a slip is corrected by the school that issued the TC, from its admission register, on a written application with proof. This is our advice. Third, the school should also correct the child's UDISE+ record, which it does through the block or district, as reported. Fourth, a school cannot sit on a TC: Section 5 of the RTE Act says the head teacher must issue it immediately. Fifth, a spelling slip does not need a Gazette. We publish Gazette notices, and we say this plainly.
What the Law and the School System Say About a Transfer Certificate
We read Section 5 of the Right of Children to Free and Compulsory Education Act, 2009 (the RTE Act), and a report on UDISE+ 2026-27, the national school data system. The correction advice further down is ours. We could not find a single Jharkhand rule that sets out how a TC is corrected, so the school's own practice decides the details.
| Point | What the sources show |
|---|---|
| Right to a TC | Section 5(2) of the RTE Act gives a child the right to seek transfer to another school, for any reason |
| Who issues it | The head teacher or in-charge of the last school must issue it immediately, under Section 5(3) |
| If the TC is late | Delay cannot be a reason to delay or deny admission in the new school, and the head teacher who delays can face disciplinary action, under Section 5(3) |
| UDISE+ and Aadhaar | The child's APAAR ID is made only when name, date of birth and gender match Aadhaar, as reported |
| Who corrects UDISE+ | The school submits a correction, using Form S03, and the block or district MIS coordinator approves it, as reported |
| Moving schools in UDISE+ | The old school marks the child "left with TC"; only then can the new school import the record, as reported |
| Correcting the TC itself | No single Jharkhand rule found. The issuing school decides, from its register |
So a wrong name on a TC is a wrong name in the school's own records, and it usually sits in UDISE+ too. If the old school fixes both before the child moves, the new school starts clean. This is our reading.
Which Transfer Certificate Name Mistake You Have
Name problems on a TC fall into a few kinds. This sorting is ours, based on the papers parents send us.
| What does not match | What it usually is |
|---|---|
| Child's name spelt differently from birth certificate | A slip when the admission register was filled |
| Pet name on the TC | The child was admitted by the name used at home |
| Surname missing or different | The register left out, or added, a surname |
| Father's or mother's name wrong | A slip in the register |
| Hindi and English spellings differ | The register was kept in Hindi |
| TC right, Aadhaar wrong | The ID carries the slip, not the school |
| A completely different name | A genuine change of name, or adoption |
How to Correct the Name on a School Leaving Certificate
A TC is corrected by the school that issued it. The new school cannot correct another school's TC. The table below is our practical advice.
| Situation | What we usually advise |
|---|---|
| Spelling slip, child not yet left | Written application to the head teacher, with the birth certificate. Ask that the register and UDISE+ are corrected, then the TC issued |
| Spelling slip, TC already issued | Return to the old school. Ask for a corrected or duplicate TC, with the old one handed back |
| Pet name on the TC | Birth certificate and an affidavit. The school decides. See child's name in school records |
| Parent's name wrong | Birth certificate and parent's ID. See father's name mismatch |
| Aadhaar is the wrong one | Fix Aadhaar instead. See Baal Aadhaar correction |
| Old school closed or refuses | Write to the block education officer, with copies. This is our advice |
| Genuine change of name or adoption | See name change after adoption |
Keep the application short: child's name as on the TC, the correct name, the admission number, and copies of the birth certificate and the parent's ID. Ask for a stamped receiving copy. If the school wants it, add a one-and-the-same affidavit. This is our advice.
If the TC is late, the child's admission should not wait. Section 5(3) of the RTE Act says delay in producing a TC is no ground to delay or deny admission. Show the new school that line, for Class 1 to 8.
The Next School, the Board and Aadhaar After a TC Correction
The TC name usually travels on to every later school paper. This list is our advice.
| Record | What to watch |
|---|---|
| New school's register | Ask that it copies the corrected TC, letter by letter |
| UDISE+ record | Ask the new school to confirm the imported name matches |
| JAC board registration | See JAC register wrong spelling |
| CBSE registration | See CBSE Class 9 and 11 registration |
| ICSE registration | See ICSE and ISC registration |
| Scholarships | See scholarship and e-Kalyan records |
| Admit card later | See admit card name mismatch |
Does a Transfer Certificate Name Correction Need a Gazette Notice?
No, for a spelling slip, a pet name or a parent's name slip. Those are corrected by the school, from the birth certificate. A Gazette notice is for a genuine change of name, and even then the school still corrects its own register.
| Situation | What usually applies |
|---|---|
| Register spelling slip | School correction. No Gazette |
| Pet name on TC | Birth certificate and affidavit. No Gazette |
| Parent's name slip | School correction. No Gazette |
| Aadhaar slip | Aadhaar update. No Gazette |
| Genuine change of name | A Central Gazette notice, then each paper |
How to Correct a Transfer Certificate, Step by Step
Pick the one correct spelling
Usually the birth certificate.
Read the TC before leaving the office
Child's and parents' names.
Apply in writing to the head teacher
With the birth certificate.
Ask for the register to be corrected
Not just the TC.
Ask for the UDISE+ record to be corrected

Check the new school's register
Letter by letter.
Fix Aadhaar if it still differs
So UDISE+ and Aadhaar match.
Central Gazette Process for a Name From Jharkhand, and Where It Fits a Transfer Certificate
No district in Jharkhand has a gazette counter, so a genuine file goes from Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar or anywhere else in the state to the Department of Publication, Civil Lines, Delhi 110054, and the notice publishes in Part IV of the Gazette of India. As reported in July 2025 the Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect, so there is no state alternative to fall back on.
The Eight Steps of a Name File Sent From Jharkhand
Settle the final name first
Letter by letter, with the spacing you want, and then use exactly that everywhere, Aadhaar included. A corrigendum after publication is a second fee and a second wait.
Pick the category, then its proforma
A genuine change of name is change of Name Adult or Major. A wrongly typed spelling is the public notice for a wrongly written name. Twelve categories exist and only one is yours.
Type the proforma in duplicate
Two originals with two witnesses giving signature, full name, address and mobile number on both copies. A change of name is signed in the old name; a public notice is signed in your own name.
Fill the employment field if it is a change of name
The adult proforma asks for the post of the applicant and the office or company name. A student or a homemaker should still complete it rather than leaving it blank, because a blank field brings the file back.
Publish and keep the original paper
One of the daily local leading newspapers, carrying both names in full, the father or husband name and the residential address. The whole original paper goes in the file, not a cutting.
Pay only through BharatKosh
The Non Tax Receipt Portal and nowhere else since October 2018. Select the Department of Publication by name, read the amount the portal shows on the day, pay in your own name and print the e-receipt.
Check every date, then post it yourself
Nothing in the file older than one year. Personally or by post or courier only, never through an agent or advocate. Photocopy everything first, because nothing sent in comes back.
Read the notice, then update in the right order
Check every word the day it publishes and download the e-Gazette copy. Then update Aadhaar and PAN, and then your bank account and residence papers, with the original Gazette notification.
The Five Papers in the File, and What Is Checked in Each
| The paper | What is checked in it, clause by clause |
|---|---|
| 1. The proforma, in duplicate | That it is the right category format; the existing full name exactly as your documents carry it; the new full name exactly as settled; the father or husband name; the full address with pin code; the post and office or company name where it is a change of name; the signature in the right name for the category; two witnesses complete with signature, full name, address and mobile number |
| 2. The affidavit or undertaking | The same names and address as the proforma, word for word, with wording matching the category. On Rs 100 non-judicial stamp paper as our safe default |
| 3. The original newspaper | The original paper, not a cutting; the paper name and date of publication visible; both names carried; the father or husband name and residential address; dated within the last year |
| 4. Photographs, identity proof and any category paper | Two self attested passport photographs; self attested identity and address proof matching the proforma address; both witnesses proofs; and, in a public notice file, the attested photocopy of the connected document carrying the error |
| 5. The CD, its certificate and the BharatKosh receipt | MS Word, without the witness portion, with the name typed in place of the signature; the certificate that the hard copy and the soft copy are the same; the forwarding letter to the Controller of Publication with a telephone number and email; the e-receipt |
The posting detail is on the sending the file to Delhi page, the change of name wording on the proforma format page and the public notice wording on the public notice proforma page, the charge by category on the fee and undertaking page, the reasons files come back on the rejection reasons page, and the download on the download page.
What a Transfer Certificate Name Correction Costs
The costs are small: an application, copies, and perhaps an affidavit. Not a Gazette notice, for a slip. We could not verify a fee that schools in Jharkhand charge for a corrected or duplicate TC, so we print no amount.
| Item | What we can and cannot tell you |
|---|---|
| Application to the school | No fee that we know of |
| Corrected or duplicate TC | Some private schools charge. Ask for a receipt |
| UDISE+ correction | Done by the school. No fee named in the report we read |
| Affidavit | Stamp paper, Rs 100 as our safe default, plus the notary's fee |
| Birth certificate correction | As the registrar charges |
| Gazette notice | Not needed for a spelling slip. Paid on BharatKosh, revised each year and non-refundable, if ever needed |
| What we charge | Quoted on the call. For telling you which paper to fix, nothing |
