Can Date of Birth Be Changed Through Gazette in Jharkhand? No, and What Works Instead
No. The Department of Publication, which publishes the Gazette of India, lists its guidelines for personal notices: change of name for adults and minors, adopting a different or maiden surname, change of religion, change of name and gender, adoption, and public notices. There is no guideline for a date of birth. And from Jharkhand, the state press stopped personal notices in July 2025, as reported. A date of birth is corrected by the office that holds each record: the birth Registrar, the school and board, UIDAI for Aadhaar. We publish Gazette notices, and we say this plainly because some websites do sell a "Gazette date of birth change", and one of them states it is "not associated with government authorities."
Five points, in the order you will need them. First, a Gazette notice cannot change your date of birth. The Department of Publication's guideline list has no category for it. Second, find which record is wrong: birth certificate, school and board certificate, Aadhaar, or several. Third, a birth record is corrected by the Registrar, under Section 15 of the Registration of Births and Deaths Act. Fourth, a JAC certificate is corrected through the school, and JAC's data correction windows have covered the "date of birth", as reported. Fifth, Aadhaar allows a date of birth update once in the standard process, with an exception process after that, as reported. No notice from us will help with any of this, and we say so because we publish them.
Why a Gazette Notification Cannot Change a Date of Birth in Jharkhand
The Department of Publication's guidelines page lists twelve items for notices in the Gazette of India. They include "Guidelines for change of Name – Adult / Major", "Guidelines for Change of Name – Minor", "Guidelines for Change of Religion", "Guidelines for Change of Name and Gender" and "Guidelines for Notification of Public Notice". None of them is for a date of birth.
| Kind of notice | Listed by the Department? |
|---|---|
| Change of name, adult or minor | Yes |
| Different or maiden surname | Yes |
| Change of religion; change of name and gender | Yes |
| Public notice, such as a wrongly written name | Yes |
| Change or correction of date of birth | No guideline listed |
Where a Date of Birth Is Actually Corrected in Jharkhand
Each record is corrected by the office that holds it. There is no single paper that changes all of them.
| Record | Who corrects it |
|---|---|
| Birth certificate | The Registrar who holds the register, under Section 15. See rural birth certificate correction |
| JAC certificate | JAC, through the school. Data correction windows have covered "date of birth", as reported |
| Aadhaar | UIDAI, at a centre. Once in the standard process, as reported |
| PAN and passport | Each follows its own proof rules. See PAN and passport |
| Service book, for an employee | The employer, under its own service rules |
Which Date of Birth Record to Correct First in Jharkhand
A date of birth mismatch is fixed from the oldest record outwards. This is our method, built from how offices check each other, not a published rule.
| Order | Record, and why |
|---|---|
| 1. Birth record | The first record of the fact; others may be checked against it |
| 2. School admission register and Class 10 certificate | What most recruitment panels compare against |
| 3. Aadhaar | Only once in the standard process, so do it after the source is right |
| 4. PAN, passport, bank, service book | These follow the corrected records |
Websites Selling a "Gazette Date of Birth Change": What to Know
Some websites advertise a Gazette date of birth change. One says "A person may change in Date of birth through official gazette if, documents are mismatched", and the same site states it is "not associated with government authorities." At least one state gazette, Gujarat's, lists a page titled "Change of Birthdate". None of this is a Jharkhand route, and no published notice obliges your board, Registrar or UIDAI to change their record.
| Ask | Why |
|---|---|
| Which gazette, Central or which State? | The Central Gazette lists no date of birth guideline |
| Which office will accept it? | Ask that office first, in writing |
| Which rule of that office names it? | If none, the notice is paper only |
| Is the seller a Government body? | One seller says it is not |
Can a Date of Birth Affidavit Correct Your Records?
An affidavit is your own sworn statement. In our experience, a board or Registrar does not treat it as proof of when you were born. It can support an application, explain a difference, or list your documents, but the office still wants a record of the fact.
| Use | What usually happens |
|---|---|
| Explaining two dates on different papers | Can help, alongside the source record |
| Replacing a birth certificate | No. The Registrar corrects the register |
| Changing a JAC certificate on its own | No. JAC corrects through the school |
| An error in substance in a birth record | The Jharkhand Rules want a declaration by two credible persons, not only your own |

Central Gazette Process From Jharkhand, and Why It Is for Names, Not Dates of Birth
No district in Jharkhand has a gazette counter, so a genuine file goes from Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar or anywhere else in the state to the Department of Publication, Civil Lines, Delhi 110054, and the notice publishes in Part IV of the Gazette of India. As reported in July 2025 the Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect, so there is no state alternative to fall back on.
The Eight Steps of a Name File Sent From Jharkhand
Settle the final name first
Letter by letter, with the spacing you want, and then use exactly that everywhere, Aadhaar included. A corrigendum after publication is a second fee and a second wait.
Pick the category, then its proforma
A genuine change of name is change of Name Adult or Major. A wrongly typed spelling is the public notice for a wrongly written name. Twelve categories exist and only one is yours.
Type the proforma in duplicate
Two originals with two witnesses giving signature, full name, address and mobile number on both copies. A change of name is signed in the old name; a public notice is signed in your own name.
Fill the employment field if it is a change of name
The adult proforma asks for the post of the applicant and the office or company name. A student or a homemaker should still complete it rather than leaving it blank, because a blank field brings the file back.
Publish and keep the original paper
One of the daily local leading newspapers, carrying both names in full, the father or husband name and the residential address. The whole original paper goes in the file, not a cutting.
Pay only through BharatKosh
The Non Tax Receipt Portal and nowhere else since October 2018. Select the Department of Publication by name, read the amount the portal shows on the day, pay in your own name and print the e-receipt.
Check every date, then post it yourself
Nothing in the file older than one year. Personally or by post or courier only, never through an agent or advocate. Photocopy everything first, because nothing sent in comes back.
Read the notice, then update in the right order
Check every word the day it publishes and download the e-Gazette copy. Then update your name in Aadhaar, PAN and the rest. The notice says nothing about your date of birth, and no office will read it as if it did.
The Five Papers in the File, and What Is Checked in Each
| The paper | What is checked in it, clause by clause |
|---|---|
| 1. The proforma, in duplicate | That it is the right category format; the existing full name exactly as your documents carry it; the new full name exactly as settled; the father or husband name; the full address with pin code; the post and office or company name where it is a change of name; the signature in the right name for the category; two witnesses complete with signature, full name, address and mobile number |
| 2. The affidavit or undertaking | The same names and address as the proforma, word for word, with wording matching the category. On Rs 100 non-judicial stamp paper as our safe default |
| 3. The original newspaper | The original paper, not a cutting; the paper name and date of publication visible; both names carried; the father or husband name and residential address; dated within the last year |
| 4. Photographs, identity proof and any category paper | Two self attested passport photographs; self attested identity and address proof matching the proforma address; both witnesses proofs; and, in a public notice file, the attested photocopy of the connected document carrying the error |
| 5. The CD, its certificate and the BharatKosh receipt | MS Word, without the witness portion, with the name typed in place of the signature; the certificate that the hard copy and the soft copy are the same; the forwarding letter to the Controller of Publication with a telephone number and email; the e-receipt |
The posting detail is on the sending the file to Delhi page, the change of name wording on the proforma format page and the public notice wording on the public notice proforma page, the charge by category on the fee and undertaking page, the reasons files come back on the rejection reasons page, and the download on the download page.
What Correcting a Date of Birth Costs in Jharkhand, Without a Gazette
The costs are the office fees for each record. There is no Gazette cost, because the Central Gazette has no date of birth category. Any money spent on a "Gazette DOB change" does not correct a record.
| Item | What we can and cannot tell you |
|---|---|
| Birth record correction | Set by the Registrar; the 2009 Jharkhand Rules print small fees. Ask for the current fee |
| JAC correction | Paid through the school. We could not confirm the current figure |
| Aadhaar update | Charged by UIDAI at the centre. We print no figure |
| Gazette notice | Not available and not useful for a date of birth |
| Legal advice, for a court route | Charged by an advocate. Not something we arrange |
| What we charge | Quoted on the call. For telling you where to go, nothing |
