Name Mismatch in Police Verification and Character Certificate in Jharkhand
Two different documents get called the same thing, and that confusion costs people weeks before a single name is looked at. A Police Clearance Certificate is a Central document. The Ministry of External Affairs states that it "is issued to Indian Passport holders in case they have applied for Residential Status, Employment or Long term visa or for immigration", and adds plainly that "PCC cannot be issued for persons going abroad on Tourist Visa." A character certificate is a State police document for use inside India. Then the finding that decides everything: we read the official PCC application instructions end to end, and they say nothing at all about a change of name. No annexure, no affidavit, no newspaper. Because the name is not corrected there. It is corrected in the passport, upstream, and the clearance follows the passport.
Work out which of the two documents you need before you worry about the name, because they come from different governments and one of them cannot be issued for the reason many people want it. A Police Clearance Certificate comes through the passport system. The Ministry of External Affairs says it "is issued to Indian Passport holders in case they have applied for Residential Status, Employment or Long term visa or for immigration", and that "PCC cannot be issued for persons going abroad on Tourist Visa." A character certificate is a State police document, applied for through the Jharkhand Police citizen portal, and used for jobs, tenancy and licences inside India. Second, and this is the finding that should change what you do: we read the official PCC application instructions in full and they contain no guidance at all on a change of name. No annexure for it, no affidavit, no newspaper requirement. That is not an oversight. It is because the name on a PCC comes from the passport, so a name problem is a passport problem. A passport name change is a reissue, and the passport side proves that change with "Clippings of two local newspapers or the Gazette notification of the concerned State Government", which is a choice and not both. Third, notice what the published triggers for police verification actually are. The instructions name verification where it was not required when the passport was issued, where it could not be completed, or where the present address differs from the address in the passport. A name mismatch is not on that list, which tells you something useful: a mismatch does not cause a verification, it causes an application to fail at the door or a report that cannot be matched to you. And same day issue happens only where "Police Verification Report in respect of the existing passport is clear." The one figure we can print with confidence is the fee: "The fee to be paid along with the PCC application form is Rs.500/-."
Police Clearance Certificate Against Character Certificate in Jharkhand
People use the words interchangeably and then queue at the wrong place. These are two separate documents, issued by two different levels of government, for two different purposes. Get this right first and the name question becomes much simpler.
| Point of difference | Police Clearance Certificate | Character certificate |
|---|---|---|
| Who issues it | The passport system. An Indian Mission forwards the application and "will issue a PCC to applicant on receipt of status report from PIA", the Passport Issuing Authority | The State police, applied for in Jharkhand through the police citizen portal |
| What it is for | The Ministry of External Affairs states it is issued "in case they have applied for Residential Status, Employment or Long term visa or for immigration" | Domestic purposes: employment, tenancy, licences, and some admissions |
| What it cannot be used for | "PCC cannot be issued for persons going abroad on Tourist Visa." Stated in as many words | Not a substitute for a PCC where a foreign employer or mission wants one |
| Where the name comes from | Your passport. The certificate is issued against it, and the country is stamped on it | The identity documents you attach to the State application |
| The published fee | "The fee to be paid along with the PCC application form is Rs.500/-." Payable in cash at a Passport Seva Kendra | We could not verify a Jharkhand figure and print none. Ask at the portal or the district office |
| How you receive it | Collected in person, and "Country for which PCC is being issued will be stamped on the passport." | Issued through the State process. We verified no Jharkhand timeline |
Why does the distinction matter so much for a name? Because the two documents inherit their name from different places. The PCC takes the name in your passport and hands you a certificate stamped into that same passport. The State character certificate takes the name from the identity documents you submit with the application. So a name mismatch in the first is a passport problem, and in the second it is a mismatch between the papers you have attached. Two different fixes, and treating them as one is how months get lost.
Why a Name Mismatch Is Not a Published Police Verification Trigger
We read the official instructions for the PCC application in full, expecting to find a section on name changes. There is none. No annexure, no affidavit, no newspaper requirement, nothing. And the absence tells you more than a paragraph would have.
What the instructions do set out is when police verification comes into it at all. They describe verification where it was not required when the passport was issued, for instance where the applicant was a minor or the dependent of a Government employee; where verification could not be completed at issuance; and where the present address differs from the address in the passport.
| Where people think the problem is | Where it actually is |
|---|---|
| The police will refuse me because my names differ | The published triggers are about verification not having been done, and about address. Your name is checked as identity, not investigated |
| I need to explain the name change to the police | The instructions ask for nothing of the kind. What the process needs is a passport whose name matches your other papers |
| An affidavit at this stage will smooth it over | There is no place in the form for it. An affidavit is useful upstream, in the passport reissue, not here |
| The delay must be the police checking my background | Often it is the address limb, not the name at all. A present address different from the passport address is an explicitly published trigger |
| The certificate will carry my new name if I ask | It carries the passport name. Ask for a different one and you are asking the wrong office to do the wrong thing |
One honesty note. The absence of name guidance in the instructions is a real finding, but it is an absence, and we are describing it as one. We are not saying a rule exists somewhere that we could not find. We are saying the published instructions do not address a name change, and that the sensible reading is that the name is settled in the passport before you ever reach this form. If your Passport Seva Kendra tells you otherwise, take their answer in writing and go with it.
Why the Passport Is the Record to Fix Before Any Police Clearance
If the clearance certificate takes its name from the passport and gets stamped into the passport, then the passport is the only record whose name actually has to be settled. Everything else is downstream of it.
And a passport name change is not an edit. It is a reissue, which means a new booklet with a new number. For the proof of the name change itself, the passport side does not name one requirement, it names a choice. Government of India mission pages list "Clippings of two local newspapers or the Gazette notification of the concerned State Government", and the Embassy of India in Paris prints the same limb as "Clippings of two local newspapers (India or France) or the gazette notification of the concerned state government as the case may be." Read the word "or" carefully, because it is doing real work. It means two newspapers, or a gazette notification, and not both.
Two further details from the same Embassy of India page are worth having before you spend anything, because they change the timing rather than the cost. It says the applicant "must wait 01 month after publication before applying", which means the advertisement is not a same week step you slot in at the end. And it asks for the "Full page of the publication where name change was declared by applicant", adding that the document "should clearly show the date, name of the Newspaper/Publication/Gazette and the content" and that "Unreadable scanned copies will not be accepted." So buy the whole paper, keep it flat and unfolded, and do not rely on a cutting or a phone photograph. One honest caveat: that is a mission page, and individual missions and Passport Offices publish their own lists, so confirm the waiting period with the office that will actually read your file.
| Step | Why it comes in this position |
|---|---|
| 1. Settle which spelling is the real one | Against your oldest document, usually the Class 10 certificate. Everything downstream inherits this decision, so it is worth an hour. See spelling correction |
| 2. Decide whether it is a correction or a change | A name nobody changed but somebody typed wrongly is a correction. A name genuinely changed is a change. Very different evidence and very different cost. See correction against change |
| 3. Fix the Aadhaar and the anchor records | Because the passport application reads them. Doing the passport first and the Aadhaar afterwards is the commonest wasted reissue. See Aadhaar name change |
| 4. Reissue the passport in the settled name | New booklet, new number, and as proof of the change either "Clippings of two local newspapers" or a gazette notification. A choice, not both. See passport name change |
| 5. Only then apply for the clearance certificate | Because the certificate is issued against the passport and stamped into it. Applying before the reissue means paying to have the old name certified |
The Police Verification Report That Decides How Long a Clearance Takes
There is one sentence in the instructions that explains why two people applying on the same day get their certificates weeks apart. Same day issue happens only where the "Police Verification Report in respect of the existing passport is clear."
So the question is not whether your name is right today. It is whether the verification attached to your existing passport was ever completed and came back clear. If it was not, the process has to do it now, and that is where the weeks go.
| The position on your existing passport | What follows |
|---|---|
| Verification was done and came back clear | The published position allows same day issue. This is the case to aim for, and it is decided years before you apply |
| Verification was never required at issuance | The instructions name this expressly, giving the examples of a minor and the dependent of a Government employee. It will be done now |
| Verification could not be completed | Also named expressly. Worth finding out why before you apply, because the same obstacle will reappear |
| Your present address differs from the passport address | An explicitly published trigger. Very common among people who have moved for work, and often mistaken for a name problem |
| How you find out the outcome | "Passport Office will inform the applicant through e-mail/ letter." So give an address and an email you actually read, and keep them current |
One more practical point that catches people who have moved. Because a differing present address is a published trigger, somebody who has changed both their name and their town is carrying two separate reasons for the file to slow down. Fix the address record as well as the name, and do it before applying rather than after the file is open.
The Jharkhand Character Certificate, and What We Could Not Read
For a domestic character certificate, Jharkhand Police run a citizen portal through which the service is applied for, and the department publishes a citizen charter. We are going to be straightforward about a limitation rather than pad this section out.
What to ask for, and it follows the same shape that works everywhere else in this subject. Ask which document the requesting party actually wants, ask the police office which identity documents they will read, and ask for any refusal in writing. The State's own service guarantee law is worth knowing about here: we set it out on the income certificate page, because the same Act requires a designated officer to provide a notified service within a stipulated time limit or to record the reasons for a rejection in writing. We could not verify that a character certificate is a notified service under it, so we are pointing you at the Act rather than claiming it applies.
| What to establish | Why it matters for a name mismatch |
|---|---|
| Which identity documents the office will read | Because the certificate takes its name from what you attach. Attach a consistent set or the mismatch is one you created |
| Whether the requesting party wants this or a PCC | A foreign employer or mission usually wants a PCC, and a character certificate will not satisfy them |
| Whether it is a notified service under the State Act | If it is, there is a stipulated time limit and a right to written reasons on refusal. Worth asking, and we could not confirm it |
| Any refusal, in writing | The single most useful document in this whole subject, because until you have it you do not know which entry failed |
How to Deal With a Name Mismatch Before a Police Verification in Jharkhand
Ask the requesting party which document they need, in writing
A Police Clearance Certificate, a State character certificate, or something else entirely. These come from two different governments and one of them cannot be issued for a tourist visa at all. Their written answer decides everything below.
Find out whether the verification on your existing passport is clear
Because same day issue happens only where the "Police Verification Report in respect of the existing passport is clear." If it was never completed, that is your real delay, and no name correction will clear it.
Check whether your present address matches the passport
A differing present address is an explicitly published trigger for verification, and it is routinely mistaken for a name problem. Anybody who has moved for work should check this before blaming a spelling.
Settle the correct spelling against your oldest document
Usually the Class 10 certificate. Write it in block letters and do not deviate from it on any later form. Include the father's name, because it is read just as closely. See father's name correction.
Fix the Aadhaar and the anchor records before the passport
Because the passport application reads them. Reissuing the passport first and correcting the Aadhaar afterwards is the commonest wasted reissue we see, and a reissue is not a small thing.
Reissue the passport in the settled name
A new booklet with a new number, and as proof of the change either "Clippings of two local newspapers or the Gazette notification of the concerned State Government". That is a choice, not both, and Jharkhand has no State gazette counter for personal name notifications. See newspaper advertisement.
Only then apply for the clearance certificate
Because it is issued against the passport and the country is stamped into it. Applying earlier means paying Rs 500 to have a name certified that you are about to stop using.
For a State character certificate, attach a consistent set of papers
The certificate takes its name from what you submit. A mismatch between your own attachments is a mismatch you created, and it is the easiest kind to avoid. Ask the office which documents they will read.
Get any refusal or objection in writing, every time
At either level. Until you hold a written reason you are guessing which entry failed, and an appeal or a fresh application built on a guess usually fails the same way. Keep a dated acknowledgement for everything.
Central Gazette Process for a Name From Jharkhand, and Where It Fits a Police Clearance
No district in Jharkhand has a gazette counter, so a genuine file goes from Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar or anywhere else in the state to the Department of Publication, Civil Lines, Delhi 110054, and the notice publishes in Part IV of the Gazette of India. As reported in July 2025 the Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect, so there is no state alternative to fall back on.
The Eight Steps of a Name File Sent From Jharkhand
Settle the final name first
Letter by letter, with the spacing you want, and then use exactly that everywhere, Aadhaar included. A corrigendum after publication is a second fee and a second wait.
Pick the category, then its proforma
A genuine change of name is change of Name Adult or Major. A wrongly typed spelling is the public notice for a wrongly written name. Twelve categories exist and only one is yours.
Type the proforma in duplicate
Two originals with two witnesses giving signature, full name, address and mobile number on both copies. A change of name is signed in the old name; a public notice is signed in your own name.
Fill the employment field if it is a change of name
The adult proforma asks for the post of the applicant and the office or company name. A student or a homemaker should still complete it rather than leaving it blank, because a blank field brings the file back.
Publish and keep the original paper
One of the daily local leading newspapers, carrying both names in full, the father or husband name and the residential address. The whole original paper goes in the file, not a cutting.
Pay only through BharatKosh
The Non Tax Receipt Portal and nowhere else since October 2018. Select the Department of Publication by name, read the amount the portal shows on the day, pay in your own name and print the e-receipt.
Check every date, then post it yourself
Nothing in the file older than one year. Personally or by post or courier only, never through an agent or advocate. Photocopy everything first, because nothing sent in comes back.
Read the notice, then update in the right order
Check every word the day it publishes, download the e-Gazette copy, and then update the Aadhaar first, because the system leverages it for unique identification, and let the passport reissue, the bank account and any scheme records follow after it in that order, because the clearance certificate sits at the end of that chain rather than the start of it.
The Five Papers in the File, and What Is Checked in Each
| The paper | What is checked in it, clause by clause |
|---|---|
| 1. The proforma, in duplicate | That it is the right category format; the existing full name exactly as your documents carry it; the new full name exactly as settled; the father or husband name; the full address with pin code; the post and office or company name where it is a change of name; the signature in the right name for the category; two witnesses complete with signature, full name, address and mobile number |
| 2. The affidavit or undertaking | The same names and address as the proforma, word for word, with wording matching the category. On Rs 100 non-judicial stamp paper as our safe default |
| 3. The original newspaper | The original paper, not a cutting; the paper name and date of publication visible; both names carried; the father or husband name and residential address; dated within the last year |
| 4. Photographs, identity proof and any category paper | Two self attested passport photographs; self attested identity and address proof matching the proforma address; both witnesses proofs; and, in a public notice file, the attested photocopy of the connected document carrying the error |
| 5. The CD, its certificate and the BharatKosh receipt | MS Word, without the witness portion, with the name typed in place of the signature; the certificate that the hard copy and the soft copy are the same; the forwarding letter to the Controller of Publication with a telephone number and email; the e-receipt |
The posting detail is on the sending the file to Delhi page, the change of name wording on the proforma format page and the public notice wording on the public notice proforma page, the charge by category on the fee and undertaking page, the reasons files come back on the rejection reasons page, and the download on the download page.
What a Police Clearance and Character Certificate Cost in Jharkhand
For once we have a Government fee we can print with confidence, and one we cannot. Here is the difference.
| Item | What we can and cannot tell you |
|---|---|
| The Police Clearance Certificate fee | Published and quotable: "The fee to be paid along with the PCC application form is Rs.500/-." The instructions say it is payable in cash at a Passport Seva Kendra |
| The Jharkhand character certificate | We print no figure. The police citizen portal and the citizen charter would not open for us, so we verified nothing. Ask and get the amount in writing |
| The passport reissue | The real cost in most of these cases, because the name is fixed there rather than in the clearance application. A reissue is a new booklet, so budget for it properly. See passport name change |
| Two newspaper advertisements | The papers' own advertising rates, because the passport side asks for "Clippings of two local newspapers or the Gazette notification of the concerned State Government". A choice, not both, and usually the cheaper of the two. Allow for the waiting period one mission page sets at a month after publication |
| A Central Gazette file | Only where the name genuinely changed and several offices need one proof at once. Paid only through BharatKosh, revised each financial year, and never refunded. See the cost page |
| Paying an agent for a tourist visa PCC | Money gone. The Ministry says "PCC cannot be issued for persons going abroad on Tourist Visa." Ask any agent offering it which authority will issue it |
| What we charge | Quoted on the call after we have seen the passport, the Aadhaar and whatever the requesting party has asked for. If the answer is that your passport needs reissuing and nothing else, we will say so |
Myths About Police Verification Name Mismatch in Jharkhand
| What people believe | What is actually so |
|---|---|
| A character certificate and a PCC are the same thing | Two documents from two governments. A PCC comes through the passport system for residential status, employment, a long term visa or immigration |
| I can get a PCC for my holiday visa | "PCC cannot be issued for persons going abroad on Tourist Visa." Stated in as many words by the Ministry of External Affairs |
| The name is corrected in the clearance application | The published instructions say nothing about a name change at all. The name comes from the passport, so the passport is what gets fixed |
| A name mismatch triggers a police investigation | It is not one of the published triggers. Those are about verification not having been done, and about the address differing |
| The delay must be about my name | Very often it is the address limb, which is explicitly published, or a verification on the old passport that was never closed |
| An affidavit will sort it out at this stage | There is no place for one in the form. An affidavit belongs upstream, with the passport reissue |
| I can get the certificate in my new name and fix the passport later | The certificate is issued against the passport and stamped into it. Doing it in that order means paying twice |
| Two newspaper advertisements are compulsory for the passport | The wording is "Clippings of two local newspapers or the Gazette notification of the concerned State Government". It is a choice. The gazette route separately asks for one paper |
| A gazette notification will fix the police record | It proves who you are across offices. It does not alter a verification report and it does not replace a passport reissue |
| The fee for a character certificate is a fixed amount I read online | We verified no Jharkhand figure and print none. The portal and the citizen charter would not open for us. Ask and get it in writing |
Key Terms in Police Verification and Character Certificate Name Problems
| Term | What it means in practice |
|---|---|
| Police Clearance Certificate | Issued through the passport system for residential status, employment, a long term visa or immigration. Not available for a tourist visa |
| Character certificate | A State police document for domestic purposes such as employment, tenancy and licences |
| Police Verification Report | The report on your existing passport. Same day clearance happens only where it is clear |
| Passport Issuing Authority | The authority in India that provides the status report on which a Mission issues a PCC |
| ECR and Non-ECR | Emigration check categories printed in the passport. The instructions ask for photocopies of that page, so it matters to the application |
| Reissue | What a passport name change is. A new booklet with a new number, not an edit |
| Present address | Where you actually live. Differing from the passport address is a published verification trigger |
| Identity link | Proof that two spellings belong to one person. What an employer or mission usually needs while the records catch up |
| Correction against change | A name typed wrongly is a correction. A name genuinely changed is a change. The evidence differs completely |
| Anchor record | The oldest document carrying the name, usually the Class 10 certificate. Settle the spelling against it, not against the newest paper |
| Dated acknowledgement | A stamped receipt for anything handed in. The only way a delay becomes measurable |
| Written refusal | The single most useful document in this subject. Until you hold one you are guessing which entry failed |
Police Verification and Character Certificate Name Help Across Jharkhand
On this subject most of our value is sequencing, not paperwork, and we would rather say that plainly. We read the passport, the Aadhaar and your oldest document together, tell you whether this is a correction or a genuine change, work out whether your real obstacle is the name or the address in the passport, and then tell you the order to do things in so that you do not pay for a passport reissue twice or buy a clearance certificate in a name you are about to stop using. Where a name genuinely changed and several offices need one proof at once, we prepare the gazette file or the public notice properly. Where the honest answer is that your passport needs reissuing and nothing else, we say that and charge you nothing for saying it. We work with people across Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar and every other district, on scans over WhatsApp.

Send the passport and what the office has asked for
Send the passport first, including the page carrying the address, because the address decides as much here as the name does. Then your Aadhaar, your oldest document, usually the Class 10 certificate, and whatever the employer, mission or police office has put in writing. Tell us in one line what is actually happening: a foreign employer is asking for a clearance certificate, a State office wants a character certificate, an application has been refused, or a file has simply gone quiet. And tell us whether your present address is the one printed in the passport, because a difference there is a published verification trigger and it is mistaken for a name problem every week. Our first reply tells you which of the two documents you actually need, whether your problem is the name or the address, and the order to do things in. If the answer is that your passport needs reissuing and nothing else, we will tell you that and charge you nothing. Details on the contact page.

| The same instructions, read for what is absent | Named on the page as an absence and not as a rule. We read them end to end looking for guidance on a change of name and found none: no annexure, no affidavit, no newspaper requirement. | Government of India mission pages on a passport name change | The Consulate General of India, Dubai, listing "Clippings of two local newspapers or the Gazette notification of the concerned State Government", and the Embassy of India, Paris, printing the same limb as "Clippings of two local newspapers (India or France) or the gazette notification of the concerned state government as the case may be." The Paris page also supplies the timing points quoted here: that the applicant "must wait 01 month after publication before applying", that it wants the "Full page of the publication where name change was declared by applicant" showing "the date, name of the Newspaper/Publication/Gazette and the content", and that "Unreadable scanned copies will not be accepted." Named here as mission pages, because individual missions and Passport Offices publish their own lists |
| Department of Publication guidelines on name change notifications | The Central Gazette process set out on this page, including the categories and proformas, the original newspaper rather than a cutting, BharatKosh as the only payment route, the six month window to make good a shortcoming, and that the charge is revised each financial year and not refunded |

Police Verification Name Mismatch in Jharkhand in Nine Lines
The short version
- A Police Clearance Certificate and a character certificate are two different documents.
- The clearance certificate cannot be issued for a tourist visa at all.
- The published application instructions say nothing about a change of name.
- That is because the name comes from the passport, not from the form.
- A passport name change is a reissue, proved by two newspaper clippings or a gazette notice.
- A name mismatch is not one of the published verification triggers.
- A present address different from the passport address is one.
- Same day issue happens only where the report on the existing passport is clear.
- So settle the name, reissue the passport, and only then apply.
