Stand-Up India Loan Name Mismatch in Jharkhand: Caste Certificate, Married Name and PAN for SC, ST and Women Borrowers

Stand-Up India gives a bank loan of Rs 10 lakh to Rs 1 crore for a first-time business, only to SC or ST entrepreneurs and women entrepreneurs. That makes one paper matter more here than in almost any other loan: the paper that proves you qualify. For an SC or ST borrower in Jharkhand, that is the caste certificate, often issued in a Hindi spelling. For a woman, it is often the name after marriage, which may differ between Aadhaar, PAN, the bank and her school papers. If the qualifying paper does not match your PAN and Aadhaar, fix it before you apply. We publish Gazette notices, and we say this first: a spelling slip or a married name needs no Gazette notice.

10Lakh rupees: the smallest Stand-Up India loan
1Crore rupees: the largest Stand-Up India loan
51Percent stake an SC, ST or woman owner must hold in a firm or company
0Gazette notices needed for a spelling slip or a married name
Quick answer

Five points, in the order you will need them. First, match PAN and Aadhaar, since every bank checks both. Second, if you apply as SC or ST, correct your caste certificate so its name matches them; this is our advice. Third, if you apply as a woman and your name changed at marriage, keep your marriage certificate and bring your papers to one name. Fourth, for a firm or company, the SC, ST or woman owner's name must match on the shareholding papers too. Fifth, a spelling slip or a married name does not need a Gazette. We publish Gazette notices, and we say this plainly.

How the Stand-Up India Loan Scheme Works

Stand-Up India loan name mismatch in Jharkhand, with a caste certificate, a PAN card, an Aadhaar card and a marriage certificate side by side
The name on the qualifying paper, the caste certificate or the marriage certificate, should tie to your PAN and Aadhaar.

The points below come from the Stand-Up Mitra portal and a PIB release on loans sanctioned up to March 2025. Where a point is our own reading, we say so.

How the Stand-Up India loan scheme works
PointWhat the source shows
Who can borrow"SC/ST and/or woman entrepreneurs, above 18 years of age"
Loan sizeA composite loan, term loan and working capital together, between Rs 10 lakh and Rs 1 crore
What kind of businessGreenfield only: "The first time venture of the beneficiary" in manufacturing, services, agri-allied activities or trading
Firm or company"51% of the shareholding and controlling stake" must be held by SC, ST or women entrepreneurs
Your shareAt least 10% of the project cost as own contribution
Repayment7 years, with a moratorium of up to 18 months
Past loansThe borrower "should not be in default to any bank/financial institution"
Where to startThe Stand-Up Mitra portal, or a scheduled commercial bank branch

Because the scheme is only for SC, ST and women borrowers, the bank has to be satisfied you belong to one of these groups. For SC and ST, that normally means the caste certificate. This is our reading; we did not find a published document list on the portal pages we read.

"Not in default" is checked under your PAN. A loan under an old spelling, or under a name before marriage, is still yours. Clear or settle any old default before you apply. See our credit report name mismatch page. This is our advice.

Which Stand-Up India Name Case You Have

Stand-Up India name problems fall into a few kinds. This sorting is ours, based on the papers borrowers send us.

Kinds of Stand-Up India name problems in Jharkhand
What does not matchWhat it usually is
Caste certificate differs from PANA Hindi spelling, or a surname written differently
Tribal surname spelt two waysTirkey and Tirki, Hembrom and Hembram, and the like
Woman's name changed at marriageOld name on some papers, new name on others
PAN differs from AadhaarInitials on one, full name on the other
Bank account differsAn old account in a short name
Name differs in a firm or company recordA slip in the partnership deed or director record
Genuine change of nameA deliberate new name, after the papers were made
Start with PAN and Aadhaar. If these two differ, fix that first. Our PAN and Aadhaar name mismatch page explains how. Every other paper then follows them.

How to Fix a Name Mismatch Before Applying for Stand-Up India

Each paper is corrected by the office that issued it. The bank cannot correct your caste certificate or PAN. The table below is our practical advice.

Fixing each kind of Stand-Up India name problem in Jharkhand
SituationWhat we usually advise
Caste certificate differsCorrect it on JharSewa. See caste certificate correction
Surname on caste certificate differs from AadhaarSee surname on caste certificate
Tribal surname spelt two waysSee tribal surname and ST certificate
Woman's name changed at marriageMarriage certificate and an affidavit. See name change after marriage
Woman's caste certificate after marriageSee caste certificate after marriage
PAN differs from AadhaarSee PAN name change
Bank account differsSee bank records name change
Genuine change of nameA Gazette notice, then PAN and Aadhaar, then every other paper

For an SC or ST borrower, the caste certificate is the paper to fix first after PAN and Aadhaar. It proves you are eligible at all. An affidavit may explain a small gap, but a bank lending Rs 10 lakh or more may want the certificate itself to match. This is our advice.

For a woman borrower, the question is which name to use. If PAN and Aadhaar already carry your married name, use that, and keep the marriage certificate for any older paper in your earlier name. If they still carry your earlier name, decide first whether to update them, then apply. Mixing both names in one loan file is what causes delay. This is our advice.

Do not put the business in a qualifying relative's name only on paper. The scheme needs the SC, ST or woman entrepreneur to own and control the business. A name used only to qualify goes against what the scheme is for. This is our advice.
Keep the father's or husband's name the same too. The caste certificate, PAN and Aadhaar may each carry it. See our father's name mismatch page.

Stand-Up India for a Firm or Company, and Your Later Business Records

A firm or company qualifies only if SC, ST or women entrepreneurs hold 51% of the shareholding and control. So the owner's name must match on the firm's own records too. This list is our advice.

Business records to keep in one name for Stand-Up India in Jharkhand
RecordWhy it matters
Partnership deed and firm registrationShows the qualifying partner's share. See partner name change
Director recordFor a company. See DIN director name change
Udyam registrationShould follow PAN. See Udyam and GST
Trade licenceSee trade licence
Credit reportThe loan is reported. See credit report
A smaller loan insteadBelow Rs 10 lakh, see PM Mudra loan or PMEGP
Stand-Up India is for a first-time venture. The portal calls it a greenfield project. If you already run the same business, ask your bank whether you qualify before you correct any papers for this loan. This is our advice.

Does a Stand-Up India Name Mismatch Need a Gazette Notice?

No, for a spelling slip, a Hindi spelling on a caste certificate, or a woman's name after marriage. Those are fixed at the office that issued each paper, with a marriage certificate or an affidavit where needed. A Gazette notice is for a genuine change of name, and even then each paper needs its own update.

When a Gazette notice is relevant to a Stand-Up India loan
SituationWhat usually applies
Hindi spelling on a caste certificateCorrection on JharSewa. No Gazette
Tribal surname spelt two waysCorrect the odd paper, or an affidavit. No Gazette
Woman's name after marriageMarriage certificate. No Gazette
Initials on PAN, full name on AadhaarCorrect one to match. No Gazette
Genuine change of nameA Central Gazette notice, then PAN, Aadhaar and every other paper
Our commercial interest, stated plainly. We publish Gazette notices, so selling one is how we earn. For a Stand-Up India file held up by a spelling or a married name, you should not be sold one. Where a name has genuinely changed, it goes in the Gazette of India, Part IV, since the Jharkhand state press stopped personal notices in July 2025, as reported. Our name correction against name change page explains the difference.

How to Prepare a Stand-Up India Application With Matching Names, Step by Step

1

Lay every paper side by side

PAN, Aadhaar, passbook, caste or marriage certificate.

2

Match PAN and Aadhaar first

Correct whichever is wrong.

3

Fix the qualifying paper

Caste certificate for SC or ST; marriage certificate for a woman's changed name.

4

Update the bank account name

At your own branch.

5

Check your credit record

No default under any old spelling.

6

Match the firm's records

Partnership deed or director record, if not an individual.

7

Add an affidavit for any small gap left

A one-and-the-same affidavit.

8

Apply through Stand-Up Mitra or your bank

With the corrected set.

The one rule that holds the whole job together. The paper that makes you eligible must match your PAN. Fix that one first, and the rest is simple. This is our advice.

Central Gazette Process for a Name From Jharkhand, and Where It Fits a Stand-Up India Loan

Read this before the rest of this section, because a spelling slip or a married name never needs it. A Stand-Up India name mismatch is fixed at the office that issued each paper, not in the Gazette. It is printed in full so you recognise at once when a notice is being sold to an entrepreneur who does not need one.

No district in Jharkhand has a gazette counter, so a genuine file goes from Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar or anywhere else in the state to the Department of Publication, Civil Lines, Delhi 110054, and the notice publishes in Part IV of the Gazette of India. As reported in July 2025 the Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect, so there is no state alternative to fall back on.

The Eight Steps of a Name File Sent From Jharkhand

1

Settle the final name first

Letter by letter, with the spacing you want, and then use exactly that everywhere, Aadhaar included. A corrigendum after publication is a second fee and a second wait.

2

Pick the category, then its proforma

A genuine change of name is change of Name Adult or Major. A wrongly typed spelling is the public notice for a wrongly written name. Twelve categories exist and only one is yours.

3

Type the proforma in duplicate

Two originals with two witnesses giving signature, full name, address and mobile number on both copies. A change of name is signed in the old name; a public notice is signed in your own name.

4

Fill the employment field if it is a change of name

The adult proforma asks for the post of the applicant and the office or company name. A student or a homemaker should still complete it rather than leaving it blank, because a blank field brings the file back.

5

Publish and keep the original paper

One of the daily local leading newspapers, carrying both names in full, the father or husband name and the residential address. The whole original paper goes in the file, not a cutting.

6

Pay only through BharatKosh

The Non Tax Receipt Portal and nowhere else since October 2018. Select the Department of Publication by name, read the amount the portal shows on the day, pay in your own name and print the e-receipt.

7

Check every date, then post it yourself

Nothing in the file older than one year. Personally or by post or courier only, never through an agent or advocate. Photocopy everything first, because nothing sent in comes back.

8

Read the notice, then update in the right order

Check every word the day it publishes and download the e-Gazette copy. Then update Aadhaar and PAN, and then the bank account and your caste certificate, with the original Gazette notification.

The Five Papers in the File, and What Is Checked in Each

The five papers of a Central Gazette name file from Jharkhand and what the Department checks in each
The paperWhat is checked in it, clause by clause
1. The proforma, in duplicateThat it is the right category format; the existing full name exactly as your documents carry it; the new full name exactly as settled; the father or husband name; the full address with pin code; the post and office or company name where it is a change of name; the signature in the right name for the category; two witnesses complete with signature, full name, address and mobile number
2. The affidavit or undertakingThe same names and address as the proforma, word for word, with wording matching the category. On Rs 100 non-judicial stamp paper as our safe default
3. The original newspaperThe original paper, not a cutting; the paper name and date of publication visible; both names carried; the father or husband name and residential address; dated within the last year
4. Photographs, identity proof and any category paperTwo self attested passport photographs; self attested identity and address proof matching the proforma address; both witnesses proofs; and, in a public notice file, the attested photocopy of the connected document carrying the error
5. The CD, its certificate and the BharatKosh receiptMS Word, without the witness portion, with the name typed in place of the signature; the certificate that the hard copy and the soft copy are the same; the forwarding letter to the Controller of Publication with a telephone number and email; the e-receipt
The proforma is where files are lost, and there are twelve to choose from. A wrongly typed spelling filed on the change of name form declares henceforth be known as, claiming a change you never made. The Government charge already paid is not refunded, because BharatKosh payments are non-refundable. You then have six months to make good a shortcoming the Department points out, after which a fresh application with all new documents is required.
What to select on BharatKosh, field by field. Pay to the Department of Publication under the Ministry of Housing and Urban Affairs, and pick the Ministry, the Pay and Accounts Office and the Drawing and Disbursing Officer by their names in the dropdown, never by a code copied off a website. The codes printed for this office on different websites do not agree with each other, and money paid into the wrong head cannot be traced to your file. Read the amount on the portal on the day you pay, because it is revised each financial year.
What a Gazette notice will not do for a Stand-Up India loan. It will not change your caste certificate, PAN or bank account by itself; each needs its own request. It links old and new names, and nothing more. Since we publish these notices, the honest version is this: for a spelling slip, you need none. Our name correction against name change page explains the categories.

The posting detail is on the sending the file to Delhi page, the change of name wording on the proforma format page and the public notice wording on the public notice proforma page, the charge by category on the fee and undertaking page, the reasons files come back on the rejection reasons page, and the download on the download page.

What a Stand-Up India Name Correction Costs in Jharkhand

The costs are small: the PAN or Aadhaar update fee, a caste certificate correction, perhaps an affidavit. Not a Gazette notice, for a slip or a married name.

Who wrote and checked this page

Written and maintained by the Jharkhandnamechange.com documentation desk, led by founder Vipin Chauhan, B.Tech LL.B, with 5+ years filing with the Department of Publication. The eligibility, loan range, greenfield rule, 51% rule, own share, repayment and default rule come from the Stand-Up Mitra portal's scheme page. The lending banks and support come from a PIB release. Three limits are declared openly on the page itself. First, we did not find a published document list, so the caste certificate's role is our reading. Second, we found no Stand-Up India rule on name mismatches, so fixing papers at their issuing office is our advice. Third, whether a bank accepts an affidavit is the bank's call. We publish Gazette notices, and this page says plainly that a slip needs none. We are a documentation consultancy and not a bank, not SIDBI, and not the Department of Publication. Who we are is on the about page.
