PM SVANidhi Name Mismatch in Jharkhand: Vending Certificate, Aadhaar and Bank Name for a Street Vendor Loan
PM SVANidhi gives street vendors a working capital loan through a bank. The Union Cabinet extended it in August 2025, with lending open until 31 March 2030 and a first loan of up to Rs 15,000. To apply, a vendor in Jharkhand needs proof of vending from the municipal body, an Aadhaar and a bank account. When these three carry different spellings, the application can come back. A Parliament committee noted this problem in 2021, as reported. The fix is to bring all three papers to one name, usually the Aadhaar spelling. We publish Gazette notices, and we say this first: a spelling slip on a vendor card or passbook needs no Gazette notice.
Five points, in the order you will need them. First, lay your three papers side by side: the vendor ID card or Certificate of Vending, your Aadhaar and your bank passbook. Second, treat the Aadhaar spelling as the base, since the loan form asks for Aadhaar and your consent to check it; this is our advice. Third, ask your municipal body to correct the vending record if it differs. Fourth, ask your bank to update the account name to match Aadhaar. Fifth, a spelling slip here does not need a Gazette. We publish Gazette notices, and we say this plainly.
What the PM SVANidhi Loan Form Asks For
The points below come from the Cabinet decision of August 2025, the loan application form published by a bank, and a Parliament committee report. Where a point is our own reading, we say so.
| Point | What the source shows |
|---|---|
| Loan amounts | First loan up to Rs 15,000, second up to Rs 25,000, third up to Rs 50,000, per the Cabinet decision of August 2025 |
| Lending period | Extended until 31 March 2030 |
| Who runs it | The Ministry of Housing and Urban Affairs and the Department of Financial Services, jointly |
| Name fields on the form | "Name of Street Vendor" and "Father/Spouse Name" |
| Proof of vending | "Vendor ID Card (Issued by ULB)", "Certificate of Vending No. (Issued by ULB)", or a Letter Of Recommendation (LoR) issued by the ULB through the portal |
| Identity | Aadhaar number is required, with consent to authenticate it |
| Bank details | Bank name, branch, IFSC and account number |
"ULB" means urban local body: your municipal corporation, council or nagar panchayat. So the vending name comes from one office, the Aadhaar name from UIDAI and the account name from your bank. Three offices, three chances for a different spelling. This is our reading of the form.
Which PM SVANidhi Name Case You Have
Street vendor loan name problems fall into a few kinds. This sorting is ours, based on the papers vendors send us.
| What does not match | What it usually is |
|---|---|
| Vendor ID card differs from Aadhaar | A slip when the municipal survey was written up |
| Bank account differs from Aadhaar | An old account opened with a short name |
| Hindi and English spellings differ | The same name, spelt two ways |
| Father's or husband's name differs | A slip in the "Father/Spouse Name" line |
| A woman vendor's name before marriage | One person with two names |
| Not in the survey at all | Not a name problem; the LoR route may apply |
| Genuine change of name | A deliberate new name, after the survey |
How to Fix a Name Mismatch for a PM SVANidhi Loan
We found no published Jharkhand rule on correcting a name in a vendor card or on the SVANidhi portal. What follows is how vendors usually get the papers to agree. The table below is our practical advice.
| Situation | What we usually advise |
|---|---|
| Vendor ID card differs from Aadhaar | A written request to the municipal body, with Aadhaar, asking it to correct the survey record and card |
| Bank account differs from Aadhaar | Ask the branch to update the name. See bank records name change |
| Hindi and English spellings differ | Use the Aadhaar English spelling. See Hindi to English spelling difference |
| Father's or husband's name differs | Correct it in the same request. See father's name mismatch |
| Name before marriage | Marriage certificate and an affidavit. See name change after marriage |
| Two spellings, one person | A one-and-the-same affidavit to carry with the request |
| Genuine change of name | A Gazette notice, then Aadhaar, then the bank and the vending papers |
Go to the office that issued the wrong paper. The vendor card and Certificate of Vending come from your municipal body, which runs the street vending survey in your town. The account name is your bank branch's job. The loan portal only shows what these two sent it. This is our reading.
In your written request to the municipal body, give your vendor ID or survey number, your name as it is wrong, your name as on Aadhaar, and attach a copy of Aadhaar. Ask for a dated receipt. This format is our advice, not a form from any office.
PM SVANidhi and Your Other Business Records: Keeping One Name
A vendor who grows may later need other records. Keeping one name from the start saves trouble each time. This list is our advice.
| Record | Why it matters |
|---|---|
| Credit report | Your SVANidhi repayment builds it. See credit report name mismatch |
| Udyam registration | If you register as a small business. See Udyam and GST |
| Trade licence | If you move to a shop. See trade licence |
| PM Vishwakarma | If you are an artisan too. See PM Vishwakarma |
| Voter ID | Often asked as extra ID. See voter ID name change |
| Ration card | Often used by families. See ration card name change |
Does a PM SVANidhi Name Mismatch Need a Gazette Notice?
No, for a spelling slip, a short name or a name before marriage. Those are fixed at the municipal body and the bank, with Aadhaar and, where needed, an affidavit. A Gazette notice is for a genuine change of name, and even then each paper needs its own request.
| Situation | What usually applies |
|---|---|
| Slip on the vendor card | Request to the municipal body. No Gazette |
| Short name on the passbook | Update at the bank. No Gazette |
| Hindi and English spellings | Aadhaar spelling and an affidavit. No Gazette |
| Name before marriage | Marriage certificate. No Gazette |
| Genuine change of name | A Central Gazette notice, then Aadhaar, the bank and the vending papers |

Central Gazette Process for a Name From Jharkhand, and Where It Fits a PM SVANidhi Loan
No district in Jharkhand has a gazette counter, so a genuine file goes from Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar or anywhere else in the state to the Department of Publication, Civil Lines, Delhi 110054, and the notice publishes in Part IV of the Gazette of India. As reported in July 2025 the Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect, so there is no state alternative to fall back on.
The Eight Steps of a Name File Sent From Jharkhand
Settle the final name first
Letter by letter, with the spacing you want, and then use exactly that everywhere, Aadhaar included. A corrigendum after publication is a second fee and a second wait.
Pick the category, then its proforma
A genuine change of name is change of Name Adult or Major. A wrongly typed spelling is the public notice for a wrongly written name. Twelve categories exist and only one is yours.
Type the proforma in duplicate
Two originals with two witnesses giving signature, full name, address and mobile number on both copies. A change of name is signed in the old name; a public notice is signed in your own name.
Fill the employment field if it is a change of name
The adult proforma asks for the post of the applicant and the office or company name. A student or a homemaker should still complete it rather than leaving it blank, because a blank field brings the file back.
Publish and keep the original paper
One of the daily local leading newspapers, carrying both names in full, the father or husband name and the residential address. The whole original paper goes in the file, not a cutting.
Pay only through BharatKosh
The Non Tax Receipt Portal and nowhere else since October 2018. Select the Department of Publication by name, read the amount the portal shows on the day, pay in your own name and print the e-receipt.
Check every date, then post it yourself
Nothing in the file older than one year. Personally or by post or courier only, never through an agent or advocate. Photocopy everything first, because nothing sent in comes back.
Read the notice, then update in the right order
Check every word the day it publishes and download the e-Gazette copy. Then update Aadhaar and PAN, and then the bank account and the vendor card, with the original Gazette notification.
The Five Papers in the File, and What Is Checked in Each
| The paper | What is checked in it, clause by clause |
|---|---|
| 1. The proforma, in duplicate | That it is the right category format; the existing full name exactly as your documents carry it; the new full name exactly as settled; the father or husband name; the full address with pin code; the post and office or company name where it is a change of name; the signature in the right name for the category; two witnesses complete with signature, full name, address and mobile number |
| 2. The affidavit or undertaking | The same names and address as the proforma, word for word, with wording matching the category. On Rs 100 non-judicial stamp paper as our safe default |
| 3. The original newspaper | The original paper, not a cutting; the paper name and date of publication visible; both names carried; the father or husband name and residential address; dated within the last year |
| 4. Photographs, identity proof and any category paper | Two self attested passport photographs; self attested identity and address proof matching the proforma address; both witnesses proofs; and, in a public notice file, the attested photocopy of the connected document carrying the error |
| 5. The CD, its certificate and the BharatKosh receipt | MS Word, without the witness portion, with the name typed in place of the signature; the certificate that the hard copy and the soft copy are the same; the forwarding letter to the Controller of Publication with a telephone number and email; the e-receipt |
The posting detail is on the sending the file to Delhi page, the change of name wording on the proforma format page and the public notice wording on the public notice proforma page, the charge by category on the fee and undertaking page, the reasons files come back on the rejection reasons page, and the download on the download page.
