Land Possession Certificate (LPC) Name Mismatch in Jharkhand: Why It Happens and How to Fix It
A Land Possession Certificate (LPC) in Jharkhand is issued by the Circle Officer of your anchal, as the Jharkhand High Court recorded in a 2018 case from Deoghar. When the name on it does not match your Aadhaar, the fault is almost never in the LPC itself. In our experience, the LPC repeats the name that already stands in the land record, so the real fix is in Register II or the online record. Two High Court rulings also matter now. In November 2025, the Court held that asking for an LPC to register land is illegal, as reported. In June 2026, it told Circle Officers to match online land records with the physical registers, as reported. We publish Gazette notices, and we say this first: an LPC spelling slip needs no Gazette notice.
Five points, in the order you will need them. First, compare the LPC with the land record. If Register II or the online khata shows the same wrong name, the LPC only copied it. Second, if only the spelling is wrong on an entry that is already yours, ask the Circle Office to correct the land record against your identity papers. Third, if the online record differs from the physical register, ask the Circle Officer to check the register; the High Court ordered this in June 2026, as reported. Fourth, if the land is still in a late parent's name, that is succession and mutation, not a name correction. Fifth, a spelling slip here does not need a Gazette. We publish Gazette notices, and we say this plainly.
What a Land Possession Certificate Is in Jharkhand and Who Issues It
An LPC is a certificate from the Circle Office that a person holds a piece of land. People in Jharkhand have asked for it to sell land, to take a loan and for scheme work. The points below come from Jharkhand High Court judgments. Where a point is our own reading, we say so.
| Point | What the record shows |
|---|---|
| Who issues it | The Circle Officer. In Krishna Deo Choudhary v. State of Jharkhand (15 December 2018), the LPC was sought from the Circle Officer, Mohanpur, Deoghar |
| The 2016 time limit | The Court noted that State letter no. 195 of 19 February 2016 asked for the LPC to be issued "within a period of fifteen days from the date of the application" |
| The 2025 ruling | In Dhiraj Kumar Sah v. State of Jharkhand, W.P.(C) No. 75 of 2025, decided on 3 November 2025, the Court held the LPC demand for registration illegal, as reported, and struck down Memo No. 195 and Memo No. 371 of 2016 |
| The 2026 ruling | In Ram Prakash Bhagat v. State of Jharkhand, W.P.(C) No. 3953 of 2026, decided on 13 June 2026, Circle Officers were told to check online records against the physical registers within twelve weeks, as reported |

Which LPC Name Mismatch You Have
LPC name problems fall into a few kinds, and each one has a different fix. This sorting is ours, based on the papers people send us.
| What does not match | What it usually is |
|---|---|
| Your spelling differs from Aadhaar | A slip in the land record, such as Hembrom written as Hembram |
| Online record differs from the paper register | A data entry error when records went online |
| LPC shows your late father or grandfather | Land never mutated after a death. Not a name error |
| Father's name wrong, your own name right | A slip in the parent's name on the entry |
| Name before marriage on the land record | A woman's land recorded in her earlier name |
| Hindi and English spellings differ | Two ways of writing one name, such as Prasad and Prashad |
| Genuine change of name | A deliberate new name, after the land was recorded |
How to Fix an LPC Name Mismatch at the Circle Office
Almost every fix happens at the Circle Office, in the land record, before a fresh LPC is asked for. This table is our practical advice.
| Situation | What we usually advise |
|---|---|
| Your spelling is wrong in the land record | Apply to the Circle Officer to correct the entry, with your Aadhaar, Class 10 certificate and deed. See jamabandi correction |
| Online record differs from the paper register | Ask the Circle Officer, in writing, to check the physical register and correct the online entry |
| Land still in a late parent's name | Succession and mutation first. See dakhil kharij and legal heir certificate |
| Father's name wrong on the entry | Correct it with care, as it traces succession. See father name correction |
| Tribal surname written two ways | Correction against your own papers. See tribal surname spelling |
| Hindi and English spellings differ | Often a one-and-the-same affidavit is enough. See Hindi to English spelling |
| Earlier name before marriage | Marriage certificate and an affidavit. See name change after marriage |
| Genuine change of name | A Gazette notice, then Aadhaar, then the land record |
LPC for Land Registration and Bank Loans After the 2025 High Court Ruling
Before you spend time fixing an LPC, check whether anyone can still insist on one. For land registration, the answer changed in November 2025, as reported.
| Where it is asked for | The position |
|---|---|
| Registering a sale deed | The Court said "The registering authority shall not demand a land possession certificate for registering any document presented before it", as reported |
| The LPC committee | Held illegal and without jurisdiction in the same case, as reported |
| Looking into title before registration | The Court said the State "cannot look into title or possession of the executant before registering the said document" |
| A bank loan or crop loan | The bank decides what it wants. Ask in writing which record it needs. This is our advice. See home loan name mismatch and Kisan Credit Card |
| Scheme and farmer records | Usually read from the land record itself. See PM Kisan and farmer registry |
Does an LPC Name Mismatch Need a Gazette Notice?
No, for a spelling slip, a data entry error or an old entry in a parent's name. Those are fixed in the land record at the Circle Office. A Gazette notice is for a genuine change of name, and even then it does not change the land record by itself.
| Situation | What usually applies |
|---|---|
| Spelling slip in Register II | Correction at the Circle Office. No Gazette |
| Online entry differs from paper register | Verification by the Circle Officer. No Gazette |
| Land in a late parent's name | Succession and mutation. No Gazette |
| Hindi and English spellings | Usually an affidavit. No Gazette |
| Genuine change of name | A Central Gazette notice, then Aadhaar, then the land record |
How to Correct an LPC Name Mismatch, Step by Step
Read the name on the LPC
Letter by letter, with the father's name.
Take out the land record
Register II or the online khata for the same plot.
Compare with Aadhaar and Class 10
Find which record is the odd one out.
Name the kind of mismatch
Slip, data entry error, old owner or new name.
Gather the proof
Deed, Aadhaar, Class 10 certificate, rent receipt.
Apply at the Circle Office
In writing, and keep the receipt.
Check the corrected record
Online and on paper, before anything else.
Ask for a fresh LPC only if needed
Ask first whether it is still required.
Central Gazette Process for a Name From Jharkhand, and Where It Fits a Land Record
No district in Jharkhand has a gazette counter, so a genuine file goes from Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar or anywhere else in the state to the Department of Publication, Civil Lines, Delhi 110054, and the notice publishes in Part IV of the Gazette of India. As reported in July 2025 the Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect, so there is no state alternative to fall back on.
The Eight Steps of a Name File Sent From Jharkhand
Settle the final name first
Letter by letter, with the spacing you want, and then use exactly that everywhere, Aadhaar included. A corrigendum after publication is a second fee and a second wait.
Pick the category, then its proforma
A genuine change of name is change of Name Adult or Major. A wrongly typed spelling is the public notice for a wrongly written name. Twelve categories exist and only one is yours.
Type the proforma in duplicate
Two originals with two witnesses giving signature, full name, address and mobile number on both copies. A change of name is signed in the old name; a public notice is signed in your own name.
Fill the employment field if it is a change of name
The adult proforma asks for the post of the applicant and the office or company name. A student or a homemaker should still complete it rather than leaving it blank, because a blank field brings the file back.
Publish and keep the original paper
One of the daily local leading newspapers, carrying both names in full, the father or husband name and the residential address. The whole original paper goes in the file, not a cutting.
Pay only through BharatKosh
The Non Tax Receipt Portal and nowhere else since October 2018. Select the Department of Publication by name, read the amount the portal shows on the day, pay in your own name and print the e-receipt.
Check every date, then post it yourself
Nothing in the file older than one year. Personally or by post or courier only, never through an agent or advocate. Photocopy everything first, because nothing sent in comes back.
Read the notice, then update in the right order
Check every word the day it publishes and download the e-Gazette copy. Then update Aadhaar and PAN, and carry the original Gazette notification to the Circle Office with your application.
The Five Papers in the File, and What Is Checked in Each
| The paper | What is checked in it, clause by clause |
|---|---|
| 1. The proforma, in duplicate | That it is the right category format; the existing full name exactly as your documents carry it; the new full name exactly as settled; the father or husband name; the full address with pin code; the post and office or company name where it is a change of name; the signature in the right name for the category; two witnesses complete with signature, full name, address and mobile number |
| 2. The affidavit or undertaking | The same names and address as the proforma, word for word, with wording matching the category. On Rs 100 non-judicial stamp paper as our safe default |
| 3. The original newspaper | The original paper, not a cutting; the paper name and date of publication visible; both names carried; the father or husband name and residential address; dated within the last year |
| 4. Photographs, identity proof and any category paper | Two self attested passport photographs; self attested identity and address proof matching the proforma address; both witnesses proofs; and, in a public notice file, the attested photocopy of the connected document carrying the error |
| 5. The CD, its certificate and the BharatKosh receipt | MS Word, without the witness portion, with the name typed in place of the signature; the certificate that the hard copy and the soft copy are the same; the forwarding letter to the Controller of Publication with a telephone number and email; the e-receipt |
The posting detail is on the sending the file to Delhi page, the change of name wording on the proforma format page and the public notice wording on the public notice proforma page, the charge by category on the fee and undertaking page, the reasons files come back on the rejection reasons page, and the download on the download page.
What Correcting an LPC Name Mismatch Costs
The costs are small: copies of the land record, perhaps an affidavit. Not a Gazette notice, for a slip.

|---|---|
| LPC itself | We found no Government page giving a fee. Ask at your Circle Office; we print no figure |
| Land record correction | No verified fee. Ask at your Circle Office |
| Copies of Register II or the khata | The current charge for a copy, where one applies |
| Affidavit | Stamp paper, Rs 100 as our safe default, plus the notary's fee |

| Aadhaar correction | The current UIDAI charge |
