Name Change in Fasal Bima and Kisan Credit Card in Jharkhand

Every other record on this website is attached to a person. These two are attached to a piece of land. The Pradhan Mantri Fasal Bima Yojana operational guidelines require a farmer to "essentially submit Aadhar Number and declaration about the crop sown/ crops intended to be sown" together with "necessary documentary evidence of land records prevailing in the State (Records of Right (RoR), Land possession Certificate (LPC) etc.)", and a Kisan Credit Card is a bank facility taken against that same holding. So a name problem here is almost always a land record problem wearing a name's clothes, and in Jharkhand that means a khatiyan or a jamabandi written long ago in a spelling the family no longer uses. Work out which of the four records is the odd one out before you spend a single day on this.

4Records that have to agree, and only one of them is a name
7Days, the correction window the guidelines set out
1Time a bank checks your name, at first availment
0Gazette notices either scheme by itself ever needs
Quick answer

Find out which of four records disagrees, and correct that one. A crop insurance enrolment and a Kisan Credit Card both sit on top of the same four papers: the land record, the Aadhaar, the bank account and the enrolment or loan record itself. The scheme guidelines make the first two compulsory in plain words. They require the land evidence quoted above, and they state that "Aadhaar has been made mandatory for availing Crop insurance from Kharif 2017 season onwards". A Kisan Credit Card runs through a bank account, and the Reserve Bank's own circular on the scheme describes "A one-time documentation at the first time of availment of KCC loan and thereafter simple declaration (about crops grown/proposed) by farmer from the second year onwards". Read that sentence slowly, because it explains everything. Your name is checked properly once, at the very beginning, and after that the bank asks you about crops, not about who you are. A spelling that went in wrongly in year one is simply carried forward, quietly, until a claim or a review touches it. Two things are genuinely on your side here, and almost nobody tells farmers about them. First, the guidelines say that "State Government and concerned IC will be responsible for any incorrect entry/errors/omissions etc during digitisation", so an error made while your papers were being typed into a system is not yours to carry. Second, the same guidelines set out a correction step with a seven day window, which means corrections are part of the scheme's own design rather than a favour. Speed is everything, and the season cut-offs are hard.

In Fasal Bima and KCC the Land Is the Identifier, Not Your Name

Name change in Fasal Bima and Kisan Credit Card in Jharkhand
Four papers, one holding. The name is only one of the four things that has to agree.

A ration card answers the question who are you. A crop insurance enrolment answers a different question: which field, sown with what, farmed by whom. That changes where a wrong name comes from and therefore where it has to be corrected.

The four records behind a crop insurance enrolment or a Kisan Credit Card and what each one contributes
The recordWhat it contributes, and how a name goes wrong in it
1. The land record, the khatiyan or jamabandiThe guidelines require "necessary documentary evidence of land records prevailing in the State (Records of Right (RoR), Land possession Certificate (LPC) etc.)". In Jharkhand these entries are often decades old, written by hand, in a spelling nobody in the family uses today. This is the commonest source of the whole problem
2. The Aadhaar"Aadhaar has been made mandatory for availing Crop insurance from Kharif 2017 season onwards." So the modern spelling arrives here, and it meets an old spelling coming from the land record. Two correct records, one mismatch
3. The bank accountBoth the premium and any claim move through it, and a Kisan Credit Card is a bank facility. The account name usually came from whatever paper the branch was shown on the day it was opened, which may be a third version again
4. The enrolment or loan record itselfSomebody typed your particulars into a system. The guidelines require that documents are "properly scrutinised, verified and uploaded" in legible form, which tells you that this typing step is a recognised point of failure
Who may hold the landThe scheme is not only for owners. "All farmers including sharecroppers and tenant farmers growing the notified crops in the notified areas are eligible for coverage", with contract or agreement papers permitted by the State in their case. So a tenant's name problem is a tenancy paper problem
What this means for youStop asking how to change the name in the scheme. Ask which of these four papers disagrees with the other three. That single question turns a vague complaint into one specific correction
The Jharkhand version of this problem, stated plainly. A khatiyan entry made two or three generations ago carries a spelling that was written down by ear. The Aadhaar carries the spelling the family writes now. Neither is wrong and they do not match. If the land record itself is the thing that needs correcting, that is a separate and much more serious job, and it belongs on our jamabandi and khatiyan name correction page, which explains why you should take an advocate and why a transfer must never be dressed up as a spelling correction.
The half hour that decides everything. Put four things on one table: the khatiyan or the land paper you used, the Aadhaar, the bank passbook, and whatever receipt or card the scheme gave you. Read the name on each one letter by letter and write down the four versions. Whichever one disagrees with the other three is your job, and very often it is only one of them. Everything after this is ordinary work.

Fasal Bima and Kisan Credit Card Are Two Different Things Joined at the Land

Families treat these as one subject because the same field, the same bank branch and often the same clerk are involved in both. The rules behind them are not the same, and the difference decides who you write to.

How the Pradhan Mantri Fasal Bima Yojana and the Kisan Credit Card differ and where a name sits in each
Pradhan Mantri Fasal Bima YojanaKisan Credit Card
An insurance on a notified crop in a notified area. It pays when a crop failsA credit facility from a bank. It lends you money against the farming you do
Run under guidelines of the Government of India, with the State Government and an insurance company doing the work on the groundRun by banks under a Reserve Bank of India circular. Your counterparty is a branch manager, which changes everything about how you approach it
Enrolment needs the Aadhaar, the crop declaration and the land record evidence, as the guidelines set outEligible are "Farmers - individual/joint borrowers who are owner cultivators; Tenant farmers, oral lessees & share croppers; Self Help Groups (SHGs) or Joint Liability Groups (JLGs) of farmers"
The guidelines state that the scheme "is optional for all farmers including farmers who have been sanctioned short-term Seasonal Agricultural Operations (SAO) loans/Kisan Credit Card (KCC)"Which is the formal link between the two. Having a KCC does not force you into the insurance, and a farmer who wishes to opt out does so by a declaration to the lending branch
A wrong name here shows up at claim time, when the money is meant to reach an accountA wrong name here shows up at review or renewal, or when a subsidy or a benefit has to be matched to you
The Press Information Bureau records that a flexible limit of Rs 10,000 to Rs 50,000 may be provided as a Flexi KCC based on the land holding and the crops grownAnd that short term crop loans up to Rs 3 lakh are covered under the interest subvention and prompt repayment incentive arrangements of the Government of India
Where to write: the enrolment channel you used, the insurance company for the season, and the State agriculture officeWhere to write: your branch, in writing, and keep the acknowledgement. A branch is a place you can actually walk into, which makes this the easier of the two
What we are deliberately not printing. The notified crops, the notified areas, the insurance company for a given season and the State's own list of acceptable land papers are decided by the State Government season by season. We have not verified any of those for a current Jharkhand season, so this page prints no crop list, no company name, no sum insured and no premium rate. Ask at your block agriculture office or your bank branch for the current season's notification, and do not take those details from any website, ours included.
If you have both, fix the shared record once. The insurance and the card read the same land paper, the same Aadhaar and very often the same bank account. Correcting the one record that is actually wrong repairs both at the same time, which is why the half hour at the table is worth so much more than a month of letters. Our bank records name change page covers the account side.

The Fasal Bima Clause That Says a Typing Error Is Not the Farmer's Fault

Farmers arrive at an office assuming a wrong entry is their own mistake and that they are asking for a favour. On this subject the published guidelines say something quite different, and it is worth carrying with you.

The sentence to know. The operational guidelines state at paragraph 2.3: "State Government and concerned IC will be responsible for any incorrect entry/errors/omissions etc during digitisation." IC there means the insurance company. The responsibility for a mistake made while your papers were being typed into a system has been placed on the State Government and the insurer, not on you.
1

What the clause does not do

It does not fix a name that was wrong on your own papers to begin with. If your Aadhaar and your land record genuinely disagree, that is a real mismatch and somebody has to correct one of them. The clause is about the typing step, not about your documents.

2

What it does do

It removes the argument that you should have checked. Where the papers you submitted were correct and the record shows something else, the guidelines have already named who answers for it. Say so politely and in writing.

3

Why you must keep your own copies

Because the only way to show that the paper was right and the entry was wrong is to produce the paper. Photocopy everything you hand over, every season, and keep the receipt or acknowledgement with it.

4

The other clause worth quoting

The guidelines also require that documents submitted are "properly scrutinised, verified and uploaded on NCIP in legible form". Scrutinised and verified are duties, not courtesies, and they sit with whoever did your enrolment.

5

How to use both without a fight

Write one short application. Say what your papers show, say what the record shows, attach copies of both, and ask for the entry to be corrected. Quote the paragraph, do not shout it. Officials respond better to a farmer who knows the rule than to one who is angry.

6

Keep the tone, keep the paper

Ask for a receipt for the application itself. A dated acknowledgement is worth more later than any conversation, because the people who read your file next season were not present for it.

We are quoting a guideline, and we want you to understand what that means. These are the scheme's published operational guidelines, which is a Government document and the best source available on this subject. It is not a court order and we are not promising you an outcome. What it gives you is a proper footing on which to ask, and a clear answer to anybody who tells a farmer that a mistyped entry is his own carelessness.

The Seven Day Correction Window and the Fasal Bima Season Cut-Off Dates

Most records on this website can be corrected whenever you get round to it. Crop insurance cannot, because it is tied to a sowing season, and a season does not wait.

Correction windows and premium cut-off dates set out in the Fasal Bima operational guidelines
What the guidelines set outWhat you should do about it
A correction step with a seven day window, running from the date of intimation for updating a paid application, and a matching seven days from the date of submission for the insurer's sideTreat every such notice as urgent the day it arrives. Corrections are built into the scheme's own timetable, which is good news, but a week is not long in a village and post is slow
Premium collection runs up to 5th July for the Kharif seasonSo anything you intend to fix for Kharif has to be settled before that, not during it. Start in the dry months, not in the sowing rush
And up to 15th December for the Rabi seasonThe same logic for the winter crop. These two dates are the real deadlines on this page, and they are the ones to write on a wall
Aadhaar has been mandatory for crop insurance from the Kharif 2017 season onwardsSo an Aadhaar that cannot be matched is not a minor irregularity. It stops the enrolment, and the fix belongs at an enrolment centre, not at the insurer
The enrolment channel is required to scrutinise, verify and upload your documents in legible formAsk for the printed acknowledgement at the counter and read it there. The cheapest moment to catch a wrong entry is before you walk out of the door
What we could not verifyHow a particular season's correction step is actually operated in Jharkhand, and by whom. So we print the windows the guidelines describe and we do not promise you a counter that will honour them. Raise it fast and in writing either way
Why this section sits so high on the page. Almost everything else this website deals with can be repaired a year late at extra cost. A crop insurance season cannot. If the record is wrong when the claim is assessed, the money does not arrive, and no correction made afterwards brings back that harvest. Our trade licence and shop establishment page carries the comparison of the various statutory deadlines across this site, and this page adds two of the hardest.
A simple habit that prevents most of this. Once a year, before the sowing season begins, read the name on your land paper against your Aadhaar and your bank passbook. Ten minutes, once a year, in a quiet month. A farmer who does that will never discover a mismatch on the day a claim is being settled, which is the day it costs the most.

Why Your Bank Checks the KCC Name Only Once and Never Again

People ask us why nobody noticed a wrong name for six or seven years. The Reserve Bank's own circular on the scheme answers that, and once you have read it the silence makes sense.

What the Reserve Bank circular on the Kisan Credit Card says and why a wrong name survives for years
What the circular saysWhat follows from it
"A one-time documentation at the first time of availment of KCC loan and thereafter simple declaration (about crops grown/proposed) by farmer from the second year onwards"This is the whole explanation. Your identity papers are examined once, at the start. From the second year the bank is asking about crops, not about who you are. A spelling that went in wrongly in year one is carried forward untouched
"Banks may determine the validity period of KCC and its periodic review. The review may result in continuation of the facility, enhancement of limit or cancellation"So there is a moment when the file is looked at again. The review is when an old wrong name finally surfaces, and it surfaces at the worst possible time, when a limit or a continuation is being decided
Eligible borrowers include "Tenant farmers, oral lessees & share croppers" and groups of such farmersAn oral lessee has no written tenancy at all. So the name and the standing rest on whatever the bank recorded at the start, which makes that first entry even more important to get right
Self Help Groups and Joint Liability Groups of farmers are also eligibleWhere a group is involved, one member's mismatch can hold up the group's paperwork. Check the whole group's names together rather than one at a time
The card was revised under a scheme launched in December 2020, aimed at providing timely credit through a single windowSingle window is the useful phrase. One branch, one relationship, one file. That is why writing to your own branch is nearly always the fastest route on the KCC side
What we did not findWe looked for a prescribed name correction form or fee for a KCC and did not find one stated. So we print none. It is a bank record, and banks handle a name correction through their own KYC process at the branch
The practical consequence, and it is a hopeful one. Because the name sits in a bank record, the correction is an ordinary bank correction, not a scheme procedure. You go to the branch where the account is, you show the Aadhaar and whatever else they ask for, and you put the request in writing. That is a route this website knows well, and our bank records page sets it out step by step.

How to Correct a Name in Fasal Bima and Kisan Credit Card Records in Jharkhand

1

Put all four papers on one table

The land record, the Aadhaar, the bank passbook and whatever the scheme gave you. Write down the four versions of the name. Nothing else on this list matters until you have done this.

2

Decide which one is the odd one out

Not which is easiest to change. Whichever disagrees with the other three, and with the rest of the household's papers, is the one that is wrong. Getting this backwards costs a season.

3

Separate the typing error from the real mismatch

If your papers agree with each other and only the scheme record differs, that is a digitisation error and the guidelines place responsibility for it on the State Government and the insurer. Say so.

4

Fix the Aadhaar if the Aadhaar is the odd one

It is mandatory for crop insurance from the Kharif 2017 season onwards, so it has to be right. Our Aadhaar name change page covers the route, the charge per attempt and the limits.

5

Fix the bank account if that is the odd one

A branch is a place you can walk into and a request you can hand over against a receipt. This is usually the quickest of the four to put right, and it matters because the money moves through it.

6

Treat the land record as the serious one

If the khatiyan or jamabandi is the record that is wrong, stop and take advice. Our jamabandi and khatiyan page explains why, and why an advocate is worth the money there.

7

Write to the scheme side in plain language

One page. What your papers show, what the record shows, copies of both attached, and a request to correct the entry. Quote paragraph 2.3 once, politely, and ask for a dated acknowledgement.

8

Write to the branch for the KCC side

Separately and in writing, because the two are different institutions. The bank handles it as a KYC correction, and the review or renewal moment is when it will otherwise bite you.

9

Act inside the seven days if you are given a window

The guidelines set out a correction step with a seven day window. Do not post it on day six from a village. Hand it over, or send it the same week and keep proof of sending.

10

Work backwards from the season dates

Premium collection runs up to 5th July for Kharif and 15th December for Rabi. Anything you want settled for a season has to be finished before those dates, not during that week.

11

Check the whole household in the same round

Father's name, wife's name, the names on a group loan. One trip that settles four people beats four trips, and our one notice for several certificates page explains when a family can be handled together.

12

Keep every receipt for years, not months

Photocopies of what you submitted, the counter acknowledgement, the letters. A claim is assessed by people who were not there when you enrolled, and paper is the only thing that speaks for you then.

The one thing we will not help anybody do. A land record decides who owns land. We will not help dress a change of ownership up as a spelling correction, on this page or on any other, and we say the same thing on the jamabandi page. If the name on the khatiyan is a different person, that is a transfer and it has its own lawful route. Ask an advocate, not a documentation desk.
Where most readers of this page will actually end up. One free comparison at the kitchen table, one Aadhaar correction or one letter to a branch, and the matter is closed. The households that need real help are the ones where the khatiyan itself carries an old spelling, because then the correction has to be made in the land record before anything downstream can settle. That is the harder job, and it is the one worth paying somebody to get right.

Central Gazette Process for a Name From Jharkhand, and Where It Fits a Farm Record

Read this before the rest of this section. A crop insurance enrolment and a Kisan Credit Card are not corrected by a gazette notice. They read a land record, an Aadhaar and a bank account, and each of those three has its own correction route. This process matters to you in one situation only: where somebody in the household is genuinely changing their own name, and the Aadhaar, the bank account and in some cases the land record have to follow afterwards. It is printed in full so you can see what a real file involves, and so you recognise at once when a gazette is being sold to a farmer whose only problem is an old spelling on a khatiyan. The answer there is no, because a gazette does not rewrite a land record.

No district in Jharkhand has a gazette counter, so a genuine file goes from Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar or anywhere else in the state to the Department of Publication, Civil Lines, Delhi 110054, and the notice publishes in Part IV of the Gazette of India. As reported in July 2025 the Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect, so there is no state alternative to fall back on.

The Eight Steps of a Name File Sent From Jharkhand

1

Settle the final name first

Letter by letter, with the spacing you want, and then use exactly that everywhere, Aadhaar included. A corrigendum after publication is a second fee and a second wait.

2

Pick the category, then its proforma

A genuine change of name is change of Name Adult or Major. A wrongly typed spelling is the public notice for a wrongly written name. Twelve categories exist and only one is yours.

3

Type the proforma in duplicate

Two originals with two witnesses giving signature, full name, address and mobile number on both copies. A change of name is signed in the old name; a public notice is signed in your own name.

4

Fill the employment field if it is a change of name

The adult proforma asks for the post of the applicant and the office or company name. A student or a homemaker should still complete it rather than leaving it blank, because a blank field brings the file back.

5

Publish and keep the original paper

One of the daily local leading newspapers, carrying both names in full, the father or husband name and the residential address. The whole original paper goes in the file, not a cutting.

6

Pay only through BharatKosh

The Non Tax Receipt Portal and nowhere else since October 2018. Select the Department of Publication by name, read the amount the portal shows on the day, pay in your own name and print the e-receipt.

7

Check every date, then post it yourself

Nothing in the file older than one year. Personally or by post or courier only, never through an agent or advocate. Photocopy everything first, because nothing sent in comes back.

8

Read the notice, then update in the right order

Check every word the day it publishes, download the e-Gazette copy, and then work through the Aadhaar and the bank account first, because the scheme records read both. Anything touching the land record is a separate job and belongs with an advocate.

The Five Papers in the File, and What Is Checked in Each

The five papers of a Central Gazette name file from Jharkhand and what the Department checks in each
The paperWhat is checked in it, clause by clause
1. The proforma, in duplicateThat it is the right category format; the existing full name exactly as your documents carry it; the new full name exactly as settled; the father or husband name; the full address with pin code; the post and office or company name where it is a change of name; the signature in the right name for the category; two witnesses complete with signature, full name, address and mobile number
2. The affidavit or undertakingThe same names and address as the proforma, word for word, with wording matching the category. On Rs 100 non-judicial stamp paper as our safe default
3. The original newspaperThe original paper, not a cutting; the paper name and date of publication visible; both names carried; the father or husband name and residential address; dated within the last year
4. Photographs, identity proof and any category paperTwo self attested passport photographs; self attested identity and address proof matching the proforma address; both witnesses proofs; and, in a public notice file, the attested photocopy of the connected document carrying the error
5. The CD, its certificate and the BharatKosh receiptMS Word, without the witness portion, with the name typed in place of the signature; the certificate that the hard copy and the soft copy are the same; the forwarding letter to the Controller of Publication with a telephone number and email; the e-receipt
The proforma is where files are lost, and there are twelve to choose from. A wrongly typed spelling filed on the change of name form declares henceforth be known as, claiming a change you never made. The Government charge already paid is not refunded, because BharatKosh payments are non-refundable. You then have six months to make good a shortcoming the Department points out, after which a fresh application with all new documents is required.
What to select on BharatKosh, field by field. Pay to the Department of Publication under the Ministry of Housing and Urban Affairs, and pick the Ministry, the Pay and Accounts Office and the Drawing and Disbursing Officer by their names in the dropdown, never by a code copied off a website. The codes printed for this office on different websites do not agree with each other, and money paid into the wrong head cannot be traced to your file. Read the amount on the portal on the day you pay, because it is revised each financial year.
Why a gazette cannot help a farm record on its own, stated as simply as we can. The scheme guidelines ask for documentary evidence of land records prevailing in the State and for an Aadhaar. A gazette notice is a published statement about a person's name. It does not rewrite a khatiyan, it does not rewrite a jamabandi and it does not rewrite an Aadhaar by itself, so on its own it changes nothing a scheme reads. Where a person is genuinely changing their name, the gazette is the evidence the later corrections rest on. Where a farmer merely has an old spelling on a land paper, a gazette file is not the route at all, and our name correction against name change page explains that difference in full.

The posting detail is on the sending the file to Delhi page, the change of name wording on the proforma format page and the public notice wording on the public notice proforma page, the charge by category on the fee and undertaking page, the reasons files come back on the rejection reasons page, and the download on the download page.

What a Fasal Bima and Kisan Credit Card Name Correction Costs in Jharkhand

Cost and time for correcting a name behind a crop insurance enrolment or a Kisan Credit Card in Jharkhand
ItemCostTime
Comparing the four papers at your own tableNothing, and it decides the whole job. The land record, the Aadhaar, the bank passbook and the scheme paper. Whichever disagrees with the other three is the one to correctHalf an hour
A written application about a wrong entry in the scheme recordNothing but the paper and the postage. The guidelines place responsibility for a digitisation error on the State Government and the insurance company, so this is a request made on a proper footingSend it the week you find it
Correcting the bank account nameThe bank's own process at the branch where the account is. We print no charge because banks differ and we verified none. Ask at the counter and get the request acknowledgedSet by the branch
Correcting the Aadhaar, where that is the record that is wrongAadhaar charges a fee per attempt with no refund and limits how often a name may be updated. It is mandatory for crop insurance from the Kharif 2017 season onwards, so it has to be rightSet by the enrolment centre
Correcting the land record itselfThe expensive one, and the one to take seriously. A khatiyan or jamabandi correction is a revenue process with its own costs, and our land record page explains why an advocate is usually worth itMonths, not days
A name correction inside the insurance scheme itself, or in the KCCWe print no fee, because we verified none. We found no prescribed correction form or charge stated for either, and a KCC name is handled at the branch as an ordinary bank record. Be careful of anybody quoting a fixed amount for thisNot stated in the sources we read
Government printing charge, only in a genuine change of a person's own nameThe guidelines print Rs 1,100 for an adult change of name and Rs 1,400 for a public notice, for FY 2016 to 2017, each with the caveat that the charge varies each financial year and from case to case. What BharatKosh shows on the payment screen the day you pay is the figure that countsPart IV publishes weekly, so allow several weeks from posting
Our chargeQuoted on your papers before you pay anything, and confirmed in writing. We print no service price on any page of this site
Do not trust a figure printed on any website, including this one, on the day you pay. The Department's own guidelines say the printing charge varies each financial year and from case to case, so the figures above are what the published guidelines show for 2016 to 2017 and are given so you know the order of the amount, not the amount. What BharatKosh shows when you reach the payment screen is the one that counts. Read it there and pay that.
The real cost of this job is not money, it is the calendar. Premium collection runs up to 5th July for Kharif and 15th December for Rabi. A correction that would have cost a farmer almost nothing in March costs him a whole season if he starts it in the first week of July. The advice we give most often on this subject is free, and it is simply this: do it now, in the quiet month. The line items across all records are on our name change cost page.

Myths About Fasal Bima and Kisan Credit Card Name Corrections

Common beliefs about correcting a name in crop insurance and Kisan Credit Card records and what is actually correct
What farmers are toldWhat is actually so
The name has to be corrected in the scheme, so there must be a scheme form for itThe scheme reads four other records. Correct whichever of those is wrong, and we print no form number for either scheme because we found none stated in the sources we read
A wrong entry in the record is the farmer's own carelessnessNot where your papers were right. The guidelines state that "State Government and concerned IC will be responsible for any incorrect entry/errors/omissions etc during digitisation." Carry that sentence with you
A gazette notification will correct the land record and the scheme along with itIt will not. A gazette is a published statement about a name. It does not rewrite a khatiyan or a jamabandi, and those are what the scheme asks for as documentary evidence
There is plenty of time, it can be done next seasonPremium collection runs up to 5th July for Kharif and 15th December for Rabi, and a correction window in the guidelines runs for seven days. A missed season is a missed year
Only landowners can take crop insurance, so a tenant has no standingWrong. "All farmers including sharecroppers and tenant farmers growing the notified crops in the notified areas are eligible for coverage", with contract or agreement papers permitted by the State in their case
Only landowners can get a Kisan Credit CardAlso wrong. The Reserve Bank circular lists "Tenant farmers, oral lessees & share croppers" and groups of such farmers among those eligible
If the bank never objected, the name must be fineThe bank does "A one-time documentation at the first time of availment" and then asks only about crops from the second year. Silence is not approval, it is simply nobody looking
Having a Kisan Credit Card means the insurance is compulsoryThe guidelines say the scheme "is optional for all farmers including farmers who have been sanctioned short-term Seasonal Agricultural Operations (SAO) loans/Kisan Credit Card (KCC)", with an opt-out by declaration to the lending branch
Change the Aadhaar to match the old khatiyan spellingOnly if the Aadhaar is the one that is wrong. If the Aadhaar carries the spelling your family actually uses, do not damage it to match a hundred year old entry. Correct the entry that is out of step with everything else
The agent in the market who offers to get it done knows a shortcutThere is no shortcut through a land record. Ask exactly which of the four papers he intends to change and by what process. Anybody who cannot answer that clearly is not worth paying
The question that ends most of these conversations. Ask: which of the four papers is out of step with the other three? Not how do I change the name in the scheme. The scheme holds no name of its own worth arguing with; it holds a copy of what your land paper, your Aadhaar and your bank account already say. Name the odd one out and the job becomes ordinary.

Key Terms in a Fasal Bima and Kisan Credit Card Name Correction

Key terms used when dealing with a wrong name in crop insurance or Kisan Credit Card records
TermWhat it means in practice
Pradhan Mantri Fasal Bima YojanaThe crop insurance scheme. It covers a notified crop in a notified area, and it is run through State Governments and insurance companies under published operational guidelines
Kisan Credit CardA bank credit facility for farming, run by banks under a Reserve Bank of India circular. Your counterparty is a branch, not a scheme office
Record of Right, or RoRThe land record the guidelines name as documentary evidence. In Jharkhand this is the world of the khatiyan and the jamabandi, and it is where most old spellings live
Land Possession CertificateAlso named in the guidelines as acceptable land evidence. Which papers a State accepts is set by that State, so ask locally rather than trusting a list on a website
Notified crop and notified areaThe crop and the area the State has notified for a season. If your crop or your village is not notified, the cover does not apply, whatever your name says
Loanee and non-loanee farmerWhether you came into the scheme through a crop loan or enrolled yourself. It decides which counter handles you, and the guidelines say the scheme is optional either way
Sharecropper and tenant farmerExpressly eligible under the guidelines, with contract or agreement papers permitted by the State. Not having the land in your own name does not shut you out
Oral lesseeA farmer cultivating under an unwritten arrangement, named as eligible for a Kisan Credit Card. With no written tenancy, what the bank recorded at the start matters even more

Fasal Bima and KCC Name Help Across Jharkhand

This is a subject where the offices that matter are all local to you: the block agriculture office, the bank branch, the Aadhaar enrolment centre and, where the land record itself is involved, the circle office. What we do sits before those visits and saves most of them. We read the land paper against the Aadhaar, the bank passbook and the scheme paper, tell you which single record is out of step with the rest, tell you whether what you are looking at is a genuine mismatch or a typing error made during digitisation, and draft the application or the branch letter so that it says the right thing the first time. Where the khatiyan itself is the problem, we will tell you plainly that this needs an advocate and not a documentation desk. All of it on your scans over WhatsApp, for every district.

Send the khatiyan and the Aadhaar

Send four things if you have them: the land paper you used, whether that is a khatiyan, a jamabandi extract or a possession certificate, the Aadhaar, the bank passbook page that carries the name, and whatever receipt, card or message the scheme gave you. If you farm on a tenancy or a sharecropping arrangement, send whatever paper covers that as well. Our first reply tells you which single record is out of step with the other three, whether what you have is a real mismatch or a typing error made when your papers were digitised, which office the request goes to, and what the letter should say. If the land record itself is the problem we will tell you so at once and tell you to take an advocate, because that is not a documentation job. And if you are anywhere near a season cut-off, say so in your first message, because that changes the order of everything. Details on the contact page.

Fasal Bima and Kisan Credit Card Name Change: Frequently Asked Questions

How do I change my name in my Fasal Bima record?+
You correct the record the scheme reads, not the scheme. Enrolment requires an Aadhaar and "necessary documentary evidence of land records prevailing in the State (Records of Right (RoR), Land possession Certificate (LPC) etc.)", and the money moves through a bank account. So put those three beside the scheme paper, find the one that disagrees with the other three, and correct that one. If all your own papers agree and only the scheme record differs, that is a digitisation error, and the guidelines place responsibility for it on the State Government and the insurance company.
Is there an official form and fee for a name correction in these schemes?+
We looked and we are not going to print one we did not find. The sources we read set out no prescribed name correction form or fee for either the crop insurance scheme or the Kisan Credit Card. A KCC name sits in a bank record and banks handle it through their own process at the branch. Be careful of anybody quoting a fixed price for a form nobody can show you. Ask them which of your four papers they intend to change and by what process.
A wrong name was typed into the record. Is that my fault?+
Not where the papers you submitted were correct. The operational guidelines state at paragraph 2.3 that "State Government and concerned IC will be responsible for any incorrect entry/errors/omissions etc during digitisation." IC means the insurance company. The guidelines also require that documents are "properly scrutinised, verified and uploaded" in legible form. Say this politely, in writing, with copies of your papers attached, and ask for a dated acknowledgement. It is a guideline and not a court order, but it puts you on a proper footing.
How long do I have to get this corrected?+
Less time than you think. The guidelines set out a correction step with a seven day window, and premium collection runs up to 5th July for the Kharif season and up to 15th December for the Rabi season. A missed season is a missed year, and no correction made afterwards brings back that harvest. Start in a quiet month, not in the sowing rush.
Why did the bank never tell me the name on my KCC was wrong?+
Because it was never looked at again. The Reserve Bank circular describes "A one-time documentation at the first time of availment of KCC loan and thereafter simple declaration (about crops grown/proposed) by farmer from the second year onwards". Your identity is checked once, at the start, and after that the bank asks about crops. Silence is not approval, it is nobody looking. It surfaces at the periodic review, which may continue, enhance or cancel the facility, and that is the worst moment for it to appear.
I farm on a tenancy, not my own land. Can I even be in these schemes?+
Yes, and this is worth knowing. The crop insurance guidelines say "All farmers including sharecroppers and tenant farmers growing the notified crops in the notified areas are eligible for coverage", with contract or agreement papers permitted by the State in their case. The Reserve Bank circular lists "Tenant farmers, oral lessees & share croppers" and groups of such farmers among those eligible for a Kisan Credit Card. Not having the land in your own name does not shut you out, though it does make the paper you do have more important.
The old spelling is on the khatiyan. Do I change the khatiyan or the Aadhaar?+
Whichever one is actually wrong, and this needs care. If the Aadhaar carries the spelling your family uses and everything else agrees with it, do not damage the Aadhaar to match a hundred year old entry. But a land record correction is a serious revenue process, not a form filling job. Our jamabandi and khatiyan name correction page explains what is involved and why an advocate is worth the money there.
Do I need a gazette notification for this?+
No, not for a spelling. These schemes read a land record, an Aadhaar and a bank account. A gazette notice is a published statement about a person's name, and it does not rewrite a khatiyan, a jamabandi or an Aadhaar by itself. Where somebody is genuinely changing their own name, the gazette is the evidence those later corrections rest on. Our name correction against name change page explains which of the two situations you are in.
I have a Kisan Credit Card. Does that mean the crop insurance is compulsory?+
No. The guidelines state the scheme "is optional for all farmers including farmers who have been sanctioned short-term Seasonal Agricultural Operations (SAO) loans/Kisan Credit Card (KCC)", and that an existing loanee farmer has the option of opting out by submitting the required declaration to the loan sanctioning branch. We give no view on whether you should be in it or out of it, which is a farming decision and not a documentation one.
Will a claim be refused only because of a spelling?+
We are not going to promise you either way, because we have not seen that stated. What we can tell you is where the trouble comes from: the money moves through a bank account, the enrolment rests on an Aadhaar and a land paper, and a name that does not match is what breaks the connection between them. The sensible course is to make sure the four papers agree before a claim is ever assessed, rather than to argue about it afterwards with a season already lost.
Somebody in the market says he can get it corrected quickly for a fee.+
Ask him one question: which of the four papers are you going to change, and by what process? There is no shortcut through a land record, an Aadhaar update or a bank KYC correction. All three are ordinary routes that you can follow yourself or that we can draft for you. Anybody who cannot name the paper and the process is selling you a wait, not a correction.
How much of this can you actually do for us?+
We read the land paper against the Aadhaar, the bank passbook and the scheme paper, tell you which single record is out of step, tell you whether it is a genuine mismatch or a typing error made during digitisation, draft the application or the branch letter, and tell you what to ask for and from whom. Where the khatiyan itself is the problem we will say so plainly and send you to an advocate, and we will not help anybody dress a transfer of land up as a spelling correction. We are a documentation consultancy and not advocates, not a bank, not an insurance company, not the Ministry of Agriculture and Farmers Welfare and not a revenue office.

Who wrote and checked this page

Written and maintained by the Jharkhandnamechange.com documentation desk, led by founder Vipin Chauhan, B.Tech LL.B, with 5+ years filing with the Department of Publication. The quoted positions on this page come from three Government sources and we keep them separate. From the operational guidelines of the Pradhan Mantri Fasal Bima Yojana, published on the scheme's own portal: that "All farmers including sharecroppers and tenant farmers growing the notified crops in the notified areas are eligible for coverage"; that farmers must "essentially submit Aadhar Number and declaration about the crop sown/ crops intended to be sown" together with "necessary documentary evidence of land records prevailing in the State (Records of Right (RoR), Land possession Certificate (LPC) etc.) and/or applicable contract/agreement details/other documents notified/permitted by concerned State Government in case of sharecroppers/tenant farmers"; that "Aadhaar has been made mandatory for availing Crop insurance from Kharif 2017 season onwards"; that the scheme "is optional for all farmers including farmers who have been sanctioned short-term Seasonal Agricultural Operations (SAO) loans/Kisan Credit Card (KCC)" with an opt-out by declaration to the lending branch; that documents must be "properly scrutinised, verified and uploaded on NCIP in legible form"; that "State Government and concerned IC will be responsible for any incorrect entry/errors/omissions etc during digitisation"; and, from the guidelines' activity timetable, a correction step carrying a seven day window and premium collection running up to 5th July for Kharif and up to 15th December for Rabi. From the Reserve Bank of India master circular on the Kisan Credit Card scheme: that those eligible are "Farmers - individual/joint borrowers who are owner cultivators; Tenant farmers, oral lessees & share croppers; Self Help Groups (SHGs) or Joint Liability Groups (JLGs) of farmers"; that there is "A one-time documentation at the first time of availment of KCC loan and thereafter simple declaration (about crops grown/proposed) by farmer from the second year onwards"; and that "Banks may determine the validity period of KCC and its periodic review. The review may result in continuation of the facility, enhancement of limit or cancellation". From the Press Information Bureau: that eligible farmers include owner cultivators and tenant farmers, oral lessees and share croppers; that a flexible limit of Rs 10,000 to Rs 50,000 may be provided as a Flexi KCC based on land holding and crops grown; that short term crop loans up to Rs 3 lakh are covered under the interest subvention and prompt repayment incentive arrangements; and that a revised Kisan Credit Card scheme was launched in December 2020. Four limits are declared on the page itself. First, the notified crops, the notified areas, the insurance company for a season and the State's own list of acceptable land papers are set by the State Government season by season, and we have verified none of them for Jharkhand, so this page prints no crop list, no company name, no sum insured and no premium rate. Second, we found no prescribed name correction form or fee for either scheme, so we print none, and we say plainly that a KCC name is handled at a branch as an ordinary bank record. Third, the seven day correction window comes from the guidelines' own activity timetable, and we have not verified how that step is operated in practice in Jharkhand, so we describe it and do not promise a counter that will honour it. Fourth, paragraph 2.3 is a published operational guideline and not a court order, and the page says so rather than promising a farmer an outcome. The framing of the subject as four records around one holding, the argument that the land rather than the name is the identifier here, and the use of the one-time documentation rule to explain why a wrong name survives for years, are our own working practice and are described as such. We state on the page that we will not help anybody present a transfer of land as a spelling correction, which is the same position we take on our land records page. The gazette category positions and the printing charges shown are from the Department of Publication's own published guidelines for FY 2016 to 2017, with the guidelines' own caveat that they vary each financial year and from case to case. We are a documentation consultancy and not advocates, not the Department of Publication, not the Ministry of Agriculture and Farmers Welfare, not the Reserve Bank of India, not any bank or insurance company and not a revenue office. Who we are is on the about page.

A Fasal Bima and KCC Name Problem in Eight Lines

The short version

  • Here the land is the identifier, not your name.
  • Four records must agree: land, Aadhaar, bank, enrolment.
  • Find the one that disagrees with the other three.
  • A digitisation error is the State and the insurer's responsibility.
  • The guidelines set out a correction window of seven days.
  • Premium cut-offs are 5th July for Kharif, 15th December for Rabi.
  • A bank checks a KCC name once, at first availment, and never again.
  • Tenant farmers, sharecroppers and oral lessees are all eligible.

Do this in a quiet month, not in the week the premium closes.

Half an hour with four papers on one table tells you which single record is wrong. Send us photographs of all four and we will tell you which one it is and what the letter should say.
