SHG Member Name Mismatch in Jharkhand: Sakhi Mandal, JSLPS Records and Bank Linkage
Many women in Jharkhand belong to a Self Help Group (SHG), often called a Sakhi Mandal, promoted by JSLPS, the State Rural Livelihood Mission. The SHG has its own bank account, and the RBI says only the office bearers' KYC is needed to open it. So a member's name slip does not always stop the group. But it matters in three places: when you are an office bearer who signs for the group, when you take an individual loan or benefit through the group, and when your name in the SHG's own records differs from Aadhaar. We publish Gazette notices, and we say this first: a spelling slip in SHG records needs no Gazette notice.
Five points, in the order you will need them. First, if you are an office bearer, your name at the bank must match Aadhaar, because your KYC stands for the group. Second, when office bearers change, the group passes a resolution and the new signatories do KYC at the bank. Third, ask your SHG to correct your name in its register to match Aadhaar; this is our advice. Fourth, for your own benefits, your own bank account must match Aadhaar too. Fifth, a spelling slip here does not need a Gazette. We publish Gazette notices, and we say this plainly.
What the RBI Rules Say About SHG Bank Accounts and KYC
The points below come from the RBI's Master Circular on DAY-NRLM of 1 April 2025, as published by TaxGuru, and the bank linkage FAQ on the LokOS portal. Where a point is our own reading, we say so.
| Point | What the source shows |
|---|---|
| Opening the SHG account | Account form and a resolution of the SHG authorising office bearers to open and operate it, per the LokOS FAQ |
| KYC of office bearers | "KYC verification of all the office bearers shall suffice", per the LokOS FAQ |
| KYC of members | "KYC verification of all the members of SHG shall not be required while opening the Savings bank account" |
| Aadhaar e-KYC | If e-KYC of office bearers is done, no other proof than Aadhaar is needed |
| Loans | First dose six times the corpus or Rs 1.5 lakh; second eight times or Rs 3 lakh; third at least Rs 6 lakh, per the 2025 Master Circular |
| Collateral | "For loans to SHGs up to Rs 10.00 lakh, no collateral and no margin will be obtained" |
So the bank checks names for the office bearers, not for every member. That is why an ordinary member's slip rarely stops the group's account. But an office bearer's slip can, and so can a slip in the records used for individual benefits. This is our reading.
Which SHG Name Case You Have
SHG name problems fall into a few kinds. This sorting is ours, based on the cases members bring us.
| What does not match | What it usually is |
|---|---|
| Office bearer's bank name differs from Aadhaar | A slip when signatories were recorded |
| New office bearer not yet at the bank | Change of president or secretary not updated |
| Member's name in the register differs | Written from memory, or a Hindi spelling |
| Member's own bank account differs | An old account in a short name |
| Name before marriage | Joined the group after marriage, older papers in maiden name |
| Husband's name differs | A slip in the "wife of" line |
| Genuine change of name | A deliberate new name, after joining |
How to Fix an SHG Member or Office Bearer Name
We found no published JSLPS rule on correcting a member's name. What follows is how groups usually handle it. The table below is our practical advice.
| Situation | What we usually advise |
|---|---|
| Office bearer's bank name differs | The office bearer gives the bank Aadhaar for e-KYC, with the group's letter |
| New office bearer | A fresh group resolution, then KYC of the new signatories at the bank |
| Member's name in the register | Correct it in the group's books at a meeting, as in Aadhaar; ask the CRP to update LokOS |
| Member's own bank account | See Jan Dhan account name mismatch |
| Name before marriage | See name change after marriage |
| Tribal surname spelt differently | See tribal surname correction |
| Genuine change of name | A Gazette notice, then Aadhaar, then the bank and the group's books |
For an office bearer, the bank record is what matters, because she signs for the whole group. If her name at the bank differs from Aadhaar, the group's withdrawals and loan papers can stall. Fix her record first. This is our advice.
For an ordinary member, the group's register is what matters. At the next meeting, the group can record the correct name as in Aadhaar in its minutes, and the bookkeeper or CRP can update the group's records. Keep a copy of the minutes. This is our advice.
Your Own Bank Account and Benefits as an SHG Member
Many benefits reach an SHG member in her own name, not the group's. This list is our advice.
| Record | Why it matters |
|---|---|
| Your own savings account | Individual payments land here. See Jan Dhan account |
| DBT seeding | See DBT Aadhaar seeding |
| Maiyan Samman | See Maiyan Samman name mismatch |
| Insurance through the group | See PMJJBY and PMSBY |
| A small business loan of your own | See PM Mudra loan |
| MGNREGA or pension | See MGNREGA job card |
Does an SHG Name Mismatch Need a Gazette Notice?
No, for a spelling slip, a Hindi spelling or a name before marriage. The group corrects its books, and the bank corrects an office bearer's record with Aadhaar. A Gazette notice is for a genuine change of name, and even then each record needs its own update.
| Situation | What usually applies |
|---|---|
| Office bearer's bank name wrong | Aadhaar e-KYC at the bank. No Gazette |
| Member's register name wrong | Group minutes and books. No Gazette |
| Name before marriage | Marriage certificate. No Gazette |
| Change of office bearers | Group resolution and KYC. No Gazette |
| Genuine change of name | A Central Gazette notice, then Aadhaar, the bank and the group's books |

Central Gazette Process for a Name From Jharkhand, and Where It Fits an SHG Member
No district in Jharkhand has a gazette counter, so a genuine file goes from Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar or anywhere else in the state to the Department of Publication, Civil Lines, Delhi 110054, and the notice publishes in Part IV of the Gazette of India. As reported in July 2025 the Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect, so there is no state alternative to fall back on.
The Eight Steps of a Name File Sent From Jharkhand
Settle the final name first
Letter by letter, with the spacing you want, and then use exactly that everywhere, Aadhaar included. A corrigendum after publication is a second fee and a second wait.
Pick the category, then its proforma
A genuine change of name is change of Name Adult or Major. A wrongly typed spelling is the public notice for a wrongly written name. Twelve categories exist and only one is yours.
Type the proforma in duplicate
Two originals with two witnesses giving signature, full name, address and mobile number on both copies. A change of name is signed in the old name; a public notice is signed in your own name.
Fill the employment field if it is a change of name
The adult proforma asks for the post of the applicant and the office or company name. A student or a homemaker should still complete it rather than leaving it blank, because a blank field brings the file back.
Publish and keep the original paper
One of the daily local leading newspapers, carrying both names in full, the father or husband name and the residential address. The whole original paper goes in the file, not a cutting.
Pay only through BharatKosh
The Non Tax Receipt Portal and nowhere else since October 2018. Select the Department of Publication by name, read the amount the portal shows on the day, pay in your own name and print the e-receipt.
Check every date, then post it yourself
Nothing in the file older than one year. Personally or by post or courier only, never through an agent or advocate. Photocopy everything first, because nothing sent in comes back.
Read the notice, then update in the right order
Check every word the day it publishes and download the e-Gazette copy. Then update Aadhaar and PAN, and then the bank and the group's books, with the original Gazette notification.
The Five Papers in the File, and What Is Checked in Each
| The paper | What is checked in it, clause by clause |
|---|---|
| 1. The proforma, in duplicate | That it is the right category format; the existing full name exactly as your documents carry it; the new full name exactly as settled; the father or husband name; the full address with pin code; the post and office or company name where it is a change of name; the signature in the right name for the category; two witnesses complete with signature, full name, address and mobile number |
| 2. The affidavit or undertaking | The same names and address as the proforma, word for word, with wording matching the category. On Rs 100 non-judicial stamp paper as our safe default |
| 3. The original newspaper | The original paper, not a cutting; the paper name and date of publication visible; both names carried; the father or husband name and residential address; dated within the last year |
| 4. Photographs, identity proof and any category paper | Two self attested passport photographs; self attested identity and address proof matching the proforma address; both witnesses proofs; and, in a public notice file, the attested photocopy of the connected document carrying the error |
| 5. The CD, its certificate and the BharatKosh receipt | MS Word, without the witness portion, with the name typed in place of the signature; the certificate that the hard copy and the soft copy are the same; the forwarding letter to the Controller of Publication with a telephone number and email; the e-receipt |
The posting detail is on the sending the file to Delhi page, the change of name wording on the proforma format page and the public notice wording on the public notice proforma page, the charge by category on the fee and undertaking page, the reasons files come back on the rejection reasons page, and the download on the download page.
What an SHG Name Correction Costs in Jharkhand
The costs are small: perhaps an Aadhaar update fee and an affidavit. Correcting the group's own books costs nothing. Not a Gazette notice, for a slip.

|---|---|
| Correcting the group's register | The group's own work, at its meeting |
| Office bearer KYC at the bank | We found no published fee. Ask your branch |
| Aadhaar update | As UIDAI charges at the centre. See our Aadhaar page |
| Affidavit | Stamp paper, Rs 100 as our safe default, plus the notary's fee |
| Gazette notice | Only if you choose it for a genuine new name. Paid on BharatKosh, revised each year and non-refundable |
| What we charge | Quoted on the call. For telling you which record to fix, nothing |
