eMigrate and ECR Name Mismatch for Overseas Jobs From Jharkhand
Many workers from Jharkhand go to Gulf countries and Malaysia for jobs. If your passport is marked ECR (Emigration Check Required), you need emigration clearance through the eMigrate system before you fly for work to one of 18 notified countries, as reported. That clearance puts your passport, visa and job contract side by side. If the name differs by even a letter, it can stop. And if you have passed matric but your certificate spells you differently from your passport, getting a non-ECR passport can stop too. We publish Gazette notices, and we say this first: a spelling slip here needs no Gazette notice.
Five points, in the order you will need them. First, your passport is the master paper for an overseas job. The visa and contract must copy it exactly. This is our advice. Second, if the visa or contract is wrong, the employer or recruiting agent must get it reissued; do not travel on it. Third, if the passport itself is wrong, it is reissued by the passport office. Fourth, if you have passed matric, you may qualify for a non-ECR passport on reissue, as reported, but your certificate and passport names should match first. Fifth, a spelling slip does not need a Gazette. We publish Gazette notices, and we say this plainly.
What ECR, ECNR and eMigrate Mean for a Worker From Jharkhand
We read guidance published by Indian embassies on ECR and emigration clearance. The handling advice further down is ours. Rules for overseas jobs change, so check the eMigrate portal and the MEA's own pages before you rely on any point.
| Point | What the sources show |
|---|---|
| The law | The Emigration Act, 1983 says a citizen going abroad for such employment needs clearance from the Protector of Emigrants, as reported |
| Who needs clearance | Only ECR passport holders going for a job in the 18 notified countries. Tourists, visitors and students do not, as reported |
| The 18 countries | Afghanistan, Bahrain, Indonesia, Iraq, Jordan, Saudi Arabia, Kuwait, Lebanon, Libya, Malaysia, Oman, Qatar, South Sudan, Sudan, Syria, Thailand, UAE and Yemen, as reported |
| Who is not ECR | Among others: matric pass and above, persons over 50, children under 18, income tax payers, and those with 3 or more years of work abroad, as reported |
| Getting rid of ECR | Apply for a reissue of the passport. A new passport is issued; an endorsement is not allowed, as reported |
| Nurses | Certain professions, such as nurses, need clearance whatever their education, as reported |
| eMigrate | The Government's online system for emigration clearance and registered recruiting agents |
So two different name problems can hit a worker. One is at clearance, where the passport, visa and contract are compared. The other is before that, when a matric pass worker tries to move to a non-ECR passport and the matric certificate does not match. This is our reading.
Which eMigrate or ECR Name Mismatch You Have
Name problems for an overseas job fall into a few kinds. This sorting is ours, based on the papers workers and families send us.
| What does not match | What it usually is |
|---|---|
| Visa differs from passport | The employer typed the name from another paper |
| Contract differs from passport | The agent's slip |
| Surname and given name swapped | The foreign system read the name the other way round |
| Matric certificate differs from passport | Blocks the move from ECR to non-ECR |
| Father's name differs | Passport and school papers spell it differently |
| Passport itself is wrong | A slip from when it was first issued |
| A completely different name | A genuine change of name |
How to Fix an eMigrate or ECR Name Mismatch Before You Fly
Each paper is corrected by whoever issued it. The table below is our practical advice.
| Situation | What we usually advise |
|---|---|
| Visa differs from passport | Ask the employer, through the agent, to get the visa reissued in the passport spelling |
| Contract differs from passport | Ask the agent for a fresh contract. Never sign a wrong one |
| Passport itself is wrong | Reissue at the passport office. See passport name change |
| Matric certificate differs from passport | Decide which is right. See JAC certificate correction or reissue the passport |
| Passport office refuses | See name change rejected at the passport office |
| Nurse going abroad | Also match your council record. See nursing council registration |
| Genuine change of name | A Gazette notice, then a passport reissue, then fresh visa papers |
The order matters. Fix the passport first, if it is wrong, because the visa and contract will be made from it. Then the visa, then the contract. A visa made on an old passport may need to be made again on the new one. Ask the employer before you reissue a passport mid-process. This is our advice.
For a matric pass worker on an ECR passport, the cleanest path is to make the matric certificate and passport agree, then apply for a reissue as non-ECR. See our JAC marksheet and Aadhaar mismatch page if your school papers also differ from Aadhaar. A one-and-the-same affidavit may help; the passport office decides.
Records to Keep Matching While Working Abroad From Jharkhand
Your passport name follows you into work permits, bank transfers and records back home. This list is our advice.
| Record | What to watch |
|---|---|
| Passport number after reissue | See new passport number after name change |
| Police clearance | See police verification and character certificate |
| Bank account at home | See bank records |
| PAN and Aadhaar | See PAN and Aadhaar |
| Trade certificate | See ITI certificate correction |
| Changing a name while abroad | See name change for NRIs from Jharkhand |
Does an eMigrate or ECR Name Mismatch Need a Gazette Notice?
No, for a spelling slip, a swapped surname or a parent's name slip. Those are corrected by the employer, the passport office or the board. A Gazette notice is for a genuine change of name, and even then the passport and visa still need reissue.
| Situation | What usually applies |
|---|---|
| Visa or contract slip | Employer reissue. No Gazette |
| Passport slip | Passport reissue. No Gazette |
| Name after marriage | Marriage certificate. No Gazette |
| Aadhaar slip | Aadhaar update. No Gazette |
| Genuine change of name | A Central Gazette notice, then each paper |

Central Gazette Process for a Name From Jharkhand, and Where It Fits an Overseas Job
No district in Jharkhand has a gazette counter, so a genuine file goes from Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar or anywhere else in the state to the Department of Publication, Civil Lines, Delhi 110054, and the notice publishes in Part IV of the Gazette of India. As reported in July 2025 the Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect, so there is no state alternative to fall back on.
The Eight Steps of a Name File Sent From Jharkhand
Settle the final name first
Letter by letter, with the spacing you want, and then use exactly that everywhere, Aadhaar included. A corrigendum after publication is a second fee and a second wait.
Pick the category, then its proforma
A genuine change of name is change of Name Adult or Major. A wrongly typed spelling is the public notice for a wrongly written name. Twelve categories exist and only one is yours.
Type the proforma in duplicate
Two originals with two witnesses giving signature, full name, address and mobile number on both copies. A change of name is signed in the old name; a public notice is signed in your own name.
Fill the employment field if it is a change of name
The adult proforma asks for the post of the applicant and the office or company name. A student or a homemaker should still complete it rather than leaving it blank, because a blank field brings the file back.
Publish and keep the original paper
One of the daily local leading newspapers, carrying both names in full, the father or husband name and the residential address. The whole original paper goes in the file, not a cutting.
Pay only through BharatKosh
The Non Tax Receipt Portal and nowhere else since October 2018. Select the Department of Publication by name, read the amount the portal shows on the day, pay in your own name and print the e-receipt.
Check every date, then post it yourself
Nothing in the file older than one year. Personally or by post or courier only, never through an agent or advocate. Photocopy everything first, because nothing sent in comes back.
Read the notice, then update in the right order
Check every word the day it publishes and download the e-Gazette copy. Then update Aadhaar and PAN, and then your bank account and residence papers, with the original Gazette notification.
The Five Papers in the File, and What Is Checked in Each
| The paper | What is checked in it, clause by clause |
|---|---|
| 1. The proforma, in duplicate | That it is the right category format; the existing full name exactly as your documents carry it; the new full name exactly as settled; the father or husband name; the full address with pin code; the post and office or company name where it is a change of name; the signature in the right name for the category; two witnesses complete with signature, full name, address and mobile number |
| 2. The affidavit or undertaking | The same names and address as the proforma, word for word, with wording matching the category. On Rs 100 non-judicial stamp paper as our safe default |
| 3. The original newspaper | The original paper, not a cutting; the paper name and date of publication visible; both names carried; the father or husband name and residential address; dated within the last year |
| 4. Photographs, identity proof and any category paper | Two self attested passport photographs; self attested identity and address proof matching the proforma address; both witnesses proofs; and, in a public notice file, the attested photocopy of the connected document carrying the error |
| 5. The CD, its certificate and the BharatKosh receipt | MS Word, without the witness portion, with the name typed in place of the signature; the certificate that the hard copy and the soft copy are the same; the forwarding letter to the Controller of Publication with a telephone number and email; the e-receipt |
The posting detail is on the sending the file to Delhi page, the change of name wording on the proforma format page and the public notice wording on the public notice proforma page, the charge by category on the fee and undertaking page, the reasons files come back on the rejection reasons page, and the download on the download page.
What Fixing an Overseas Job Name Mismatch Costs
The costs are small: a passport reissue fee if the passport is wrong, and perhaps an affidavit. Not a Gazette notice, for a slip. We could not verify current eMigrate clearance or passport reissue fees, so we print no amount; check the official portals.
| Item | What we can and cannot tell you |
|---|---|
| Visa reissue | Usually the employer's cost. Ask in writing |
| Fresh job contract | No fee that we know of |
| Passport reissue | As the passport office charges. Check the official site |
| Emigration clearance | Not verified. Check eMigrate |
| Affidavit | Stamp paper, Rs 100 as our safe default, plus the notary's fee |
| Gazette notice | Not needed for a spelling slip. Paid on BharatKosh, revised each year and non-refundable, if ever needed |
| What we charge | Quoted on the call. For telling you which paper to fix, nothing |
