ITI Certificate Name Correction in Jharkhand: NCVT, Skill India Digital Hub and the Approval Chain
ITI marksheets and National Trade Certificates are issued by the Directorate General of Training (DGT), and their records have moved from NCVT MIS to the Skill India Digital Hub (SIDH). A DGT order dated 23 December 2025 sets out how "profile corrections (name, DOB, Father Name, Mother Name etc.)" are handled for trainees admitted from 2014 onwards, and how older legacy certificates are corrected. Every correction passes through a chain: "Trainee Nodal ITI/NSTI Approver State/RDSDE DGT". So your own ITI is the first desk, not DGT in Delhi. A spelling slip in your ITI certificate needs no Gazette notice. We publish Gazette notices, and we say this first.
Five points, in the order you will need them. First, find your admission year: from 2014 onwards it is a profile correction; before 2014 it is a legacy certificate correction. Second, start at your own ITI, because the DGT order routes every request "Trainee Nodal ITI/NSTI Approver State/RDSDE DGT". Third, match your Class 10 certificate; it is the record your ITI admission was made against. Fourth, while a correction is pending, the order asks employers to consider candidates on the basis of provisional certificates or marksheets. Fifth, a spelling slip is not a change of name and needs no Gazette notice. We publish Gazette notices, and we say plainly when you do not need one.
NCVT MIS to Skill India Digital Hub: Where ITI Certificate Corrections Happen Now
DGT's order of 23 December 2025, File No. DGT-11/2025-ITCell, has the subject "Profile correction and c-legacy certificate correction on Skill India Digital Hub (SIDH)". It was issued because ITI data is being moved from NCVT MIS to SIDH, at dgt.skillindiadigital.gov.in.

The order says a grievance "will be processed after approval from following stages": the trainee, the nodal ITI or NSTI approver, the State or RDSDE, and DGT. So a request that never leaves your ITI never reaches DGT.

Profile Correction or Legacy Certificate Correction for an ITI Name
The DGT order splits trainees at 2014. It speaks of "profile corrections (name, DOB, Father Name, Mother Name etc.)" for trainees admitted from 2014 onwards, and "corrections in legacy certificates for trainees admitted before year 2014".

Applying for Jobs While Your ITI Certificate Correction Is Pending
The DGT order has a line for employers: they should "consider candidates on the basis of the provisional certificates or marksheets available with them till issuance of corrected/final certificates". Show this to a recruiter if your corrected certificate has not come yet.

Does an ITI Certificate Name Correction Need a Gazette Notice?
Usually not. A misspelt name on an ITI certificate is a correction against your ITI admission record and Class 10 certificate. The DGT order routes it through the ITI, State and DGT. A Gazette notice is not part of that route.

Central Gazette Process for a Name From Jharkhand, and Where It Fits an ITI Certificate
No district in Jharkhand has a gazette counter, so a genuine file goes from Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar or anywhere else in the state to the Department of Publication, Civil Lines, Delhi 110054, and the notice publishes in Part IV of the Gazette of India. As reported in July 2025 the Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect, so there is no state alternative to fall back on.
The Eight Steps of a Name File Sent From Jharkhand
Settle the final name first
Letter by letter, with the spacing you want, and then use exactly that everywhere, Aadhaar included. A corrigendum after publication is a second fee and a second wait.
Pick the category, then its proforma
A genuine change of name is change of Name Adult or Major. A wrongly typed spelling is the public notice for a wrongly written name. Twelve categories exist and only one is yours.
Type the proforma in duplicate
Two originals with two witnesses giving signature, full name, address and mobile number on both copies. A change of name is signed in the old name; a public notice is signed in your own name.
Fill the employment field if it is a change of name
The adult proforma asks for the post of the applicant and the office or company name. A student or a homemaker should still complete it rather than leaving it blank, because a blank field brings the file back.
Publish and keep the original paper
One of the daily local leading newspapers, carrying both names in full, the father or husband name and the residential address. The whole original paper goes in the file, not a cutting.
Pay only through BharatKosh
The Non Tax Receipt Portal and nowhere else since October 2018. Select the Department of Publication by name, read the amount the portal shows on the day, pay in your own name and print the e-receipt.
Check every date, then post it yourself
Nothing in the file older than one year. Personally or by post or courier only, never through an agent or advocate. Photocopy everything first, because nothing sent in comes back.
