Ration Card Name Deletion and Transfer in Jharkhand

The first thing to say is the thing that will calm a household down, and almost nobody says it. If a woman has married into another district, or a worker has moved for a job, the family does not have to go hungry while the paperwork is sorted out. Under One Nation One Ration Card the Government's own position is that the system "provides flexibility to all NFSA beneficiaries to lift their foodgrains from any FPS (Fair Price Shop) of their choice", and that the aim is that "anyone can take their share of food grains from any district of any state of the country", on the same existing ration card with biometric authentication. So the urgent problem and the paperwork problem are two different problems. Food is portable. The record is not, and this page is about the record.

5Kilograms a month per person in a priority household
35Kilograms a month per household under Antyodaya, whoever is on it
34States and Union Territories where portability was implemented
0New cards a migrating beneficiary needs in order to eat
Quick answer

Separate the eating from the paperwork, then find out which kind of card you hold, because that decides whether a deletion costs the family anything at all. A priority household is entitled under Section 3 of the National Food Security Act 2013 to five kilograms of foodgrains per person per month. An Antyodaya Anna Yojana household is entitled to thirty-five kilograms of foodgrains per household per month. Read those two sentences against each other. On a priority card, every name is worth five kilograms a month, so a deletion that is not matched by an addition somewhere else is a real loss, and a name left on a card after the person has gone is an entitlement the household is not supposed to have. On an Antyodaya card the quantity is per household, so the count of names does not change the grain at all. Nobody explains this, and it is the difference between a job that is urgent and a job that is merely necessary. Then do the record properly: a written application to delete at the old block supply office, a written application to add at the new one, and a dated acknowledgement for both. What we will not print is a Jharkhand form number, fee or timeline, because the State's ration portals would not open for us and we verified none from a Government source.

The Ration Card Already Travels, So Nobody Has to Go Hungry Waiting

Ration card name deletion and transfer in Jharkhand
Food is portable across the country. The household record is not. They are two different jobs.

Families ring us about this in a panic, because somebody has moved and somebody else has said the card will stop working. Here is the Government's own published position, and it is worth reading before anything else on this page.

What the Government states about One Nation One Ration Card portability
What is officially statedWhat it means for a household in Jharkhand
The system "provides flexibility to all NFSA beneficiaries to lift their foodgrains from any FPS (Fair Price Shop) of their choice"Of their choice. Not only the shop the card was issued against. That single phrase removes most of the fear a family arrives with
The aim is that "anyone can take their share of food grains from any district of any state of the country"So a district move inside Jharkhand, or a move to another State for work, is not by itself a reason the family cannot draw rations
Beneficiaries use their same or existing ration card with biometric authenticationNo new card is needed in order to eat. That is the sentence to repeat to whoever is frightening the household
"A migrant beneficiary is able to get ration at the destination he or she is working in, his/her family back home is also allowed to get their part of the entitled ration."The household can be split across two places and both ends can draw. This is the provision that matters most in a State that sends workers everywhere
It was "swiftly implemented in 34 States/UTs" as stated in August 2021So this is not a pilot and it is not new. If a shopkeeper tells you a card from another district cannot be used, he is describing his own inconvenience, not the scheme
The Government also launched a Mera Ration mobile application for NFSA beneficiaries, "particularly migrant beneficiaries", with registration of migrants, entitlements and nearby shop locations, in 12 languagesWorth putting on the phone of whoever in the family has travelled. We have not tested it ourselves and we describe it only as the Government does
So why bother with the paperwork at all? Because portability is about drawing grain and the record is about who belongs to which household. Those two questions come apart the moment somebody wants a scheme, a certificate, a school admission or a benefit that reads the ration card as proof of a household. Portability buys you time. It does not settle the record, and the record is what everything else reads.
The limit of what we verified, said plainly. We took the portability position from the Government's own published factsheet. We did not test any shop, any machine or any app ourselves, and biometric authentication failing at a counter is a real thing that happens to real people. If it happens to you, that is a grievance with a named forum, which is dealt with further down this page.

What One Name on a Ration Card Is Actually Worth Each Month

Before you decide how urgent any of this is, find out which kind of card the household holds. The Act gives two completely different answers, and the difference decides whether a deletion costs the family anything at all.

How the National Food Security Act 2013 sets entitlement for priority households and Antyodaya Anna Yojana households
The kind of cardWhat the Act provides, and what a name is worth
A priority householdSection 3(1): every person belonging to priority households "shall be entitled to receive five kilograms of foodgrains per person per month" at subsidised prices. So each name is worth five kilograms a month, and the count of names is the entitlement
An Antyodaya Anna Yojana householdEntitled to "thirty-five kilograms of foodgrains per household per month". Per household, not per person. Adding or removing a name does not change the quantity at all
What that means for a deletion on a priority cardThe household loses five kilograms a month. Which is exactly why it should be matched by an addition at the other end, in the same season, rather than left for a year
What it means for a deletion on an Antyodaya cardNothing, in grain. The job is still necessary for the record, but the household is not losing food while it is pending, and knowing that removes a lot of unnecessary anxiety
What it means for a name left on after somebody has goneOn a priority card, five kilograms a month the household is not supposed to be drawing. That is the position nobody wants to be found in, and it is far better volunteered than discovered
Who decides the categoryThe State, under Section 10, which identifies Antyodaya households first and then classifies the rest as priority households within the coverage the Central Government determines. So the first question at a block office is usually the category, not the name
The question to ask before anything else. Is this a priority card or an Antyodaya card? The answer changes how urgent the whole job is, and most households have never been told which they hold. It is written on the card, and if it is not clear, the block supply office will tell you in one sentence.
What we are not printing, and why. The Act sets subsidised prices in its Schedule for an initial period, and those are revisable. So we print no price per kilogram, because a figure from the statute's opening years is not a promise about the rate at your shop this month. Ask at the fair price shop, and if what you are charged does not match what you are told, that is a grievance with a named officer, further down this page.

Deletion From a Ration Card, and Why It Is Not an Afterthought

Every guide on this subject explains how to add a name. Deletion gets a sentence, usually at the end, and it is the half that causes the trouble, because it is the half a family has no reason to remember until somebody asks a question.

1

Nobody should be counted in two households

This is the whole principle, and it is the reason a deletion and an addition are two halves of one job. An addition without the matching deletion leaves a person entered twice, which on a priority card means five kilograms a month drawn against one person in two places.

2

Volunteer it rather than waiting to be found out

A household that raises the old entry itself is in a completely different position from one where it surfaces during a check. Say it in the first sentence of the application: she is on this card, we are asking for her to be removed, she is joining that household.

3

A death is the other common reason, and it is the harder one

Families put it off, understandably. But a name left on a card after a death is the same problem with a sadder cause, and it also gets in the way of the household records that come afterwards. Do it in the same round as the other papers rather than alone.

4

Ask what the office gives you back

Practice varies and we did not verify Jharkhand's. Ask, in writing, whether anything is issued to confirm the deletion, because whatever it is will be asked for at the other end. Get the answer in writing and keep it with the new application.

5

Check who is left as head of the household afterwards

If the person removed was the head, the entry moves. Section 13 of the Act makes the eldest woman of eighteen or above the head for the purpose of issue of ration cards. Raise it at the same time rather than leaving a card whose head entry no longer matches anybody living there. Our page on adding a wife's name to a ration card sets that section out in full.

6

And read the card that comes back, whichever end it comes from

Names, spellings, the head entry, the category. A deletion is an opportunity to check the whole card once, and it is the only time in years that anybody will look at it properly.

The one thing we will not help with. We will not help a household keep a name on a card after the person has left it or died, and we will not help enter anybody who does not live where the application says. This is a document that decides what families eat, and a false entry here is a criminal matter rather than an inconvenience. Everything on this page is about getting a true record recorded properly and quickly.

A Bride Moving Districts, and the Order That Avoids a Gap

This is the case we are asked about more than any other on this subject, and the anxiety attached to it is almost always about the wrong thing. The fear is that she will fall between two cards and get nothing. Here is how to make sure she does not.

The sequence for moving a married woman from her parents' ration card to her marital household's card
The stepWhy it is in that position
Settle one form of her name first, before any applicationBecause the ration card is often the first document made after a wedding, and whatever goes on it is copied by everything that follows. Our Kumari or Devi page covers the choice most Jharkhand families face
Correct her Aadhaar if it is the record out of stepThe system leverages the Aadhaar for unique identification with biometric authentication, which is also what portability runs on. An Aadhaar that does not match is a problem in two places at once. Our Aadhaar page covers it
Ask the new block supply office what it wants, and in what orderSome offices want the deletion evidence before they will add. Asking first costs one conversation; guessing costs a season. We could not verify Jharkhand's own sequence and we are not going to invent one
Apply at both ends in the same week if you canDeletion at her parents' block, addition at her marital household's block, each in writing, each with a dated acknowledgement. Two letters posted in one week is the whole method
In the meantime, she eats under portabilityThis is the part to tell her mother-in-law. The Government's position is that a beneficiary can lift foodgrains from a fair price shop of their choice, in any district of any State, on the existing card. She is not going to fall between two cards and get nothing
Then check the head entry on both cardsOne household has lost a member and one has gained one. Section 13 decides the head by who the eldest woman of eighteen or above now is, at both ends, and it is far easier to raise while the file is open
The sentence that settles the household argument. Her food is not at risk while this is being done, because the card can be used at a shop of her choice anywhere. What we are fixing is the record, and we are fixing it properly rather than quickly. Almost every panicked call we take on this subject ends with that sentence, and it is free to say.
Where a real gap can still appear. Not in the grain, but in everything that reads a ration card as proof of a household: a scheme application, a certificate, an admission, a benefit that asks who lives where. Those are the places a half done move actually hurts, which is why we say do both halves in the same week and keep both receipts. Our Government scheme records page covers what else reads the household.

Why the Ration Card Transfer Page You Found Is From Another State

When we searched this subject while preparing the page, one of the highest results was an official Government page setting out a transfer and surrender procedure in careful detail. It belonged to Uttarakhand. It is a perfectly good page. It is simply not about Jharkhand, and nothing on it tells a reader in Ranchi or Dumka that.

Why ration card procedures differ between States and how to check you are reading the right one
The pointWhat follows from it
A ration card is defined in the Act as "a document issued under an order or authority of the State Government"The entitlement is Central and the card is the State's. So the five kilograms and the head of household rule travel across India, and the form, the office and the procedure do not
Another State's official page is still an official pageWhich is exactly why it ranks and why it reads convincingly. Officialness is not the same as relevance, and this is the trap on this particular keyword
How to check in five secondsLook at the web address for the State. A Jharkhand procedure lives on a jharkhand.gov.in address, and anything ending in another State's name is another State's procedure however good it is
The Jharkhand department's own addressesAahar at aahar.jharkhand.gov.in, Green Ration Card at jsfss.jharkhand.gov.in, and PDS at pds.jharkhand.gov.in, under the Department of Food, Public Distribution and Consumer Affairs at Project Bhawan, Dhurwa, Ranchi 834004
And the honest admission about thoseThey would not open for us while we were writing this page. So we name them from the department's own published list rather than describing screens we have not seen, and we print no form number, fee or timeline from them
Which is why this page is built the way it isOn the Act, which we could read in full, and on the Government's own published position on portability. Everything we could not verify is named as such rather than filled in from another State's page
The practical consequence of the wrong State's guide. A family turns up at a Jharkhand block supply office carrying documents from a list written for somewhere else, is turned away, and concludes the office is being difficult. Ask your own block supply office what it requires and write the answer down in front of them. That one conversation is worth more than every list on the internet, including ours.

How to Delete a Name or Move a Ration Card Entry in Jharkhand

1

Find out whether it is a priority card or an Antyodaya card

Because one is five kilograms per person per month and the other is thirty-five kilograms per household. That answer tells you how much the delay is costing, and it is written on the card.

2

Tell the household that food is not at risk

Say it early and say it plainly, because fear is what makes people pay somebody to hurry a file. Portability lets a beneficiary lift foodgrains from a shop of their choice in any district of any State, on the existing card.

3

Settle one form of the name before you write anything

Especially for a newly married woman, where the card is often the first document of a married life. One form, chosen once, written in block letters, and then used on everything afterwards.

4

Correct the Aadhaar first if it is the record out of step

It carries the biometric authentication that portability itself runs on. Never damage a consistent set of papers to match one wrong entry.

5

Ask both block supply offices what they need, and in what order

The one deleting and the one adding. Write the answers down in front of them and read them back. This replaces every confident list printed by somebody who has never been to your block.

6

Apply at both ends in the same week, in writing

One page each. The card number, the person, the reason, where she has gone or come from, and the request in a single sentence. Say in the deletion letter where she is being added, and in the addition letter where she is being removed from.

7

Take a dated acknowledgement at both offices

And keep them together. Two dated receipts are the proof that the household did both halves, which is the only thing that matters if anybody ever questions a double entry.

8

Ask whether anything is issued to confirm the deletion

Whatever it is, the other office will want it. Ask at the counter and get the answer in writing, because we could not verify Jharkhand's own practice and will not guess at it.

9

Check the head of the household at both ends

One card has lost a member, one has gained one, and Section 13 makes the eldest woman of eighteen or above the head. Raise it while the file is open rather than a year later.

10

If either file stops, escalate in writing

Second letter to the same office quoting the first. Then the District Grievance Redressal Officer that Section 15 of the Act requires in every district, with an appeal to the State Commission above him. Both of those are free.

11

When the cards come back, read both of them

Names, spellings, head entry, category, and that the person now appears on exactly one. An error found in the first week is a correction; the same error in two years is an argument with nobody left who remembers.

The whole method, in one line. Two letters, in one week, at two offices, with two dated receipts. Everything else on this page exists to explain why that works and what to do when it does not.

Central Gazette Process for a Name From Jharkhand, and Where It Fits a Ration Card Move

Read this before the rest of this section, because a deletion and a transfer need none of it. Moving a person from one household record to another is a statement about who lives where. A gazette notice is a statement about what a person is called. They answer different questions, and one cannot do the other's work. No gazette has ever removed a name from a ration card or added one to another. This process earns its cost in one situation only: where somebody is genuinely changing their name across a whole set of records and wants one notification behind all of them, which for a newly married woman may well be worth doing at the same time as the move. It is printed in full so you can weigh that for yourself, and so you recognise at once when it is being sold to a household that came in about a ration card.

No district in Jharkhand has a gazette counter, so a genuine file goes from Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar or anywhere else in the state to the Department of Publication, Civil Lines, Delhi 110054, and the notice publishes in Part IV of the Gazette of India. As reported in July 2025 the Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect, so there is no state alternative to fall back on.

The Eight Steps of a Name File Sent From Jharkhand

1

Settle the final name first

Letter by letter, with the spacing you want, and then use exactly that everywhere, Aadhaar included. A corrigendum after publication is a second fee and a second wait.

2

Pick the category, then its proforma

A genuine change of name is change of Name Adult or Major. A wrongly typed spelling is the public notice for a wrongly written name. Twelve categories exist and only one is yours.

3

Type the proforma in duplicate

Two originals with two witnesses giving signature, full name, address and mobile number on both copies. A change of name is signed in the old name; a public notice is signed in your own name.

4

Fill the employment field if it is a change of name

The adult proforma asks for the post of the applicant and the office or company name. A student or a homemaker should still complete it rather than leaving it blank, because a blank field brings the file back.

5

Publish and keep the original paper

One of the daily local leading newspapers, carrying both names in full, the father or husband name and the residential address. The whole original paper goes in the file, not a cutting.

6

Pay only through BharatKosh

The Non Tax Receipt Portal and nowhere else since October 2018. Select the Department of Publication by name, read the amount the portal shows on the day, pay in your own name and print the e-receipt.

7

Check every date, then post it yourself

Nothing in the file older than one year. Personally or by post or courier only, never through an agent or advocate. Photocopy everything first, because nothing sent in comes back.

8

Read the notice, then update in the right order

Check every word the day it publishes, download the e-Gazette copy, and then update the Aadhaar first, because the biometric authentication behind portability runs on it, and let the ration card at both ends, the bank account and any scheme records follow after it in that order.

The Five Papers in the File, and What Is Checked in Each

The five papers of a Central Gazette name file from Jharkhand and what the Department checks in each
The paperWhat is checked in it, clause by clause
1. The proforma, in duplicateThat it is the right category format; the existing full name exactly as your documents carry it; the new full name exactly as settled; the father or husband name; the full address with pin code; the post and office or company name where it is a change of name; the signature in the right name for the category; two witnesses complete with signature, full name, address and mobile number
2. The affidavit or undertakingThe same names and address as the proforma, word for word, with wording matching the category. On Rs 100 non-judicial stamp paper as our safe default
3. The original newspaperThe original paper, not a cutting; the paper name and date of publication visible; both names carried; the father or husband name and residential address; dated within the last year
4. Photographs, identity proof and any category paperTwo self attested passport photographs; self attested identity and address proof matching the proforma address; both witnesses proofs; and, in a public notice file, the attested photocopy of the connected document carrying the error
5. The CD, its certificate and the BharatKosh receiptMS Word, without the witness portion, with the name typed in place of the signature; the certificate that the hard copy and the soft copy are the same; the forwarding letter to the Controller of Publication with a telephone number and email; the e-receipt
The proforma is where files are lost, and there are twelve to choose from. A wrongly typed spelling filed on the change of name form declares henceforth be known as, claiming a change you never made. The Government charge already paid is not refunded, because BharatKosh payments are non-refundable. You then have six months to make good a shortcoming the Department points out, after which a fresh application with all new documents is required.
What to select on BharatKosh, field by field. Pay to the Department of Publication under the Ministry of Housing and Urban Affairs, and pick the Ministry, the Pay and Accounts Office and the Drawing and Disbursing Officer by their names in the dropdown, never by a code copied off a website. The codes printed for this office on different websites do not agree with each other, and money paid into the wrong head cannot be traced to your file. Read the amount on the portal on the day you pay, because it is revised each financial year.
What a gazette will not do for a deletion or a transfer, however much it cost you. It will not remove a name from one card, it will not put it on another, and it will not make two block supply offices agree about where somebody lives. Only two written applications and two dated receipts do that. If a gazette is being offered to you as the way to move a household entry, ask which office is going to act on it and what they will do there. Our name correction against name change page explains which situation you are actually in, and for a deletion and transfer the honest answer is that no gazette is needed at all.

The posting detail is on the sending the file to Delhi page, the change of name wording on the proforma format page and the public notice wording on the public notice proforma page, the charge by category on the fee and undertaking page, the reasons files come back on the rejection reasons page, and the download on the download page.

What a Ration Card Deletion or Transfer Costs in Jharkhand

The honest answer is that for most households this should cost almost nothing, and that the money risk on this subject comes entirely from fear rather than from fees.

Costs and non-costs when deleting a name from or transferring a ration card entry in Jharkhand
ItemWhat we can and cannot tell you
A Government fee for a deletion or an additionWe are not printing a figure. The State's ration portals would not open for us and we verified no fee from a Government source. Ask both block supply offices and get the amount in writing, and pay at the counter or on a jharkhand.gov.in page rather than to a person
What a Pragya Kendra or common service centre chargesA real charge for typing and submitting, and a different thing from a Government fee. Ask the amount before the work starts, and do not let the two be presented as one
Anything paid to somebody promising a faster transferAsk him which two offices he is going to and what he will hand in. The remedy for a stopped file is a second dated letter and then the District Grievance Redressal Officer, and both are free
The cost of the delay itselfOn a priority card, five kilograms a month per person. On an Antyodaya card, nothing in grain at all. Knowing which you hold is worth more than any fee on this table, and it is free to find out
A Central Gazette fileNo part of this job. Moving a household entry is not a change of name. Where a genuine name change is being made across many records, the charge is paid only through BharatKosh, is revised each financial year and is non refundable. Our name change cost page keeps the working figures
Our chargeQuoted on the call, after we have seen both cards and her papers, and never before we have told you whether you need us at all
The position, printed against our own interest. For most households reading this, the entire job is two written applications, posted or handed in during the same week, with a dated receipt from each office. That costs postage and an afternoon, and you do not need us for it. Send us the two cards and her papers and we will tell you which group you are in before any money is discussed. Where we do earn a fee is the harder half: papers that contradict each other, a name that has genuinely changed and must move across many records at once, a household where a death also has to be recorded, or an office that has already sent the family away once.
The money rule for this subject. Fear is what gets paid for here, not work. A family that has been told the card will stop working will pay almost anything to somebody who promises to prevent it. Read the portability section at the top of this page first, then decide calmly whether you need to pay anybody at all.

Myths About Ration Card Deletion and Transfer

Common beliefs about deleting a name from or transferring a ration card and what is actually correct
What families are toldWhat is actually so
She has moved districts, so the card will stop working and she will get nothingThe most frightening thing said on this subject, and the least true. The Government's position is that the system "provides flexibility to all NFSA beneficiaries to lift their foodgrains from any FPS of their choice", anywhere in the country, on the existing card
She needs a new ration card immediately to eatNo. Beneficiaries use their same or existing ration card with biometric authentication. The new card is a records job, not a food job, and confusing the two is what gets people to pay for speed they do not need
Just add her to the new card, the old one does not matterIt matters a great deal. Nobody should be counted in two households, and on a priority card that means five kilograms a month drawn against one person twice. Do both halves in the same week
A deletion costs the family nothingIt depends entirely on the card. On a priority card the Act gives "five kilograms of foodgrains per person per month", so a name is worth five kilograms. On an Antyodaya card it is "thirty-five kilograms per household per month" whoever is on it
A gazette notification will move the entryIt will not, and it cannot. A gazette says what a person is called. A ration card says who lives where. No gazette has ever removed a name from one card or added it to another
I found an official Government page explaining the transfer procedureCheck which State it belongs to. When we searched this subject, a high ranking official transfer and surrender page turned out to be Uttarakhand's. The card is "a document issued under an order or authority of the State Government", so procedures differ
The shopkeeper says a card from another district cannot be used hereThe scheme says otherwise and was "swiftly implemented in 34 States/UTs". That is a grievance, and there is a named officer for it in every district under Section 15 of the Act
If the block office refuses, there is nothing to be doneThere is. Section 15 requires a District Grievance Redressal Officer in each district, and a dissatisfied complainant "may file an appeal against such order before the State Commission". Write, date it, escalate
The name on a card after a death can waitIt is the same problem with a sadder cause, and it gets in the way of every household record that follows. Do it in the same round as the other papers rather than leaving it alone for years
Somebody can push the transfer through faster for a feeAsk which two offices he is visiting and what he will hand in at each. If the answer is the same two letters you could hand in yourself, you have your answer
The two questions that settle most of this. Is this a priority card or an Antyodaya card, and has the deletion at the other end been applied for yet? The first tells you what the delay is costing. The second tells you whether the job is half done, which is the state most households are actually in when they call us.

Key Terms in a Ration Card Deletion and Transfer

Key terms used when deleting a name from or moving a ration card entry in Jharkhand
TermWhat it means in practice
Ration card"A document issued under an order or authority of the State Government for the purchase of essential commodities from the fair price shops." A State document under a Central Act, which is why procedures differ between States
Priority householdEntitled under Section 3 to five kilograms of foodgrains per person per month. Here every name counts, and a deletion is a real reduction
Antyodaya Anna Yojana householdEntitled to thirty-five kilograms per household per month. Per household, so the number of names does not change the quantity
PortabilityLifting foodgrains from a fair price shop of your choice, in any district of any State, on the existing card with biometric authentication
One Nation One Ration CardThe scheme behind that portability, stated as implemented in 34 States and Union Territories. The reason a move does not stop a household eating
Mera RationThe Government's mobile application for NFSA beneficiaries, "particularly migrant beneficiaries", in twelve languages. We have not tested it and describe it only as the Government does
Fair price shopThe shop the grain is drawn from. Under portability it need not be the one the card was issued against
Block supply officeWhere the deletion and the addition actually get done in most of Jharkhand. On a district move there are two of them, and both need a letter
Head of the householdUnder Section 13, the eldest woman of eighteen or above in an eligible household. It can move when a member leaves or joins, at either end
District Grievance Redressal OfficerThe officer Section 15 requires in every district for "expeditious and effective redressal of grievances". The free remedy for a stopped file or a shop that refuses a portable card
State CommissionThe State Food Commission, which hears appeals against that officer's orders. The step above the district
Double entryOne person counted on two cards. The thing both halves of this job exist to prevent, and the thing to volunteer rather than let be discovered

Ration Card Deletion and Transfer Help Across Jharkhand

This is a State whose households are spread across districts and very often across States, which makes it the subject where a family is most likely to be dealing with two offices at once. Almost all of our work happens before anybody travels. We read both cards and her papers together, tell you which category each card is and therefore what the delay actually costs, settle the form of the name before the first application rather than after, draft the deletion letter and the addition letter so that each names the other, and draft the escalation to the District Grievance Redressal Officer to keep ready. And we tell the household, first, that food is not at risk while this is being done. We work across Ranchi, Dumka, Godda, Sahibganj and every other district. If the answer is two letters and two receipts, we will say so and charge you nothing. All of it on scans over WhatsApp, and any family member can send them.

Send both cards and her papers

Send both ration cards if you have them, the one she is leaving and the one she is joining, because the category printed on each decides how urgent this is before anything else does. Then her Aadhaar, the marriage evidence or, where a death is the reason, the death certificate, and her oldest paper from before the marriage. Tell us in one line what has happened: she has moved district, the family has moved for work, somebody has died, or an office has already sent you away. Say which district each card belongs to, because that tells us how many offices are involved and in which order. Our first reply tells you what each card is worth in grain, which half of the job is missing, the wording for both letters so each names the other, and the escalation to keep ready. If the answer is two letters and two receipts, we will tell you that and charge nothing. Details on the contact page.

Ration Card Deletion and Transfer: Frequently Asked Questions

My daughter has married into another district. Will she get nothing now?+
No, and this is the first thing to tell the family. The Government's published position on One Nation One Ration Card is that the system "provides flexibility to all NFSA beneficiaries to lift their foodgrains from any FPS (Fair Price Shop) of their choice", and that the aim is that "anyone can take their share of food grains from any district of any state of the country", using the same existing card with biometric authentication. So food is not at risk while the record is being sorted out. The paperwork still needs doing, but it does not need doing in a panic.
How much does a name on the card actually matter?+
It depends entirely on which card you hold, and almost nobody is told this. Section 3 of the National Food Security Act 2013 gives a person in a priority household "five kilograms of foodgrains per person per month". An Antyodaya Anna Yojana household gets "thirty-five kilograms of foodgrains per household per month". So on a priority card every name is worth five kilograms a month, and on an Antyodaya card the number of names does not change the quantity at all. Find out which you hold before you decide how urgent this is.
Can we just add her to the new card and leave the old one?+
No, and this is the commonest half done job we see. Nobody should be counted in two households, and on a priority card a double entry means five kilograms a month being drawn against one person in two places. Do both halves in the same week: a written application to delete at the old block supply office, a written application to add at the new one, each naming the other, and a dated acknowledgement from both. Volunteer the old entry rather than waiting for it to be discovered.
Which form and what fee for a deletion in Jharkhand?+
We are not printing either, because we verified neither. The State's ration portals would not open for us while we were writing this page, so rather than copy a form number from a website we cannot check, we say plainly that you should ask the block supply office and write the answer down in front of them. Be careful of any page that prints a confident Jharkhand form number and fee without saying where it got them, and be especially careful of pages that turn out to belong to another State.
I found an official page with the full transfer procedure. Can I follow it?+
Check which State it belongs to first. When we searched this subject, one of the highest results was a genuine Government page setting out transfer and surrender in careful detail, and it belonged to Uttarakhand. The Act defines a ration card as "a document issued under an order or authority of the State Government", so the entitlement is Central and the procedure is the State's. A Jharkhand procedure lives on a jharkhand.gov.in address, and officialness is not the same as relevance.
Somebody has died. Do we have to remove the name?+
Yes, and we know it is the last thing a family wants to deal with. A name left on a card after a death is the same double entry problem with a sadder cause, and it gets in the way of the household records that follow. Do it in the same round as the other papers rather than alone months later. Check also who is left as head of the household, because Section 13 makes the eldest woman of eighteen or above the head, and that entry may now need to move.
The shopkeeper says a card from another district will not work here.+
That is not what the scheme says. Portability was stated as "swiftly implemented in 34 States/UTs", and a migrant beneficiary "is able to get ration at the destination he or she is working in" while the family back home draws its part. If a shop refuses, that is a grievance with a named forum. Section 15 of the Act requires a District Grievance Redressal Officer in every district, and there is an appeal to the State Commission above him. Both are free.
The block office has done nothing for months. What now?+
Write again to the same office quoting the date of the first letter. If nothing moves, write to the District Grievance Redressal Officer, who under Section 15 is appointed for "expeditious and effective redressal of grievances" and hears complaints and "matters relating thereto", attaching both earlier letters. Three dated letters beat ten visits, and that is genuinely the whole method. Ask the block office for the officer's name and address before you post anything.
Should she change her name on the card at the same time?+
Decide it before you apply rather than after, because the ration card is often the first document made after a wedding and everything afterwards copies it. Keeping her own name is an ordinary choice and nothing requires otherwise. Our page on adding a wife's name to a ration card deals with the addition side in full, and our Kumari or Devi page covers the choice most Jharkhand families are actually facing.
Do we need a gazette notification to move her entry?+
No, and it would not work even if you bought one. A gazette notice says what a person is called. A ration card says who lives where. No gazette has ever removed a name from one card or added it to another. A gazette earns its cost only where somebody is genuinely changing a name across a whole set of records, which for a newly married woman may be worth doing at the same time for other reasons. We file gazette notices for a living and we would rather say this than sell you one.
What else reads the ration card that we should fix too?+
Rather a lot, and this is where a half done move actually hurts. Scheme applications, certificates, admissions and benefits all read the card as proof of a household. Her Aadhaar comes first because the biometric authentication behind portability runs on it, then her bank account, and our Government scheme records page covers the rest.
How much of this can you actually do for us?+
We read both cards and her papers together, tell you what each card is worth in grain and therefore how urgent this is, tell you which half of the job is missing, settle the form of her name before the first application, draft both letters so each names the other, and draft the escalation to the District Grievance Redressal Officer to keep ready. Where the answer is two letters and two receipts, we say so and charge nothing. We are a documentation consultancy and not advocates, not a block supply office, not the Department of Food, Public Distribution and Consumer Affairs and not a fair price shop.

Who wrote and checked this page

Written and maintained by the Jharkhandnamechange.com documentation desk, led by founder Vipin Chauhan, B.Tech LL.B, with 5+ years filing with the Department of Publication. The quoted positions on this page come from two Government sources and we keep them apart. From the National Food Security Act 2013, as published by the Department of Food and Public Distribution: that under section 3(1) every person belonging to priority households "shall be entitled to receive five kilograms of foodgrains per person per month" at subsidised prices, and that Antyodaya Anna Yojana households are entitled to "thirty-five kilograms of foodgrains per household per month"; that a ration card is "a document issued under an order or authority of the State Government for the purchase of essential commodities from the fair price shops"; that under section 10 State Governments identify Antyodaya households first and then classify the remaining eligible households as priority households within the coverage determined under section 9; that under section 13(1) "The eldest woman who is not less than eighteen years of age, in every eligible household, shall be head of the household for the purpose of issue of ration cards"; and that under section 15 the State Government "shall appoint or designate, for each district, an officer to be the District Grievance Redressal Officer for expeditious and effective redressal of grievances", who hears complaints and "matters relating thereto", with a dissatisfied complainant able to "file an appeal against such order before the State Commission". From the Government's own published factsheet on One Nation One Ration Card: that the system "provides flexibility to all NFSA beneficiaries to lift their foodgrains from any FPS (Fair Price Shop) of their choice"; that it "aims to ensure that anyone can take their share of food grains from any district of any state of the country"; that it was "swiftly implemented in 34 States/UTs"; that "A migrant beneficiary is able to get ration at the destination he or she is working in, his/her family back home is also allowed to get their part of the entitled ration"; that beneficiaries use their same or existing ration card with biometric authentication; and that a Mera Ration mobile application was launched for NFSA beneficiaries, "particularly migrant beneficiaries", available in twelve languages. Five limits are declared openly on the page itself. First, the State's ration portals would not open for us while we were writing, so we print no Jharkhand form number, fee or timeline for a deletion, an addition or a transfer, and the page says so rather than filling the gap from elsewhere. Second, we did not test any fair price shop, any authentication device or the Mera Ration application ourselves, and the page describes portability only as the Government states it, noting that authentication can fail in practice and that this is a grievance with a named forum. Third, we did not verify what a Jharkhand block supply office issues to confirm a deletion, and the page tells the reader to ask and get the answer in writing rather than guessing. Fourth, we print no price per kilogram, because the Act sets subsidised prices in its Schedule for an initial period and those are revisable, so a figure from the statute's opening years is not a promise about the rate at any shop today. Fifth, the observation that a high ranking official transfer and surrender page belonged to another State is our own, from a search we ran while writing this page, and the durable point attached to it is only that a ration card is a State document and procedures differ. The framing of this subject as two separate problems, food and record, and the insistence that both halves of a move be applied for in the same week, are our own working practice and are described as such. We are a documentation consultancy and not advocates, not the Department of Publication, not the Department of Food and Public Distribution, not the Department of Food, Public Distribution and Consumer Affairs of the Government of Jharkhand, not any block or district supply office and not a fair price shop. Who we are is on the about page.

A Ration Card Deletion or Transfer in Eight Lines

The short version

  • Food is portable across the country. The record is not.
  • Nobody needs a new card in order to eat after a move.
  • A priority card gives five kilograms per person per month.

  • So find out which card you hold before deciding how urgent this is.
  • Deletion and addition are two halves of one job, one week apart.
  • Check the head of the household at both ends afterwards.
  • Every district has a Grievance Redressal Officer, and he is free.

Send us both cards before anybody frightens the household about food.
