Name Change in Post Office Savings Account, NSC and KVP in Jharkhand

Almost every other record on this website is governed by an office's internal policy. Your post office savings account, your National Savings Certificate and your Kisan Vikas Patra are governed by an Act of 1873 and rules notified in the Gazette of India. That changes the question you should be asking. It is no longer what the counter will accept. It is what the rule actually allows. And the rule is unusually clear about one thing: a certificate may be transferred from one person to another on four listed grounds, and a wrong spelling is not among them. Which means most people walk in and ask for the wrong thing. This page tells you which request to make instead, and why the answer you get differs from counter to counter.

3Different things the word transfer means here

Quick answer

Do not ask the post office to transfer the account or the certificate into your corrected name. That is the request almost everybody makes and it is the wrong one. Under the National Savings Certificates (VIII Issue) Scheme, 2019, notified as G.S.R. 919(E) on 12 December 2019, a certificate passes from one individual to another on four grounds only: on the death of the holder or of all joint holders, to the legal heirs or nominees; on the order of a court; on pledging; and, where one joint holder dies, into the name of the survivor. A wrong spelling is not one of them. What you actually want is a correction of your own particulars on the same account, and here is the honest part: the Government Savings Promotion General Rules, 2018 do not spell out a name correction procedure at all. That silence is exactly why one post office asks for an affidavit, another asks for a gazette, and a third does it in ten minutes. In practice it is handled as a know your customer matter, and the rules do name the documents that identify you: Rule 6 requires the Aadhaar number and the Permanent Account Number or Form 60. So bring your name into line on Aadhaar first, then ask the post office for a correction of particulars, in writing, quoting your account number. There is also a deadline hiding here that has nothing to do with spelling: since the amendment notified on 31 March 2023, a depositor who has not given an Aadhaar number finds that the account shall cease to be operational until it is submitted. No gazette is needed to fix a spelling.

The Act and the Rules That Govern a Post Office Savings Account, NSC and KVP

Name change in post office savings account, NSC and KVP in Jharkhand
The clerk is applying a notified rule, not a company policy. That is good news for you.

This matters more than it sounds. When a broker or an insurer refuses something, you are arguing with a policy. When a post office refuses something, there is a written rule behind it that you can read. And where there is no rule, as with name corrections, you can say so.

The Act and rules that govern post office savings deposits and certificates, and what each one settles
The instrumentWhat it settles for you
The Government Savings Promotion Act, 1873The parent Act. Post office savings deposits and savings certificates are statutory deposits under it, which is why the counter cannot simply invent a requirement and cannot simply waive one
The Government Savings Promotion General Rules, 2018The common rules for all of these schemes. Rule 6 names the Aadhaar number and the Permanent Account Number or Form 60. Rule 13(1) allows an account to be transferred from one Accounts Office to another, anywhere in India. Rule 14 deals with nomination. Rule 18(1) provides that on opening an account the depositor is issued a passbook, deposit receipt or statement of account
The National Savings Certificates (VIII Issue) Scheme, 2019, G.S.R. 919(E) of 12 December 2019The NSC scheme itself. Paragraph 8 lists the only grounds on which a certificate passes from one individual to another, and paragraph 6 deals with pledging on Form-3. This is the paragraph that decides what you should be asking for
The Kisan Vikas Patra Scheme, 2019The KVP equivalent, notified alongside the others in December 2019 and sitting under the same General Rules. Treat the approach on this page as applying to both
The amendment notified on 31 March 2023The Aadhaar and PAN tightening, with the consequence that an account ceases to be operational where they are not submitted. Set out in its own section below, because it catches people who had no name problem at all
The notification dated 2 April 2025Deleted the entry "(b) Cancellation or charge of nomination - Rs 50" from the General Rules, 2018, so changing a nomination no longer carries that charge
The most useful sentence on this page, and it is an admission. We have read the General Rules, 2018 and they contain no rule about changing or correcting a depositor's name. We are telling you that plainly instead of inventing a procedure. That gap is the reason the answer you get depends on which post office you walk into, and it is also your opening: a correction of particulars is being handled as a know your customer matter, not under a name change rule, so the sensible thing to bring is identity that already agrees with itself.
What this means for how you should write to them. Do not write asking for a name change. Write asking for a correction of the depositor's particulars in the records of the account, quote the account or certificate number, state the entry as it stands and as it should read, and name the identity document it is to be brought into line with. A request framed in the words of the rules is treated very differently from one that asks for something the rules do not provide.

Why a Post Office Transfer Request Is Refused: the Word Means Three Different Things

This is the section that saves the wasted trip. In a post office the word transfer covers three completely different operations, governed by different provisions, and people ask for the wrong one every day.

The three meanings of transfer in post office savings rules and which one a name correction needs
What you might meanWhat the rules call it, and whether it is allowed
Moving your account to a different post office, because you have shifted from Ranchi to Dhanbad or out of the stateAllowed, and routine. Rule 13(1) of the General Rules, 2018 provides that an account may be transferred from one Accounts Office to another, whether under the same Government Savings Bank or another, anywhere in India. Nothing to do with your name
Putting the certificate into somebody else's nameAllowed only on four grounds. Paragraph 8 of the NSC (VIII Issue) Scheme, 2019 permits it on the death of the holder or of all joint holders, to the legal heirs or nominees; on the order of a court; on pledging; and where one joint holder dies, into the name of the surviving holder or holders. That is the list
Correcting the spelling of your own name on your own accountNot a transfer at all, and this is the point. The account is not moving and the holder is not changing. It is a correction of particulars in the records of the same account, held by the same person. Ask for that, and the paragraph 8 list stops being your obstacle
Pledging the certificate as security for a loanParagraph 6 deals with it, on an application by the depositor in Form-3 with an acceptance letter from the pledgee, and the permitted pledgees are listed. Worth knowing so you do not confuse a pledge endorsement with a change of holder
Getting the money into a different person's hands after a deathGround one of paragraph 8, and it is a claim rather than a name correction. Never attempt it as a spelling correction, because that is the wrong process and it will be refused, properly
Read row two and row three together, because that is the whole problem. A person whose certificate says Sunita Devi while her Aadhaar says Sunita Kumari walks in and says please transfer this into my correct name. The clerk hears a request to move a certificate from one individual to another, checks the four grounds, finds none, and refuses. The clerk is right. The request was wrong. Say instead that you are the same holder and you want the particulars corrected in the records of the account, and the conversation changes completely.
When a court order is genuinely the answer. Ground two of paragraph 8 exists for a reason. If the dispute is about who the holding belongs to, rather than how a name is spelt, then a court order is the route the scheme itself provides, and that is a matter for an advocate. We are a documentation desk and we will not pretend a family dispute over a certificate is a spelling problem. What we handle is the spelling problem.
The joint holding nobody checks. On a joint account, each holder is a separate person in the records with their own Aadhaar and their own PAN position. So a joint certificate can have a perfectly correct first name and a wrong second one. Read both names on the passbook against both people's documents before you write, or you will be back a second time.

The Aadhaar and PAN Rule That Can Stop a Post Office Account

This has nothing to do with spelling, and it is the most serious thing on the page. It catches depositors who never had a name problem at all, and it is the reason we tell people to sort out Aadhaar before anything else.

What the 2023 amendment to the General Rules requires about Aadhaar and PAN and what happens if they are not given
What the rule providesWhat it means for you
Rule 6 of the General Rules, 2018 names the Aadhaar number issued by the Unique Identification Authority of India and the Permanent Account Number, or Form 60 as defined in the Income Tax Rules, 1962These are the two documents the rules themselves treat as identifying you. So the name you want on the account should already be the name on these, before you ask for anything
Under the amendment notified on 31 March 2023, an existing depositor who has not submitted the Aadhaar number must do so within six months with effect from 1 April 2023, failing which the account shall cease to be operational until it is submittedNot a fine and not a warning. The account stops working. If you have an old post office account or certificate lying untouched in a Jharkhand village post office, this is the first thing to check, ahead of any spelling
A new applicant without Aadhaar may give proof of enrolment, with the number to follow within six months of openingA grace period, not an exemption. Diarise it, because the same consequence follows
The PAN or Form 60 must be given within two months of whichever comes first: the balance exceeding Rs 50,000, credits in a year exceeding Rs 1 lakh, or withdrawals and transfers in a month exceeding Rs 10,000, failing which the account ceases to be operational until it is submittedThree triggers, and ordinary savers cross them without noticing. A maturing NSC can push a balance past a trigger on its own
The consequence in both cases is expressed the same wayOperational, or not operational. There is no partial state to negotiate at the counter, which is why this is worth attending to before it happens rather than after
Now put the two problems together, because this is where people lose months. If your Aadhaar itself carries the wrong spelling, and you hand that Aadhaar to the post office, you have satisfied the Aadhaar rule and created the name mismatch in the same visit. So settle the spelling on Aadhaar first, then give it to the post office, then ask for the correction of particulars. In that order. Aadhaar charges a fee per attempt with no refund and limits how often a name may be updated, so decide the final form of your name before you go.
The five minute check for an old account. Take the passbook to the post office and ask two questions only: is this account operational, and is my Aadhaar recorded against it. Do not raise the spelling on that visit. Once you know the answers you will know whether you are dealing with a small correction or with an account that has quietly stopped working, and those are very different jobs.

There Is No Paper NSC or KVP Certificate Any More, and Why That Helps You

People still ring us asking how to get a name corrected on a certificate. Very often there is no certificate to correct, and that is a good thing rather than a bad one.

The forms an NSC or KVP holding takes and what a name correction means in each
What you are holdingWhat a name correction actually involves
A passbook, or an account in electronic form, which is what everything bought in recent years isThe pre-printed paper certificate for NSC and KVP was discontinued by notifications G.S.R. 353(E) and G.S.R. 354(E), both dated 29 March 2016, and replaced by an electronic mode holding, with a passbook used in the meantime. So there is no engraved certificate to reissue. The name is a field in a record, and a field in a record is a far easier thing to correct
An old pre-printed certificate from before 2016, in a steel almirah with the property papersStill your holding, and still honoured. But treat it as two jobs: getting the record right, and physically producing the certificate at maturity. Ask the post office what its procedure is where a certificate cannot be produced, because one exists and it is theirs to state, not ours to guess
A passbook whose printed name differs from the record inside the systemHappens after a correction is made and the book is not reprinted. Ask for the passbook to be updated or reissued once the record is corrected, and check it at the counter before you leave
A savings account passbook with a cheque book or an ATM cardThe card and the cheque book carry a name too. Once the account record is corrected, ask for them to be reissued rather than discovering the old name on them a year later
A recurring deposit, time deposit, monthly income scheme or senior citizen accountAll sit under the same General Rules, 2018, so the approach on this page applies to them too. Correct the particulars once, for the depositor, rather than scheme by scheme
The one sentence to take from this section. Because the holding is now a record rather than a printed certificate, nothing has to be surrendered, cancelled or reissued to fix a spelling. Anybody telling you that your certificate must be cancelled and a fresh one bought in the correct name is describing a world that ended in 2016, and following that advice can cost you interest and the original date of investment.
Never close a deposit to escape a name problem. On a fixed term holding, closing early can cost you the rate and the term you were promised. The mismatch is in a record and it is correctable in that record. Our demat and mutual fund page makes the same point for securities, and the reason is the same: a new account does not escape a wrong name, because the wrong name was never in the account.

Correcting a Nominee Name in a Post Office Scheme, Now Without a Fee

Short section, because the answer is short and almost nobody acts on it. This is the easiest job on the page and the one people put off for years.

1

You need nobody's permission

Rule 14 of the General Rules, 2018 provides for nomination, and a nomination may be varied by the depositor by making a fresh application. You are not proving anything to anybody.

2

The Rs 50 charge is gone

A notification dated 2 April 2025 deleted the entry "Cancellation or charge of nomination - Rs 50" from the General Rules, 2018. The Finance Minister said the change was made so no charge is levied on updating nominees.

3

Up to four nominees are allowed

Rule 14(1) provides that a depositor in a single account shall nominate one or more individuals, not exceeding four. So a family can be recorded properly rather than one name standing in for everybody.

4

A nominee's spelling is not your name problem

If the nominee's name is wrong, you are not correcting your own record. You are making a fresh nomination. Different request, far simpler, and now free.

5

A nomination can also stand cancelled by itself

Rule 14(6) sets out circumstances in which a nomination stands cancelled. So do not assume one made twenty years ago is still doing what you think. Ask what is recorded.

6

Do it in the same visit

You are already at the counter with the passbook and your identity. Ask for what is recorded, and if it is wrong or out of date, fill the form there. It takes minutes and it is the single most valuable free thing in this cluster.

Why we keep repeating this across the site. A nomination is the one piece of paperwork that costs nothing, needs no proof, no gazette and nobody's consent, and it is the one that matters most to a family at the worst moment. On this page it is now explicitly free by notification. There is no reason left to postpone it.

How to Correct a Name in a Post Office Account, NSC or KVP, Step by Step

1

Settle the final form of your name

Letter by letter, with the spacing and the order you intend to keep everywhere. Decide it once, because Aadhaar limits how often a name may be updated and charges per attempt with no refund.

2

Fix Aadhaar before you go to the post office

Rule 6 names Aadhaar, so handing over an Aadhaar that carries the wrong spelling satisfies the rule and creates the mismatch in the same visit. Our Aadhaar name change page sets out that route.

3

Check the account is still operational

One question at the counter, and ask it before you raise the spelling. An account with no Aadhaar recorded may have ceased to be operational, and that is a different and bigger job.

4

Read the passbook against your documents

Both names on a joint holding, and the nominee's name too. Write down the entry exactly as it stands. You will be asked, and arriving with it settled changes how the request is handled.

5

Decide whether it is a correction or a change

A wrongly typed spelling is a correction. Taking a husband's surname after marriage is a change of name, and the whole chain moves. Our correction against change of name page gives the test.

6

Ask for a correction of particulars, not a transfer

In those words. You are the same holder and the account is not moving, so the four grounds in paragraph 8 are not your obstacle. This one sentence is the difference between being served and being refused.

7

Put it in writing, with the account number

The entry as it stands, the entry as it should read, the identity document it is being brought into line with, your account or certificate number and your Aadhaar. Keep a copy.

8

Ask what they need, and let that be your list

Requirements at the counter are not set out in the rules, which is why they vary. Ask your own post office, in writing where you can, rather than carrying a list from a website about a different office.

9

Ask for the refusal in writing if you are refused

One polite sentence, once. Addressed to you, saying what is refused and under which rule or instruction. Most refusals end at this request, because there is no instruction to produce.

10

Go one level up, in writing

The Postmaster, then the divisional level, and the Department's own public grievance route after that. A written refusal is the only thing any of them can act on, which is why step nine matters.

11

Get the passbook updated and the record checked

Once corrected, have the passbook reissued or updated and read it at the counter before you leave. Ask for the ATM card and cheque book to be reissued if the account has them.

12

Do the nomination while you are there

Ask what is recorded, and make a fresh nomination if it is wrong or out of date. It is free since April 2025 and you are already standing at the counter with your identity in hand.

Steps 2, 3 and 6 are the whole page. Fix Aadhaar first, confirm the account is operational, and ask for a correction of particulars rather than a transfer. Almost every long running post office name problem we are shown failed at one of those three, and most failed at the sixth, on the wording of the request.
What to expect at a small branch, honestly. A sub post office or a branch post office in a Jharkhand village may not have handled a correction of particulars in years, and the person at the counter is not being obstructive when they are unsure. Take the request in writing, keep it short, name the account number, and be willing to have it sent up to the head post office. That is normal here and it is not a refusal.

Where a verification is already booked and time is short, read our name mismatch at document verification page. Where a whole family's records carry the same error, our one public notice for several certificates page explains how that is handled together.

Central Gazette Process for a Name From Jharkhand, and Where It Fits a Post Office Record

Read this before the rest of this section. Nothing about a post office account, an NSC or a KVP is ever published in a gazette. These are records under the Government Savings Promotion General Rules, 2018, and they are corrected by writing to the post office that holds the account. This process matters to you in one situation only: where you are genuinely changing your own name across all your records, most often after a marriage or a divorce, and the post office record is simply one of the records that follows afterwards. It is printed in full so you can see what a real file involves, and so you recognise at once when a gazette is being quoted to you for a spelling in a passbook that a written request would have fixed.

No district in Jharkhand has a gazette counter, so a genuine file goes from Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar or anywhere else in the state to the Department of Publication, Civil Lines, Delhi 110054, and the notice publishes in Part IV of the Gazette of India. As reported in July 2025 the Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect, so there is no state alternative to fall back on.

The Eight Steps of a Name File Sent From Jharkhand

1

Settle the final name first

Letter by letter, with the spacing you want, and then use exactly that everywhere, Aadhaar included. A corrigendum after publication is a second fee and a second wait.

2

Pick the category, then its proforma

A genuine change of name is change of Name Adult or Major. A wrongly typed spelling is the public notice for a wrongly written name. Twelve categories exist and only one is yours.

3

Type the proforma in duplicate

Two originals with two witnesses giving signature, full name, address and mobile number on both copies. A change of name is signed in the old name; a public notice is signed in your own name.

4

Fill the employment field if it is a change of name

The adult proforma asks for the post of the applicant and the office or company name, a field the public notice form does not have. Salaried applicants leave it blank and the file comes back.

5

Publish and keep the original paper

One of the daily local leading newspapers, carrying both names in full, the father or husband name and the residential address. The whole original paper goes in the file, not a cutting.

6

Pay only through BharatKosh

The Non Tax Receipt Portal and nowhere else since October 2018. Select the Department of Publication by name, read the amount the portal shows on the day, pay in your own name and print the e-receipt.

7

Check every date, then post it yourself

Nothing in the file older than one year. Personally or by post or courier only, never through an agent or advocate. Photocopy everything first, because nothing sent in comes back.

8

Read the notice, then update in the right order

Check every word the day it publishes, download the e-Gazette copy of that Part IV issue, and then work through Aadhaar first, and the post office record after it.

The Five Papers in the File, and What Is Checked in Each

The five papers of a Central Gazette name file from Jharkhand and what the Department checks in each
The paperWhat is checked in it, clause by clause
1. The proforma, in duplicateThat it is the right category format; the existing full name exactly as your documents carry it; the new full name exactly as settled; the father or husband name; the full address with pin code; the post and office or company name where it is a change of name; the signature in the right name for the category; two witnesses complete with signature, full name, address and mobile number
2. The affidavit or undertakingThe same names and address as the proforma, word for word, with wording matching the category. On Rs 100 non-judicial stamp paper as our safe default
3. The original newspaperThe original paper, not a cutting; the paper name and date of publication visible; both names carried; the father or husband name and residential address; dated within the last year
4. Photographs, identity proof and any category paperTwo self attested passport photographs; self attested identity and address proof matching the proforma address; both witnesses proofs; and, in a public notice file, the attested photocopy of the connected document carrying the error
5. The CD, its certificate and the BharatKosh receiptMS Word, without the witness portion, with the name typed in place of the signature; the certificate that the hard copy and the soft copy are the same; the forwarding letter to the Controller of Publication with a telephone number and email; the e-receipt
The proforma is where files are lost, and there are twelve to choose from. A wrongly typed spelling filed on the change of name form declares henceforth be known as, claiming a change you never made. The Government charge already paid is not refunded, because BharatKosh payments are non-refundable. You then have six months to make good a shortcoming the Department points out, after which a fresh application with all new documents is required.
What to select on BharatKosh, field by field. Pay to the Department of Publication under the Ministry of Housing and Urban Affairs, and pick the Ministry, the Pay and Accounts Office and the Drawing and Disbursing Officer by their names in the dropdown, never by a code copied off a website. The codes printed for this office on different websites do not agree with each other, and money paid into the wrong head cannot be traced to your file. Read the amount on the portal on the day you pay, because it is revised each financial year.
Even with a gazette in hand, ask for the right thing at the post office. A published notice does not entitle you to a transfer under paragraph 8, because a gazette is not one of the four grounds. It is evidence supporting a correction of particulars for the same holder. Take it to Aadhaar first, and then to the post office with a written request in those words.

The posting detail is on the sending the file to Delhi page, the change of name wording on the proforma format page and the public notice wording on the public notice proforma page, the charge by category on the fee and undertaking page, the reasons files come back on the rejection reasons page, and the download on the download page.

What a Post Office, NSC and KVP Name Correction Costs in Jharkhand

Cost and time for a post office savings, NSC and KVP name correction in Jharkhand
ItemCostTime
Asking whether the account is operational and whether Aadhaar is recordedNothing. Two questions at the counter, and the most valuable minutes on this page. Ask them before you raise the spellingOne visit
Changing or cancelling a nominationNo charge. A notification dated 2 April 2025 deleted the entry "Cancellation or charge of nomination - Rs 50" from the General Rules, 2018. This is the one figure on this table we can state with confidence, and it is zeroThe same visit
Correction of the depositor's particularsThe General Rules, 2018 set out no name correction procedure, so we print no charge, because there is none we can verify. Ask your own post office what, if anything, is payable and under which entrySet by the office. We do not print a timeline we have not verified
Correcting Aadhaar first, which is usually the real workAadhaar charges a fee per attempt with no refund, and limits how often a name may be updated. Decide the final form before you go, because a wasted attempt is money and an allowance both goneSet by the centre
Transferring the account to a different post office, under Rule 13(1)A separate operation from a name correction. Ask the office, because we have verified no charge for it and will not guess oneSet by the office
Affidavit, where the post office asks for oneRs 100 non-judicial stamp paper and the notary charge. Two originals, because the office keeps one. Do not buy it before somebody asks, since some offices do notThe same day
Government printing charge, only in a genuine change of your own nameThe guidelines print Rs 1,100 for an adult change of name and Rs 1,400 for a public notice, for FY 2016 to 2017, each with the caveat that the charge varies each financial year and from case to case. What BharatKosh shows on the payment screen the day you pay is the figure that countsPart IV publishes weekly, so allow several weeks from posting
Our chargeQuoted on your papers before you pay anything, and confirmed in writing. We print no service price on any page of this site
Do not trust a figure printed on any website, including this one, on the day you pay. The Department's own guidelines say the printing charge varies each financial year and from case to case, so the figures above are what the published guidelines show for 2016 to 2017 and are given so you know the order of the amount, not the amount. What BharatKosh shows when you reach the payment screen is the one that counts. Read it there and pay that.
The expensive mistake here is not a fee, it is closing a deposit. Somebody tells a saver that the certificate must be surrendered and bought afresh in the correct name. On a fixed term holding that can cost the rate, the term and the original date of investment, and none of it was necessary, because the holding has been a record rather than a printed certificate since 2016. The line items across all records are on our name change cost page.

Myths About Post Office, NSC and KVP Name Corrections

Common beliefs about post office savings and certificate name corrections and what is actually correct
What people are toldWhat is actually so
You need a gazette notification to correct a spelling in a passbookYou do not. Nothing here is ever published. A post office record is corrected by a written request to the office holding the account. A gazette belongs to the separate case where you are genuinely changing your own name across all your records
Ask the post office to transfer the certificate into your correct nameThe most common wrong request on this page. A transfer from one individual to another is allowed on four grounds only under paragraph 8 of the NSC (VIII Issue) Scheme, 2019, and a spelling is not one of them. Ask for a correction of particulars for the same holder instead
The rules say exactly what documents a name correction needsThey do not, and we will not pretend otherwise. The General Rules, 2018 contain no name correction procedure. That is precisely why one office asks for an affidavit and another does not. Ask your own office and let its answer be your list
Surrender the certificate and buy a fresh one in the correct nameExpensive and unnecessary. The pre-printed paper certificate was discontinued by G.S.R. 353(E) and 354(E) of 29 March 2016, so the holding is a record. Closing a fixed term deposit early can cost you the rate, the term and the original date of investment
An old account sitting untouched in a village post office is safeCheck it. Since the amendment notified on 31 March 2023, a depositor who has not submitted an Aadhaar number finds that the account shall cease to be operational until it is. That has nothing to do with spelling and it is the more urgent problem
Fix the post office record first, since that is where the mismatch showed upBackwards. Rule 6 names Aadhaar and PAN as the identifying documents, so handing over an Aadhaar with the wrong spelling satisfies the rule and creates the mismatch in one visit. Aadhaar first, post office after
Changing a nominee costs Rs 50Not any more. A notification dated 2 April 2025 deleted that entry from the General Rules, 2018, and the Finance Minister said the change was made so no charge is levied on updating nominees. It is free, and a nomination may be varied by a fresh application
One correction fixes every scheme you hold thereDo not assume it. Recurring deposits, time deposits, monthly income schemes, senior citizen accounts, NSC and KVP all sit under the same General Rules, but each is its own account record. List every holding you have at that office and name them all in one request
A joint certificate is fine if the first name is rightEach holder is a separate person in the record with their own Aadhaar and PAN position. A joint holding can carry a correct first name and a wrong second one, and it will surface at maturity
The counter's refusal is the end of itIt is not. Ask for the refusal in writing, saying what is refused and under which rule. Most refusals end at that request, because there is no instruction to produce. Above the counter sit the Postmaster, the divisional level and the Department's public grievance route
The one visit that replaces this whole page. Take the passbook to the post office and ask three things: is this account operational, is my Aadhaar recorded against it, and who is the nominee. Do not raise the spelling yet. Those three answers tell you whether you have a small correction, a stopped account or nothing to do at all, and the nomination can be fixed on the spot for nothing.

Key Terms in a Post Office, NSC and KVP Name Correction

Key terms used when correcting a name in a post office savings account, NSC or KVP
TermWhat it means in practice
Government Savings Promotion Act, 1873The parent Act under which post office savings deposits and savings certificates are held. The reason a counter cannot simply invent or waive a requirement
General Rules, 2018The Government Savings Promotion General Rules, 2018, the common rules for all these schemes. Contains Rule 6 on Aadhaar and PAN, Rule 13 on transfer between offices, Rule 14 on nomination and Rule 18 on the passbook
Accounts OfficeThe post office or bank branch where the account is held. What Rule 13(1) allows you to move the account between, anywhere in India
Correction of particularsThe request you should actually be making. Correcting a detail in the record of the same account held by the same person, as against moving the holding to somebody else
TransferUsed in the rules for two different things: moving an account between Accounts Offices, and passing a certificate from one individual to another. Never a word to use loosely at the counter
Paragraph 8The paragraph of the NSC (VIII Issue) Scheme, 2019 listing the only grounds on which a certificate passes to another individual: death, a court order, pledging, and the death of one joint holder
PledgingOffering the certificate as security for a loan, under paragraph 6, on an application in Form-3 with an acceptance letter from the pledgee. Not a change of holder
E-modeThe electronic form in which NSC and KVP are now held, after pre-printed certificates were discontinued in 2016. Why there is usually nothing to reissue
PassbookThe book recording the account. Rule 18(1) provides for a passbook, deposit receipt or statement of account on opening. It can be reissued once a record is corrected
Ceases to be operationalThe phrase the rules use for an account that stops working for want of Aadhaar or PAN. Not a fine and not negotiable at the counter
Form 60The declaration under the Income Tax Rules, 1962 that Rule 6 allows in place of a PAN. Worth knowing before somebody tells you a PAN is compulsory in every case
Nomination and variationWho receives the holding, and changing that. Up to four nominees in a single account under Rule 14(1), varied by a fresh application, and free of charge since April 2025

Post Office Savings Name Correction Help Across Jharkhand

This is the most local record on the whole site. Jharkhand is served by head post offices, sub post offices and a very large number of branch post offices, and a small branch may not have handled a correction of particulars in years. That is not obstruction and it is not unusual. Reading the passbook, deciding whether you have a correction, a change of name or a stopped account, and drafting the written request in the words the rules use is done on your scans over WhatsApp, for every district.

Send the passbook and we will draft the right request

Send the first page of the passbook, which carries the account number and the name as recorded, along with your Aadhaar and your PAN. If you hold more than one scheme at the same post office, list them all, because they should go in one request. If you are holding an old pre-printed NSC or KVP certificate from before 2016, send a photograph of it too. Tell us which post office it is and whether it is a head, sub or branch office. Our first reply tells you whether your case is a correction of particulars or a genuine change of name, whether Aadhaar has to be fixed before you go, whether the account may have ceased to be operational for want of Aadhaar, and the exact wording of the written request to hand over the counter. Post Office, NSC and KVP Name Change: Frequently Asked Questions

Do I need a gazette notification to correct my name in a post office account, NSC or KVP?+
No. Nothing about a post office account or a savings certificate is ever published in a gazette. The record is corrected by a written request to the post office holding the account. A gazette belongs to the separate case where you are genuinely changing your own name across all your records, most often after a marriage or a divorce, and even then the post office record is simply one of the records that follows afterwards.
Can the post office transfer my certificate into my corrected name?+
No, and this is the single most important answer on the page. Under paragraph 8 of the National Savings Certificates (VIII Issue) Scheme, 2019, a certificate passes from one individual to another on four grounds only: on the death of the holder or of all joint holders, to the legal heirs or nominees; on the order of a court; on pledging; and where one joint holder dies, into the name of the surviving holder. A spelling is not one of them. You are the same holder, so ask instead for a correction of the depositor's particulars in the records of the account.
What documents does a post office name correction need?+
We are going to be honest rather than helpful sounding. The Government Savings Promotion General Rules, 2018 set out no name correction procedure at all, so there is no notified document list for us to print. That silence is exactly why one post office asks for an affidavit, another asks for a gazette copy and a third does it in ten minutes. What the rules do name, in Rule 6, is the Aadhaar number and the Permanent Account Number or Form 60. So make those agree with the name you want, then ask your own post office in writing what it needs and let that answer be your list.
Which should I fix first, Aadhaar or the post office record?+
Aadhaar, always. Rule 6 names Aadhaar as an identifying document for the account, so if you hand over an Aadhaar carrying the wrong spelling you have satisfied the rule and created the mismatch in the same visit. Settle the spelling on Aadhaar first, then ask the post office for the correction. Remember that Aadhaar charges a fee per attempt with no refund and limits how often a name may be updated, so decide the final form of your name before you go.
Can my post office account stop working because of a missing Aadhaar?+
Yes, and it has nothing to do with spelling. Under the amendment notified on 31 March 2023, an existing depositor who has not submitted the Aadhaar number had to do so within six months with effect from 1 April 2023, failing which the account shall cease to be operational until it is submitted. There is a parallel rule for PAN or Form 60, which must be given within two months of the balance exceeding Rs 50,000, credits in a year exceeding Rs 1 lakh, or withdrawals and transfers in a month exceeding Rs 10,000. If you hold an old, untouched account, check this before anything else.
My NSC is a paper certificate from years ago. Is that a problem?+
It is still your holding and it is still honoured. But understand that pre-printed paper certificates for NSC and KVP were discontinued by notifications G.S.R. 353(E) and G.S.R. 354(E), both dated 29 March 2016, and replaced by an electronic mode holding with a passbook used in the meantime. So for anything bought since then the name is a field in a record, not engraving on a certificate, which makes it much easier to correct. For an old paper certificate, ask your post office what its own procedure is where a certificate cannot be produced at maturity, because one exists and it is theirs to state.
Should I close the certificate and buy a new one in the correct name?+
Please do not, and be careful of anybody who suggests it. On a fixed term holding, closing early can cost you the interest rate, the term and the original date of investment. None of that is necessary, because the holding is a record and the record is correctable. The advice belongs to a world that ended in 2016, when there really was a printed certificate to surrender.
Does one request cover every scheme I hold at that post office?+
Do not assume it. Recurring deposits, time deposits, monthly income schemes, senior citizen accounts, NSC and KVP all sit under the same General Rules, 2018, but each is its own account record. List every holding you have at that office, with its account or certificate number, and name them all in one written request. That is far more likely to be dealt with together than four separate letters written over four months.
What if only the second name on a joint certificate is wrong?+
Then that is the one to correct, and it is the same job done for that person. Each holder is a separate person in the record, with their own Aadhaar and their own PAN position, and each is looked at separately. So read both names on the passbook against both people's documents before writing, or you will be making a second trip. If a joint holder has died, that is a claim under paragraph 8 and not a name correction at all.
Does it cost anything to change the nominee?+
No. A notification dated 2 April 2025 deleted the entry "Cancellation or charge of nomination - Rs 50" from the General Rules, 2018, and the Finance Minister said the change was made so that no charge is levied on updating nominees. Under Rule 14(3) a nomination may be varied by the depositor by making a fresh application, and under Rule 14(1) a single account may have up to four nominees. You need nobody's permission and no proof of anything, so do it in the same visit.
The post office refused. What do I do next?+
Do not argue at the counter, because nothing is decided there. Ask for the refusal in writing, addressed to you, saying what is being refused and under which rule or instruction. Most refusals end at that request, because there is no instruction to produce. If it does not, go one level up in writing: the Postmaster, then the divisional level, then the Department's own public grievance route. Also ask precisely what they do want, because the word they use tells you whether the problem is the document or the wording of your request.
Can you get this done at the post office for me?+
We draft the request, tell you which of the three things you are actually asking for, and tell you in what order to do them. The request itself is handed over by you, the depositor, with your own passbook and identity, because this is a statutory deposit in your name and no agent should be standing between you and it. We are a documentation consultancy and we are not advocates, not the Department of Posts and not an investment adviser. We will not advise you on which scheme to hold, and we will not tell you what a particular post office will charge or how long it will take, because we have not verified that.

Who wrote and checked this page

Written and maintained by the Jharkhandnamechange.com documentation desk, led by founder Vipin Chauhan, B.Tech LL.B, with 5+ years filing with the Department of Publication. The legal positions on this page are taken from the instruments themselves. The four grounds for a certificate passing from one individual to another are paragraph 8 of the National Savings Certificates (VIII Issue) Scheme, 2019, notified as G.S.R. 919(E) on 12 December 2019, and pledging on Form-3 is paragraph 6 of the same Scheme. From the Government Savings Promotion General Rules, 2018 we rely on Rule 6, naming the Aadhaar number issued by the Unique Identification Authority of India and the Permanent Account Number or Form 60 as defined in the Income Tax Rules, 1962; Rule 13(1), under which an account may be transferred from one Accounts Office to another anywhere in India; Rule 14 on nomination, including up to four nominees in a single account and variation by a fresh application; and Rule 18(1), under which a passbook, deposit receipt or statement of account is issued on opening. The Aadhaar and PAN consequences are from the Government Savings Promotion General (Amendment) Rules, 2023, notified on 31 March 2023, under which an account ceases to be operational until the Aadhaar number or the Permanent Account Number is submitted. The removal of the nomination charge is from a notification dated 2 April 2025 deleting the entry for cancellation or change of nomination of Rs 50 from the General Rules, 2018, as reported with the Finance Minister's statement. The discontinuation of pre-printed NSC and KVP certificates rests on G.S.R. 353(E) and G.S.R. 354(E), both dated 29 March 2016, described in a Ministry of Finance office memorandum of 23 March 2016 as replacing physical pre-printed certificates with an electronic mode holding, with passbook mode used in the meantime. We state plainly, twice on this page, that the General Rules contain no name correction procedure, and we therefore print no post office document list, no correction charge and no processing timeline, because none is notified and we have verified none. The diagnosis that the word transfer carries three meanings, and that most requests fail on wording rather than on documents, is our own working practice from handling these files rather than a published rule, and is described as such. The gazette category positions and the printing charges shown are from the Department of Publication's own published guidelines for FY 2016 to 2017, with the guidelines' own caveat that they vary each financial year and from case to case. We are a documentation consultancy and not advocates, not the Department of Posts, not a bank and not an investment adviser. Who we are is on the about page.

A Post Office and Certificate Name Correction in Eight Lines

The short version

  • These holdings sit under an Act of 1873 and notified rules.
  • A certificate passes to another person on four grounds only.
  • A wrong spelling is not one of those four grounds.
  • So ask for a correction of particulars, not a transfer.
  • The rules set out no name correction procedure, and we say so.
  • Rule 6 names Aadhaar and PAN, so fix Aadhaar first.
  • Without Aadhaar the account can cease to be operational.
  • Changing a nominee has been free since April 2025.

Send the passbook and we will tell you which of the three requests to make.

Most people ask the post office to transfer the certificate into the correct name. The rules allow a transfer on four grounds and a spelling is not one of them, which is why the request is refused and the wording is the whole problem.
