Name Change in APAAR ID and DigiLocker in Jharkhand
There is nothing to correct in either of these, and that is the most useful thing anybody can tell you about them. DigiLocker says so itself, in its own frequently asked questions: "it is not possible to make any changes to this data from DigiLocker", and it sends you to the source instead. Issued documents there are "issued by various government agencies in electronic format directly from the original data source". And APAAR, which stands for Automated Permanent Academic Account Registry, is generated only where "the name of student as per student records in UDISE+ must match with the name of the student as per Aadhaar". So both of these are mirrors. They are where a mismatch between two other records finally becomes visible, very often for the first time, and usually to a parent.
Do not try to correct either of these. Correct the record behind them. DigiLocker is a place where documents issued by other offices are shown to you. Its own frequently asked questions describe issued documents as "e-documents issued by various government agencies in electronic format directly from the original data source", and about the Aadhaar details shown in it they say plainly: "This data is only fetched from UIDAI and it is not possible to make any changes to this data from DigiLocker. To make changes to your Aadhaar data, please visit your nearest Aadhaar enrolment center." That is the whole answer for DigiLocker. Fix the source, then fetch the document again. APAAR is the same idea with a sharper edge. It stands for Automated Permanent Academic Account Registry, it is part of the One Nation One Student ID work under the National Education Policy 2020, and the official portal describes it as a permanent digital identity for the student in the education ecosystem. It is created in four steps: school verification of demographic details, parental consent if the student is a minor, identity authentication, and then generation of the ID which is pushed into the student's DigiLocker account. And the condition that decides everything is this: "The name of student as per student records in UDISE+ must match with the name of the student as per Aadhaar." Two databases, written years apart by different people, have to agree. So the work is at the school record or at Aadhaar, and the decision belongs to a parent, at step two, before consent is given.
APAAR and DigiLocker Are Mirrors, Not Records You Can Edit
Families arrive at this subject angry, because a screen is showing the wrong name and there is no button to fix it. There is no button because there is nothing there to fix.
| What the official position is | What it means for you |
|---|---|
| DigiLocker issued documents are "e-documents issued by various government agencies in electronic format directly from the original data source" | DigiLocker did not write your name. An issuer did, whether that is a board, a transport office or the Aadhaar authority. What you are looking at is a copy of somebody else's record |
| On the Aadhaar details shown in it: "This data is only fetched from UIDAI and it is not possible to make any changes to this data from DigiLocker" | As plain as a Government statement gets. There is no correction route inside the app. It even tells you where to go instead, which is the enrolment centre |
| APAAR generation requires that "the name of student as per student records in UDISE+ must match with the name of the student as per Aadhaar" | Two databases must agree before an ID exists at all. So an APAAR that will not generate is not an APAAR problem. It is a school record problem or an Aadhaar problem showing itself |
| Once generated, the "APAAR ID is pushed into student's DigiLocker Account" and appears among the issued documents | So the two systems sit one inside the other, and neither of them is the place where a name is authored. The mirror reflects into another mirror |
| Neither official page we read sets out a correction procedure | We looked. The APAAR portal we read carries no information about correcting or updating a student's details, and DigiLocker's answer is to go to the source. So no form number is printed on this page |
| The useful consequence | You already know how to fix this, because every other page on this website is about the records behind it. The school record, the board certificate, the Aadhaar. Fix one of those and the mirror clears by itself |
APAAR ID: the Two Databases That Must Agree Before It Generates
The name tells you most of what you need to know, and the generation condition tells you the rest.
| What the portal says | What it means in practice |
|---|---|
| "APAAR, which stands for Automated Permanent Academic Account Registry", described as a specialised identification system designed for all students in India | Read the second word. Permanent. This is not a card for one session, it is meant to be the student's identity in the education system going forward |
| It sits within the One Nation, One Student ID work, aligned with the National Education Policy 2020, and the portal calls it a permanent digital identity for the student in the education ecosystem | So it is designed to be quoted by institutions the student has not yet joined. A spelling that goes in at school age is the spelling a college sees later |
| "The name of student as per student records in UDISE+ must match with the name of the student as per Aadhaar" | This is the whole condition. Two databases, the school's own record system and Aadhaar, written at different times by different people, must agree. Where they do not, nothing generates, and no amount of retrying will help |
| The Aadhaar number is listed among the mandatory information | Which is why an Aadhaar that was made carelessly, or made years ago with a spelling nobody uses now, becomes the obstacle to an academic ID |
| The four steps are school verification of demographic details, parental consent if the student is a minor, identity authentication, and generation of the ID with upload to DigiLocker | Notice that the school verifies first. So the school is both where the record lives and where the process begins, which makes the school office your first stop, not a helpline |
| The portal we read carries no information about correcting or updating the student's details | We looked specifically. So we print no correction form and no portal step, and we send you to the school and to the Aadhaar route instead, because that is where the two databases actually live |
What a Parent Is Actually Approving When They Give APAAR Consent
Step two of the four is parental consent if the student is a minor. It is worth understanding what that moment really is, because it is the one point in this whole process where a parent has any control.
You are approving a permanent academic identity
The word Permanent is in the registry's own name, and the portal calls it a permanent digital identity in the education ecosystem. This is not a form for one year.
You are approving a match, not just a card
Generation requires the school record and the Aadhaar to agree. Giving consent is effectively accepting whatever spelling those two carry today.
The school verified before you were asked
Step one is school verification of demographic details. So the spelling has already been fixed by somebody else by the time the consent form reaches you.
This is the cheapest moment to check
Before consent, a correction is an ordinary school record change. Afterwards it is a correction that has to chase an identity into other systems.
Check the parents' names too
Not only the child's. Parent names travel through school records into every later certificate, and a mismatch there resurfaces at board and scholarship stage.
Ask, do not assume, before signing
Ask the school to read out the recorded name and compare it with the Aadhaar in your hand. Two minutes, at the one moment you are being asked to agree to something.
DigiLocker Name Mismatch: Fix It at the Source and Fetch It Again
DigiLocker answers this question about itself more clearly than we could, so here it is in its own words with what follows from each line.
| What DigiLocker says | What to do about it |
|---|---|
| Issued documents are "e-documents issued by various government agencies in electronic format directly from the original data source" | The name you are looking at belongs to an issuer, not to the app. Work out which issuer it is, because that is the office your request goes to |
| On the Aadhaar data shown there: "This data is only fetched from UIDAI and it is not possible to make any changes to this data from DigiLocker. To make changes to your Aadhaar data, please visit your nearest Aadhaar enrolment center." | The Government has answered this for you. No correction is possible inside the app, and the destination is named. Our Aadhaar name change page sets out that route and its costs |
| On fetching records, the FAQ gives the example that your name in your Aadhaar card should match your name in the vehicle Registration Certificate and Driving Licence database | So a document that will not appear is usually not missing. It is failing a name match between the Aadhaar and the issuer's own database, which tells you exactly which two records to compare |
| Where details entered do not match, the system's message is that "some of the details filled by you are incorrect" and asks you to re-enter | Worth knowing so that a family does not conclude the document has been lost or cancelled. It is a matching failure and it is fixable, at the source |
| DigiLocker is a platform, and the issuing is done by Government agencies and departments | Which means there is no single office to complain to about the contents. Each document has its own issuer and its own correction route, which is most of this website |
| After the source is corrected | Fetch the document again rather than assuming the old copy updates itself. And then read it, because a corrected record does not always carry every field you expected |
How to Fix an APAAR or DigiLocker Name Problem in Jharkhand
Accept that neither can be edited
DigiLocker says "it is not possible to make any changes to this data from DigiLocker", and APAAR generates only from a match. Stop looking for a button and the job becomes ordinary.
Identify the source record
Which issuer wrote the name you are seeing. A board, a transport office, the Income Tax Department, or UIDAI. That office is where the request goes.
For APAAR, ask the school what it has recorded
Letter by letter, as held in its own record system, and write it down. The school verifies first, so the school is the first stop.
Compare the school record with the Aadhaar
Because generation needs the two to match. Whichever disagrees with everything else the family holds is the one to correct.
Decide the direction before spending anything
Correcting a school record and correcting an Aadhaar both cost something, and Aadhaar charges per attempt with no refund. Choosing wrong means paying twice.
Check the parents' names as well
They travel through school records into board certificates and scholarship applications. Deal with them in the same round rather than one per year.
Correct the one record that needs it
Through its own proper route. Our school records and Aadhaar pages set out the two most likely ones.
Check consent before it is given, if it is still pending
Parental consent is step two of four and it is the only moment designed to involve you. Read the spelling before signing, not after.
Let the ID generate once the records agree
Rather than retrying while they still disagree. Repeated attempts against a mismatch achieve nothing and waste a term.
Fetch the document again in DigiLocker
A corrected source does not always refresh an old copy by itself. Fetch it, then open it and read it.
Do it before a deadline, not during one
Admissions, verifications and scholarship windows all read these records. Our scholarship and e-Kalyan page explains why the timing matters so much.
Keep every acknowledgement
From the school and from any office you write to. The people who check these records later were not there when they were made.
Where the student is about to apply for a scholarship, read our scholarship and e-Kalyan records page, because the same two records decide that application. Where a Government recruitment verification is coming, see name correction before JSSC and JPSC verification.
Central Gazette Process for a Name From Jharkhand, and Where It Fits a Scheme Record
No district in Jharkhand has a gazette counter, so a genuine file goes from Ranchi, Jamshedpur, Dhanbad, Bokaro, Hazaribagh, Deoghar or anywhere else in the state to the Department of Publication, Civil Lines, Delhi 110054, and the notice publishes in Part IV of the Gazette of India. As reported in July 2025 the Finance Department stopped personal name change notifications from the Jharkhand Government Press with immediate effect, so there is no state alternative to fall back on.
The Eight Steps of a Name File Sent From Jharkhand
Settle the final name first
Letter by letter, with the spacing you want, and then use exactly that everywhere, Aadhaar included. A corrigendum after publication is a second fee and a second wait.
Pick the category, then its proforma
A genuine change of name is change of Name Adult or Major. A wrongly typed spelling is the public notice for a wrongly written name. Twelve categories exist and only one is yours.
Type the proforma in duplicate
Two originals with two witnesses giving signature, full name, address and mobile number on both copies. A change of name is signed in the old name; a public notice is signed in your own name.
Fill the employment field if it is a change of name
The adult proforma asks for the post of the applicant and the office or company name. A student or a homemaker should still complete it rather than leaving it blank, because a blank field brings the file back.
Publish and keep the original paper
One of the daily local leading newspapers, carrying both names in full, the father or husband name and the residential address. The whole original paper goes in the file, not a cutting.
Pay only through BharatKosh
The Non Tax Receipt Portal and nowhere else since October 2018. Select the Department of Publication by name, read the amount the portal shows on the day, pay in your own name and print the e-receipt.
Check every date, then post it yourself
Nothing in the file older than one year. Personally or by post or courier only, never through an agent or advocate. Photocopy everything first, because nothing sent in comes back.
Read the notice, then update in the right order
Check every word the day it publishes, download the e-Gazette copy, and then work through the school record and the Aadhaar, which are the two databases everything here depends on, and let the ID and the locker follow.
The Five Papers in the File, and What Is Checked in Each
| The paper | What is checked in it, clause by clause |
|---|---|
| 1. The proforma, in duplicate | That it is the right category format; the existing full name exactly as your documents carry it; the new full name exactly as settled; the father or husband name; the full address with pin code; the post and office or company name where it is a change of name; the signature in the right name for the category; two witnesses complete with signature, full name, address and mobile number |
| 2. The affidavit or undertaking | The same names and address as the proforma, word for word, with wording matching the category. On Rs 100 non-judicial stamp paper as our safe default |
| 3. The original newspaper | The original paper, not a cutting; the paper name and date of publication visible; both names carried; the father or husband name and residential address; dated within the last year |
| 4. Photographs, identity proof and any category paper | Two self attested passport photographs; self attested identity and address proof matching the proforma address; both witnesses proofs; and, in a public notice file, the attested photocopy of the connected document carrying the error |
| 5. The CD, its certificate and the BharatKosh receipt | MS Word, without the witness portion, with the name typed in place of the signature; the certificate that the hard copy and the soft copy are the same; the forwarding letter to the Controller of Publication with a telephone number and email; the e-receipt |
The posting detail is on the sending the file to Delhi page, the change of name wording on the proforma format page and the public notice wording on the public notice proforma page, the charge by category on the fee and undertaking page, the reasons files come back on the rejection reasons page, and the download on the download page.
What an APAAR and DigiLocker Name Correction Costs in Jharkhand
| Item | Cost | Time |
|---|---|---|
| Asking the school what name it has recorded | Nothing, and it answers the whole question. The school verifies first in the APAAR process, so its record is one of the two databases that has to agree | One visit |
| Comparing that with the Aadhaar | Nothing. Two documents on one table, read letter by letter, including the parents' names. This is the step that tells you which record to correct | Ten minutes |
| Correcting the school record, where that is the wrong one | The school or board's own charge, which is theirs to state and which we do not print. Our school and board pages set out the routes | Set by the school or board |
| Correcting the Aadhaar, where that is the wrong one | Aadhaar charges a fee per attempt with no refund and limits how often a name may be updated. The expensive mistake is correcting the wrong one of the two, and then having to correct the other as well | Set by the centre |
| Generating the APAAR ID, and using DigiLocker | We print no charge for either, because we verified none, and neither official page we read sets out a correction procedure for us to price. There is nothing to buy inside these systems | Generation follows the match, not a payment |
| Anybody offering to fix the app for a fee | Treat this as the warning line on the table. DigiLocker states that it is "not possible to make any changes to this data from DigiLocker". Somebody charging to do the impossible is charging for the impossible | Not applicable |
| Government printing charge, only in a genuine change of a person's own name | The guidelines print Rs 1,100 for an adult change of name and Rs 1,400 for a public notice, for FY 2016 to 2017, each with the caveat that the charge varies each financial year and from case to case. What BharatKosh shows on the payment screen the day you pay is the figure that counts | Part IV publishes weekly, so allow several weeks from posting |
| Our charge | Quoted on your papers before you pay anything, and confirmed in writing. We print no service price on any page of this site | |
Myths About APAAR ID and DigiLocker Name Corrections
| What people are told | What is actually so |
|---|---|
| There is a way to edit the name inside the app | There is not, and DigiLocker says so itself: "it is not possible to make any changes to this data from DigiLocker. To make changes to your Aadhaar data, please visit your nearest Aadhaar enrolment center." Anybody charging a fee to edit it is charging for something that cannot be done |
| The APAAR ID is refusing to generate because of a technical fault | Usually it is refusing because of a rule: "the name of student as per student records in UDISE+ must match with the name of the student as per Aadhaar". Two databases disagree. Retrying does not help; correcting one of them does |
| A gazette notification will make the ID generate | It will not. A gazette is a published statement about a person's name. It does not rewrite a school record and it does not rewrite an Aadhaar, so it cannot make two databases agree. Correct one of the two records instead |
| The document has disappeared from DigiLocker | Usually it has not. A document that will not appear is typically failing a name match with the issuer's database, which the FAQ illustrates with the transport example. It is a matching failure, and it is fixable at the source |
| Once I correct the source, the app updates itself | Do not assume it. Fetch the document again after the source is corrected, then open it and read it, and do that before an admission or a verification rather than on the day |
| Consent is just a formality for the school | Consent is step two of four and it is the only point designed to involve a parent. What is being approved is a permanent academic identity built on a spelling the school has already recorded. Read it before signing |
| Fix whichever record is easier to change | Fix whichever one is wrong. Correcting the easy one and leaving the wrong one means paying twice, and Aadhaar charges per attempt with no refund. Decide the direction first |
| Only the student's name matters | The parents' names travel through school records into board certificates, scholarship applications and recruitment verifications. Check them in the same round |
| The websites offering APAAR registration help are official | Many are not. A great many sites on this subject carry official looking names and exist to collect visitors. A Government page address ends in a Government domain. For this subject that means the Ministry's own portal |
| Two spellings of a tribal surname mean one is a mistake | Usually both are in genuine use, in a school register and on an Aadhaar. Settle on one using our tribal surname spelling correction page, and carry exactly that everywhere afterwards |
Key Terms in an APAAR and DigiLocker Name Correction
| Term | What it means in practice |
|---|---|
| APAAR | Automated Permanent Academic Account Registry, a specialised identification system for students in India, part of the One Nation One Student ID work aligned with the National Education Policy 2020 |
| Permanent academic account | The portal's own description of what this is: a permanent digital identity for the student in the education ecosystem. The reason the spelling matters so much at the start |
| UDISE+ | The school record system whose entry must match the Aadhaar before an APAAR ID generates. One of the two databases this whole page is about |
| The match condition | That the name as per student records in UDISE+ must match the name as per Aadhaar. Not a guideline, a condition of generation |
| Parental consent | Step two of the four step process where the student is a minor. The only moment designed to involve a parent, and the cheapest moment to check a spelling |
| DigiLocker | A platform where documents issued by Government agencies are shown. Not an issuer, and not a place where a name can be edited |
| Issued document | An e-document issued by a Government agency directly from the original data source. The name on it belongs to that agency's record |
| Issuer | The office that actually wrote the name: a board, a transport department, the Income Tax Department, UIDAI. The office your correction request goes to |
| Fetching | Pulling a document into the locker from the issuer. Where a name mismatch shows up as a document that will not appear |
| Name mismatch | The usual reason a document will not fetch or an ID will not generate. A comparison failing between two records, not a fault in the app |
| Enrolment centre | Where DigiLocker's own answer sends you for Aadhaar changes, in its own words |
| Source record | The record the name really lives in. The only thing on this page that can actually be corrected |
APAAR and DigiLocker Name Help Across Jharkhand
This is a page for parents and for students, and the two offices that matter are the school and the Aadhaar enrolment centre, both of which are local to you. What we do is read the school record against the Aadhaar and the rest of the family's papers, tell you which of the two databases is the odd one out and therefore which direction the correction should run, tell you plainly when the answer is that nothing can be done inside the app, and draft the request to whichever issuer actually holds the name. That is done on your scans over WhatsApp, for every district. If a consent form is still pending at your child's school, send it to us before you sign it.
District pages are linked from the services page.
Send the school record and the Aadhaar
Send the student's Aadhaar, the school record or the latest report card and admission record, and the board marksheet if the student has one. Tell us what you are actually seeing: an APAAR ID that will not generate, a document that will not appear in DigiLocker, or a name that has come through wrongly. Send the parents' Aadhaar too, because parent names travel through school records into everything later. Our first reply tells you which of the two databases is the odd one out, which direction the correction should run, which issuer actually holds the name you are seeing, and what to put in the request. If a consent form is still pending at the school, send it before you sign it, because that is the cheapest moment in this whole process to catch a spelling. Details on the contact page.

An APAAR and DigiLocker Name Problem in Eight Lines
The short version
- Neither system holds a name you can edit.
- DigiLocker says changes cannot be made from within it.
- Issued documents come from the issuer's own record.
- APAAR needs the school record and the Aadhaar to match.
- So an ID that will not generate is those two disagreeing.
- Parental consent is step two, and the moment to check.
- Correct the wrong record, not the easier one.
- Then fetch the document again and read it.
If a consent form is pending at your child's school, read the spelling before you sign it.
The word Permanent is in the registry's own name, and the school has already fixed the spelling by the time the form reaches you. Two minutes there saves years of corrections later.
